MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
AUGUST 22ND, 1961
The City Council of the City of Downey held a regular meeting in the
Council Chamber of Downey City Hall at 8:00 A.M., August 22nd, 1961,
Mayor Pro - Tempore Scott E. Temple presiding.

Mayor Pro -Tem Scott Temple announced that he would like Council to
recognize at this time some of the administrative Fire personnel on the
successful completion of their recent studies, of particular value to Downey
Fire personnel. Certificates were presented the following personnel by
Mayor Pro -Tem Scott Temple:
Battalion Chiefs Vernon Neely, E. D. Snyder and Ralph Hamilton
California State sanctioned course in Oil Fire Control
Battalion Chief Tom Brown
Fire Prevention and Arson and Fire Investigation courses
Captain Wm. Burke and Dean Holzgrafe - Arson and Fire Investiga-
tion course
It was moved by Councilman Corbin, seconded by Councilman Peavey and
so ordered that the minutes of the Council Meeting of August 14, 1961, be
approved as written.
The City Clerk read the following written correspondence:
(1) A letter from Mrs. D. W. Jenkins, in behalf of the proposed Civic
Auditorium for the City of Downey.
(2) A petition from the Borson Street area containing 82 signatures.
The City Manager reported on this matter and asked Mrs. Voress if she, as
spokesman for this group of citizens, would like to make any comments.
Mrs. Helen Voress, 9513 Borson Street, reiterated what she felt were
the dangers of having a double street behind their residences on Borson
Street, and that the residents did not want this street.
.— The City Manager stated there would be a further review with North
American to see if their traffic would be re—routed within their own area
with the possibility of turning traffic from the parking lot from Autonetics'
lot over onto Imperial Highway. Mayor Pro -Tem referred the matter to
Mr. King, the Traffic Department to meet again with Autonetics in trying to
work out a mutual, satisfactory solution to this traffic problem.

ORDINANCE NO. 178
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING THE ZONING MAP ADOPTED BY SECTION 9107 OF THE
DOWNEY MUNICIPAL CODE (PLANNING COMMISSION RESOLUTION
NO. 56)
The ordinance was read by title only. It was moved by Councilman
Peavey, seconded by Councilman Corbin and so ordered that further reading

The City Manager reported that a recommendation from the Cire Chief,
Fire Department and Building Department regarding the extension of Fire
Zone No. 1 had been made. No action at this time is necessary; this matter
is merely being presented for study. Assistant Fire Chief Don Warren
outlined the reasons for this ordinance and stated it is merely an enlarge-
ment of the existing area under Fire Zone No. 1, and is for study purposes
at this time.
The City Clerk was instructed to include this ordinance on the agenda
for the Council Meeting to be held on September 26, 1961.
RESOLUTION NO. 854
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
FINDING AND DETERMINING THAT THE PUBLIC INTEREST, CON-
VENIENCE AND NECESSITY REQUIRE THE ACQUISITION OF
CERTAIN PROPERTY FOR STREET PURPOSES (CHEROKEE DRIVE
AND DOWNEY AVENUE)

DESIGNATING THE DIRECTOR OF PUBLIC WORKS AND THE CITY
CLERK OF THE CITY OF DOWNEY AS AGENTS FOR THE CITY TO
EXECUTE AGREEMENTS FOR THE ACQUISITION OF RIGHT OF WAY
AND THE CONSTRUCTION OF IMPROVEMENTS THEREIN, AS RE-
QUIRED BY THE PLANNING COMMISSION AS CONDITIONS FOR
DEVELOPMENT OF PROPERTY.

REQUESTING THE EXPENDITURE OF COUNTY AID TO CITY'S FUND
FOR TRAFFIC SIGNAL AT WOODRUFF AVENUE AND STEWART AND
GRAY ROAD

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY
TAXATION FOR THE FISCAL YEAR BEGINNING JULY 1, 1961
The resolution was read by title only. The City Clerk was
asked to give the figures as listed in the resolution, which are
as follows:

The City Attorney recommended the re- adopting of the resolution

FIXING THE RATE OF TAXES FOR THE FISCAL YEAR BEGINNING
JULY 1, 1961

It was moved by Councilman Corbin, seconded by Councilman Peavey and
passed by the following vote to approve transfer of funds listed below as
recommended by the City Manager due to revised cost estimates of the
improvement of Foster Road, Woodruff to Faust, to be financed from County
Aid funds; the City of Bellflower will share part of the costs of this
project estimated at $2,830.00, leaving a balance of funds needed for the
project, Cash Contract No. 67, at $7,611.64:

petitions for the construction of streets and sewers on Lubec Street,
A.D. #75.

construction under Private Contract No. 5780 (Woodruff Avenue south of
Florence Avenue).

It was moved by Councilman Corbin, seconded by Councilman Peavey
and passed by the following vote to accept for public use the sanitary
sewer construction under Private Contract No. 4621 (Montgomery Street
south of Conrad Street).

The City Manager stated that most of his report had been covered, and
added that the contract is about to be let for the improvement of Hall
Road from Lakewood Boulevard to Woodruff Avenue. Also, in an endeavor to
alleviate the traffic hazard at Hall Road and Woodruff, it is recommended
that the Engineering Department.be requested to contact the State Division
of Highways to obtain authority to eliminate the green arrow at the
intersection of Firestone and Woodruff which will prohibit the continued
righthand movements onto Woodruff from Firestone.
It was reported by the City Manager that the Board of Parking Commissioners
have been notified, none of whom to date have declined their appointments,
and their first meeting is to be held next Wednesday at 2 :00 P.M. when they
will draw lots for terms, choose officers and become active in participating
in the City's new Parking District.
Mr. King requested a ten -day vacation to begin September 1. It was
moved by Councilman Peavey, seconded by Councilman Corbin and so ordered that
the City Manager's request for a 10 -day vacation from September 1 to September
11 be granted.
"Red" Barrett, Manager of the Chamber of Commerce, was asked to report
on the Chamber meeting held August 21. Mr. Barrett reported the two actions
he deemed most important were the selling of the chamber property which will
enable them to start the new Chamber building in the Civic Center. Also,
action was taken favoring location of the Superior Courts in Downey.
Mrs. Helen Voress made a final inquiry regarding the Ardis Street problem
with relation to Borson Street on which she resides, and was informed there
will be further investigation and study of this traffic problem.

Councilman Peavey reported on the Independent Cities group which
met last week, announcing that there is to be an all -day seminar in
San Gabriel around September 29 and urged all who can, including depart-
ment heads, to attend this important session.
Mayor Pro -Tem Temple reported he had received inquiries about the
Sister -City program in the City of Downey and is to speak to the Kiwanis
in Santa Paula next month, as they are interested also in adopting a
Mexican City as their sister city.
There being no further business to come before the Council, the
meeting adjourned at 8:45 A.M.
