OF THE CITY OF DOWNEY
DECEMBER 26th,1961
The City Council of the City of Downey held a regular meeting in the
Council Chamber of the DowneyCity Hall at 8:00 A.M., December 26th,1961,
Mayor Scott E. Temple Presiding.
PRESENT: Councilmen: Corbin, Skinner, Temple
ABSENT: Councilmen: Peavey, Giddings
ALSO PRESENT: Oren L. King, City Manager
Sherman Griselle, Director of Planning
Lee Leavitt, Acting Director of Public Works
Robert Gain, Fire Chief
Loren Morgan, Asst. Chief of Police
A. C. Gabriel, Acting Director of Finance
Hal Durham, Traffic Engineer
Della Doyle, City Clerk
Reverend J. T. Chase of the First Christian Church of Downey delivered
the invocation.
It was moved by Councilman Corbin, seconded by Councilman Skinner and so
ordered that the minutes of the meeting held on December llth,1961, be approved
as written.
The Clerk presented the following correspondence:
A letter from the Board of Supervisors of the County of Los Angeles re-
questing Councils views on calling an election to determine the public's reaction
to the need for fallout shelters. Council referred this to the Civil Defense
Committee and requested a report for the next Council meeting.
A letter from Mario Cajati requesting an appropriation of $50.00 per month
--WA for the Downey Youth Wind Ensemble.
It was moved by Councilman Corbin, seconded by Councilman Skinner and passed
by the following vote that the request be denied.

A petition from property owners and tenants requesting that parking restrict-
ions be lifted from the west side of Brookshire from Vista del Rosa to Gallatin
Road.
Wm. T. Brining, 9200 Brookshire acted as spokesman for the petitioners and
presented statistic to support the plea that this prohibition be lifted.
The City Manager read the report from the Traffic Committee recommending that
no changes be made in the existing regulations.
Mr. James L. Hand, 9229 Brookshire, representing the petitioners for the
prohibition of the parking on the west side of Brookshire requested that if any
change was anticipated that the Council hold a public hearing and those interested
be so notified before any action be taken.
.� It was moved by Councilman Corbin, seconded by Councilman Skinner and so
ordered that this be taken under submission and held for a full council.
Councilman Skinner suggested that the Planning Commission report on the possibility
of any additional parking available in the area.
A letter appealing the decision of the Planning Commission on Zone Exception
Case #254 from the Free Methodist Church was read.
It was moved by Councilman Corbin, seconded by Councilman Skinner and passed
by the following vote that a hearing be set on this for February 12th,1961 at
7:30 P.M.

Three postal cards were presented commending the Council for their action
regarding the Library shelf.
A letter of resignation from Glenn Kendall was presented.
A letter from the Standard Oil Co. of California requesting an extension
for their work within the city limits on the seismic survey they are making.
It was moved by Councilman Skinner, seconded by Councilman Corbin and so
ordered that this approval be granted.
It was moved by Councilman Corbin, seconded by Councilman Skinner and passed
by the following vote that the ActingDirector of Finance appear in court as the
Cityls representative on Small Claims against the City.

RESOLUTION NO. 914
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
DECLARING THE CITY'S INTENTION TO ENFORCE DIVISION 13,
PART 2 OF THE HEALTH AND SAFETY CODE OF THE STATE OF
CALIFORNIA.

seconded and so order that further reading be waived.

PAGES 234 and 235, OF MISCELLANEOUS RECORDS IN THE OFFICE
OF THE COUNTY RECORDER OF LOS ANGELES COUNTY. - Blodgett AD59

ADOPTING AND SUBMITTING A BUDGET FOR EXPENDITUE OF FUNDS
ALLOCATED FROM THE STATE HIGHWAY FUND TO CITIES.

REQUESTING THE EXPENDITURE OF COUNTY AID TO CITIES FUNDS
ON DOWNEY AVENUE.

Council took no action on the Resolutions of appointment of members to the
Personnel Advisory Board or the Planning Commission pending a full Council.

by the following vote that those members whose terms expire as of December 31,1961
continue to serve until reappointments are made by the full council.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
EXTENDING SUPPORT FOR FEDERAL LEADERSHIP IN CIVIL DEFENSE
TO THE PRESIDENT OF THE UNITED STATES.
This resolution was referred to the Civil Defense Committee for further
study and recommendation.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
PROPOSING TO CHANGE THE WORK IN ASSESSMENT DISTRICT NO.
12 (Sixth Street and Lakewood Boulevard)

A review of the bids submitted on Cash Contract No.74, Public Works Yards
Improvement was presented. It was moved by Councilman Corbin, seconded by
Councilman Skinner and passed by the following vote that because of the differ-
ence in the bid proposals and the Engineer's cost estimate that all bids be
rejected and that the City Manager bring in recommendations so that this project
be be recomidered at some future date.

It was moved by Councilman Corbin, seconded by Councilman Skinner and
pa.a.sed by the following vote that work be accepted and authority for filing

It was moved by Councilman Skinner, seconded by Councilman Corbin, and so
ordered that a. hearing date be set as January 23rd,1962 on Resolution No.62 from
the Planning Commission- Zone Change #77, Richard Glover, 7930 Telegraph Road.
Mr. King reported on the Lot Split #219 that was taken under submission at
the December llth,1961 meeting and recommended that there be a. 2 way split
rather than the 3 as requested. Mr. Fred Olson spoke for the purchasers and
reported that there were three separate owners so it would be impractical for
it to be split into 2 -37' lots.
It was moved by Councilman Corbin, seconded by Councilman Skinner and so
ordered, that this be held for action by a full Council.
Councilman Skinner recommended that there be more publicity on the size
of and requirements for lot splits.
The legal description of property owned by Mrs. Marian Wilson Jones was
submitted as requested. It was moved by Councilman Temple, seconded by Council-
man Corbin and passed by the following vote that this be referred to the Plan-
ning Commission.

Mr. King reported that it had been determined that the City could handle
the sewer maintenance and it would be at considerable saving for the City.He
recommended that action be taken today so that it could be effected as of
February 1962.
RESOLUTIONNO. 921
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
REQUESTING WITHDRAWAL OF TERRITORY COMPRISING OF THE CITY
OF DOWNEY FROM THE CONSOLIDATED SEWER MAINTENANCE DISTRICT.

seconded by Councilman Skinner and so ordered, that further reading be waived.

passed by the following vote that Resolution No. 921 be adopted.

Mr. King reported on the schedule for the Firestone Boulevard Improvement.
Mr. King recommended that 1 additional person be employed in the Planning
Department, namely, a Planting Technician capable of doing some drafting, at a.
salary range $466 -566 -Step A.
It was moved by Councilman Skinner, seconded by Councilman Corbin, and
passed by the following vote that the Personnel Department start recruiting
for a Planning Technician but before final action be taken this action be
ratified by a. full council.

Mr. H. L. Dougan, 7901 E. Stewart and Gray spoke for the City Wide Taxpayers
Assn. of Downey and requested that an early actionbe taken by Council as to the
Zoning on Florence Avenue, Zone Change #53.
Mayor Temple reported that the repoesenta.tives from out Sister City would
be arriving and would be here for the New Years Rose Parade.
He also reported that there would be a. Conference on Metropolitan Government
held February 1st and 2nd,1962, in Sacramento and felt that the Councilmen should
attend.
