HomeMy WebLinkAboutMinutes-09-11-61-Regular Meeting121-6 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY SEPTEMBER 11TH, 1961 The City Council of the City of Downey held a regular meeting in the Council Chamber of the Downey City Hall at 7:30 P.M., September 11, 1961, Mayor Carroll M. Dunnum presiding. PRESENT: Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager; Director of Finance Royal M. Sorensen, City Attorney Ivan A. Robinson, Chief of Police Robert Gain, Fire Chief Richard Barhite, Director of Public Works Lee Leavitt, City Engineer Sherman Griselle, Director of Planning Hal Durham, Traffic Engineer Ray Lake, Director of Building & Safety Della Doyle, City Clerk Alberta Pfeiffer, Deputy City Clerk The Mayor opened the meeting by calling for the first item on the Agenda which was to be presented by Jim Greaves on behalf of the Downey Youth Band. As Mr. Greaves was not present at this time, this item was deferred until later in the meeting. Vera Michaels was called upon to present Sister -City seals to the City which had been colorfully made by youth participating through the Parks and Recreation Department. An explanation of this particular project was given by Mrs. Michaels. The suggestion was made that the seal might be hung appropriately in City Hall. Mayor Dunnum stated the seals were surely an extraordinary example of art ability and commended the work most highly, thanking Vera Michaels for this presentation of the truly superb artisanship displayed in the seals. Guadalajara, he stated, should be very proud and pleased to see a reproduction of the seals. It was moved by Councilman Temple, seconded by Councilman Corbin and so ordered that the minutes of the Council Meeting of August 22, 1961, be approved as corrected to show on the last page that it is the City of Santa Paula that was interested in the Sister -City program in the City of Downey. The City Clerk read the following written correspondence: (1) A letter from the Downey Museum of Art enclosing their Activity Statement for the fiscal year 1960 -61. Ordered accepted and filed. (2) A letter from the Independent Cities of Los Angeles County with an attached summary of the First Annual .Seminar to be held in San Gabriel on ; September 29, 1961. Councilman Peavey recommended that all members of the City Council and department heads should try to attend inasmuch as the Independent Cities more or less started in Downey:- with Giddings as temporary chairman. 1'�. s1 It was moved by Councilman Peavey, seconded by Councilman Temple and passed by the following vote that reservations be made for attending the First Annual Seminar of the Independent Cities. McGinley, President of the Independent Cities sent a letter of thanks to the City Manager for his acceptance to participate in a panel at the Seminar on the subject, "The Equities of Taxation." The City Clerk reported two verified claims from James C. Carson and John J. Cayer, respectively. It was moved by Councilman Temple, seconded by Councilman Corbin and so ordered that these claims be denied and referred to the City's insurance carrier and City Attorney. (4) A letter from Mrs. Helen Voress of Borson Street regarding the traffic problem in this area. Mr. Oren King reported that in addition to the letter from Mrs. Voress, a news bulletin had been received by him from North American Aviation announcing they have been awarded a large government contract and stressed the importance of this industry to the City of Downey. The City Manager reported there had been a meeting with North American officials, himself and the Director of Public Works and Traffic Engineer to discuss the problem of Autonetics traffic emerging from their property in connection with the Ardis Street study. It was agreed that the service road is still the most logical solution to help alleviate and reduce the traffic load on Ardis Avenue; therefore, it was decided that the project should include a six -foot concrete block wall along the northerly boundaries of the Borson Street property, and further, that this roadway would be posted with a weight limit sign which would eliminate the use of this street by truck traffic. In addition, it was agreed that when Autonetics Corporation complete their proposal for rebuilding their driveway exits, and, in particular, for relocating and rebuilding a driveway that fronts on Imperial Highway near the easterly side of Building 5, the following steps would be taken as a trial measure to help reduce the traffic on Ardis Street. 1. No left turn signs would be installed in the parking lot south of Building 5 to eliminate traffic from traveling southbound on Ardis Avenue from this parking lot. 2. That the City would installa delay walk system at Ardis Avenue and Imperial Highway to increase the capacity of the northbound to west- bound left turn. 3. That the City also would install left -turn pockets at Clark Avenue and Imperial Highway for north and southbound traffic; that a "No Left Turn" prohibition would be installed on Clark Avenue and also on Foster Road to eliminate left turns at this intersection during the hours of 4:OO P.M. to 6:00 P.M. ..� It was agreed that the above measures, and particularly the elimination of a "No Left Turn" from Building 5 parking lot, would be initiated on a trial basis, to determine whether this partial solution would reduce the traffic on Ardis Avenue without causing undue inconvenience to the employees of Autonetics Corporation. F 12.1±.3 It was moved by Councilman Peavey and seconded by Councilman Temple that the City Manager be authorized to enter into negotiations for the exchange of certain CityAowned property at the rear of Fire Station No. 2 for the 46 -foot wide property extending in a westerly direction from Bellflower Boulevard to the east property line of Autonetics, and further that he be authorized to proceed with the escrow and other legal require- ments. The Mayor asked if there were any comments or questions from the audience before taking the vote. The following persons made various statements and inquiries: W. C. Avery, 13207 S. Ardis Street Mrs. Helen Voress, 9513 Borson Street Anthony S. Carnei, 13061 Ardis J. G. Harris, 13250 Ardis Street Esther Gruenhagen, 9539 Borson Mr. Barhite, Director of Public Works, showed on a map of the City, the district involved in this matter and the properties to be exchanged by the City. The following vote was taken on the motion stated above: AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None The Mayor asked for the comments of Chief of Police Ivan Robinson. He stated the shift changes at North American govern the traffic flows; other than that, it is merely a residential street. He would recommend taking the steps mentioned in items listed as 1, 2 and 3 in the minutes of the meeting held with North American Aviation. It was moved by Councilman Corbin, seconded by Councilman Peavey and passed by the following vote to approve steps 1, 2 and 3 of the minutes of the meeting held August 31, 1961, between City Officials with Officials of Autonetics Corporation (as listed above). AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None Mayor Dunnum stated that there is a wrong impression created by certain remarks made regarding Council's awareness of this problem. He stated that he personally sat in at least half a dozen meetings with North American Aviation, has gone to numerous homes in the area, spent hours in the streets in the area personally examining this traffic problem on Ardis Street, which is a very acute problem. Council is not unaware of the problem and is endeavoring to do the best for the most, and he feels a few steps in the right direction have been taken at this meeting and hopes Council can do more later. He thanked the citizens for their patience and for bearing with them. The City Clerk finished reading the following correspondence: An appeal with the required $50.00 deposit from H. E. Black, 8052 E. Alameda Street, re: Zone Case No. 64. It was moved by Councilman Temple, seconded by Councilman Corbin and so ordered that a hearing be set before the Council at 7:30 P.M., October 9, 1961, in the Council Chamber of the Downey City Hall. 1221.9 A notice of the League of California Cities meeting to be held in Pasadena on September 29. Council to be contacted later. ORDINANCE NO. 179 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTIONS 4100 and 4101 OF THE DOWNEY MUNICIPAL "— CODE AND REPEALING SECTION 4102 AND ADDING TO SAID CODE SECTIONS 4101.1 AND 4101.2, ALL OF WHICH SAID SECTIONS RELATE TO DRUNKENNESS OR INTOXICATION FROM ALCOHOL, DRUGS, OTHER SUBSTANCES, OR ANY COMBINATION THEREOF The ordinance was read by the City Attorney in full. The Chief of Police reported on the need for such an ordinance and requested its adoption on an emergency basis. It was moved by Councilman Temple, seconded by Councilman Giddings and passed by the following vote that the emergency clause of Ordinance No. 179 be adopted. The Director of Planning reported some of the citizens had received a notice from the post office advising of this change prior to Council action; however, upon checking with Postmaster Powell, the postmaster had no knowledge that notices had been sent. It was moved by Councilman Dunnum, seconded by Councilman Corbin and passed by the following vote that a policy be adopted that street name ,•-. changes should be publicized and property owners notified and hearings held before the planning commission, thus all affected property owners first being advised of the proposed change. It was requested by the resident of 11108 Dalewood that an investigation be made of the reason for the wide variance in street numbers from 11108 to IR24 Dalewood. Mr. Griselle was instructed to check this. Mayor Dunnum asked for the vote on Resolution No. 864, name change of Dalewood Avenue to Newville Avenue. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None 1222, Mayor Dunnum stated that having been personally associated since 1954 with Blayne Hutchison, it was a personal blow and tragedy to lose • personal and valued friend, and the City of Downey certainly did lose • man with great foresight, knowledge, and it is a sad, unfortunate thing, his passing away at this early stage of life. Mr. Lake reported on a survey the Building Department had made relative to the use of City -owned vehicles by other Cities. Mr. Lake and Mr. Barhite were requested to make the information available to Councilmen Peavey and Giddings and a study be made, along with City Manager, and their findings reported to Council. Councilman Temple reported that after a thorough study of Planning Resolution No. 54, Zone Change 68, for G. B. Barron, 11835 Haro Street, Downey, he was ready to uphold the decision of the Planning Commission to change the Zone from R -2 to R -1 and requested that the ordinance be introduced. ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE ZONING MAP ADOPTED BY SECTION 9107 OF THE DOWNEY MUNICIPAL CODE (PLANNING RESOLUTION NO. 54, ZONE CHANGE #68) The ordinance was read by title only. It was moved by Councilman Corbin, seconded by Councilman Peavey and passed by the following vote that the ordinance be,introduced ., AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None Councilman Temple reported he had received a letter and invitation from Mr. Southwell of the Consul General's office, encouraging participation in the Independence Day celebration in Guadalajara by the City of Downey, and also suggested that Downey enter a float. In the absence of the Mayor who was out of town when this letter was received, Councilman Temple, acting as Mayor Pro Tempore, polled the Councilmen and accepted the invitation to enter a float. He reported that Mr. Southwell is personally handling the arrangements and that the Downey float will be placed in the lead position in the parade. It was moved by Councilman Temple, seconded by Councilman Corbin and passed by the following vote to allocate a sum not to exceed $600 from Account No. 200 -331 (Public Relations) for construction of the Downey Float to be entered in the Independence Day Parade in Guadalajara. Councilman Temple reported that he had received a complaint from Ralph Jackson of 7427 Benares Street. It was recommended that the Department of Public Works inspect. It was also reported by Councilman Temple that various sycamore trees in his district seem to be diseased. The City Forester was to check into this. Councilman Peavey recommended and moved, it was seconded by Councilman Corbin and passed by the following vote that the City Manager be authorized to call for bids, according to plans and specifications for a vault to be built in the City Clerk's office, and present to Council. Funds can be drawn from the General Reserves for this project however, if Council so desires, it was stated by City Manager King. Councilman Peavey stated there was an item in the new Planning and Zoning Ordinance which had previously escaped him; that of having, in addition to 12 spaces for parking on apartment lots, space also to make turns. After discussion on this matter, it was referred to the Planning Commissioners and Mr. King to study the possibility of utilizing park- ways for driveways where justified and report the findings to next Council Meeting. It was moved by Councilman Peavey, seconded by Councilman Temple and passed by the following vote that the Mayor or other Council representative be authorized to be present at the Independence Day celebration in Guadalajara Saturday, September 16, 1961, with expenses allowed. The City Manager reported that since there is a difference of $20- 30,000 in the appraisal amounts for the Holm -Royal property under con- demnation for the construction of Stewart and Gray westerly of Woodruff Avenue, it is recommended that Council authorize the appointment of Mr. Verne Cox to make an appraisal of this property at a cost not to exceed $1,000 from Gas Tax Funds. It was moved by Councilman Temple, seconded by Councilman Giddings and passed by the following vote to authorize the employment of Mr. Verne Cox in an amount not to exceed $1,000 from Gas Tax Funds for making appraisal of Holm -Royal property. In the meantime, the Finance Department is working with the auditing firm of Diehl, Evans and Company and the aid of Jim Grissom. The City Manager stated Bill Parrot was a valued employee and he was sorry to lose him. Mr. King reported while on vacation in Sacramento he contacted the Division of Highways regarding Firestone Boulevard improvements and also inquired about the post office bids. He stated it is very imperative there is a follow- through on the approval of these plans and the outcome. It was announced by Mr. King that an administrative manual is now in the making and copies in the rough will be made available to Council within the next two or three weeks. This will come somewhere near being a "first" in this area as there does not seem to be one used elsewhere, and he feels it has a great deal of merit. After a review of the bid summary for Purchase Contract No. 112 (Street trees) it was recommended that the bid be awarded to the lowest and best bidders. It was moved by Councilman Temple, seconded by Councilman Giddings and passed by the following vote to accept the low bid of Del Amo Nurseries in the amount of $412.25 for miscellaneous trees. The City Manager reported he has received a notice of the Annual Meeting of the International City Managers Association to be held November 26-.)- 28 in Miami, Florida and that he has been asked to appear on the panel, speaking on the "Philospphy of Management.
