Dunnum presiding. PRESENT: Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Glenn Kendall, Director of Finance, Assistant City Mgr. Richard Barhite, Director of Public Works Sherman Griselle, Director of Planning Robert W. Gain, Fire Chief Ivan A. Robinson, Chief of Police Ray Lake, Director of Building and Safety Lea Leavitt, City Engineer Harold F. Durham, Traffic Engineer Della Doyle, City Clerk Virginia Miller, Acting Deputy City Clerk Reverend John S. Ashcroft,rPastor of the Trinity Southern Baptist Church of Downey delivered the invocation. It was moved by Councilman Temple, seconded by Councilman Corbin and passed by the following vote that the Minutes of the meeting of February 13 be approved as written. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 Mr. W. C. Avery, 13207 South Ardis, Downey, presented an additional petition to the Council signed by property owners on Borson Street and Adoree Street relative to the excess traffic situation in this area and on Ardis Avenue. Mayor Dunnum reported meetings had been held with parties affected by this traffic problem in an attempt to work out a solution, and that another meeting has been calendared at which time the entire problem may possibly be alleviated, but that it is a problem that requires considerable amount of work and time. The City Clerk presented the following written correspondence: 1) Invitation from the city of Santa Fe Springs City Library to Dedication Ceremonies on March 3, 1961 at 7:30 P.M. 2) A letter from the Downtown Downey Business Association thanking the Council for granting the Downtown Downey Merchants permission to use the sidewalks at the recent Sidewalk Sale. 3) A letter from the Downey American Little League expressing their appreciation for the recent grading and leveling work done at Rockview Field. 4) A letter from John C. Williamson, Member of Assembly, California Legis- lature regarding Assembly Bill No. 127. The Council asked that a letter be forwarded to the entire Committee opposing this bill. City Manager Oren King reported this had been done. 5) A letter from Vincent J. Young, Executive Officer Area "E ", Office of Civil Defense regarding the Civil Defense warning siren. 1153 It was moved by Councilman Temple, seconded by Councilman Corbin and so ordered that the matter of adding five additional sirens to Area "E" of the Civil Defense program be referred to the City Manager to be included in budget expenditure for this year. 6) A letter from the Downey Chamber of Commerce requesting the City Council to send a letter to the Public Utilities Commission withdrawing the City of Downey`s protest against closing of the Downey Office of the Railway Express Agency. W. J. Kelly, Assistant Superintendent, Railway Express Agency, 357 Aliso Street, Los Angeles, gave a report regarding on the reorganization of existing railway express offices in the Los Angeles Area. He requested the Council to reconsider prior action in filing the protest with the Public Utilities Commission. It was moved by Councilman Giddings, seconded by Councilman Temple and passed by the following vote that the City Council withdraw the protest to the Public Utilities Commission, contingent upon the services described by Mr. Kelly of the Railway Express Agency for the City of Downey. AYES: 5 Councilmen: Temple, Giddings, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 7) A letter from Andy Cardona, 8337 Firestone Boulevard, Downey, regarding removal of parking meters from the downtown business district. 8) A letter from Downey Chamber of Commerce requesting the Council to remove the parking meters on a six -month trial basis and have two -hour parking zones established. It was moved by Councilman Giddings, seconded by Councilman Temple and so ordered that the parking meter matter be referred to the Traffic Committee and the Chamber of Commerce for a report back to the Council. 9) A letter from Business Consultants, Inc.,8137 California Ave., South Gate,California, regarding mobil unit on the Stonewood premises. Mayor Dunnum requested this matter be referred to the administrative staff for appropriate action. 10) A letter from Mrs. G. D. Allen on behalf of the National Baton Twirling Association, expressing appreciation to Mr. King for presentation of trophies in their recent contest. 11) An invitation from the League of California Cities to attend the meeting of the Los Angeles County Division on Thursday, March 2, 1961. 12) A letter from Bishop R. Don Smith on the activities of the Sister City Advisory Committee. The next committee meeting will be held on Monday, March 6, 7;30 P.M. at the Library. 13) A letter from J. Bruce McWilliams, Vice President Sales, Mercedes -Benz Sales, Inc., South Bend, Indiana, regarding purchase of the municipally owned bus system, and stating that a Mercedes -Benz 0 -319 bus was aviilable to the City of Downey free of charge for test purposes. It was moved by Councilman Giddings that the Council appoint a committee of one member from each of the Council Districts to study the bus matter regarding the type of buses, type of service, and proposed routes. It was moved by Councilman Giddings, seconded by Councilman Dunnum and so ordered that the following members be appointed to the Committee to study the bus situation. Transportation Committee Mrs. Mignon Caughran 1st District Mr. James Patterson 2nd District Mr. R. 0. McMahon 3rd District Mr. Albert V. Moyer 4th District Mr. Murray Kramer 5th District ICS4 14) A letter :'from Mr. Frank Bonelli to Mayor Dunnum on the formation of the Parking Assessment District, and stating that the Downey Parking Development Fund is now inactive and there is a current balance of about $10,000 which could be made available to Downey asthe County's share in the proposed off- street parking program. It was moved by Councilman Giddings, seconded by Councilman Peavey and so ordered that the City manager be directed to notify Mr. Hugh Dynes that the City Council would adopt the ideas expressed in this letter and he in turn would notify Mr. Frank Bonelli of such. Mrs. Shirley Jamar, President of Air Force Flight #12 and Mrs. Lee Miller, spokesman for this agency extended to the Councilmen an invitation to a tea on March 19 for the personnel of Air Force Flight #12. ORDINANCE NO. 160 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SUB - SECTION (d) of SECTION 6253 OF THE DOWNEY MUNICIPAL CODE, WHICH SAID SECTION RELATES TO LOCKERS AND COIN OPERATED MACHINES. (SELF SERVICE LAUNDRIES) It was moved by Councilman Temple, seconded by Councilman Giddings and so ordered that further reading be waived. It was moved by Councilman Temple, seconded by Councilman Peavey and passed by the following vote that Ordinance No. 160 be adopted. AN ORDIDINCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNCIIPAL CODE BY ADDING THERETO — SECTIONS 8109 - 8109.3, WHICH SAID SECTIONS RELATE TO THE INSTALLATION OF DRIVEWAYS AND DRIVEWAY APRONS, SIDEWALKS, CURBS, GUTTERS, AND PAVING. It was moved by Councilman Temple, seconded by Councilman Giddings and so ordered that further reading be waived. (GALLATIN ROAD) It was moved by Councilman Peavey, seconded by Councilman Giddings and so ordered that further reading be waived. ( #5280 thru 5640- PAYROLL $82,272.98) 1456 It was moved by Councilman Temple, seconded by Councilman Peavey and so ordered that further reading be waived. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 It was moved by Councilman Temple, seconded by Councilman Corbin and passed by the following vote that approval be made for the transfer of $275.00 from Capital Improvements Fund for the appraisal of the Public Works Yard, and $553.06 from Capital Improvements Fund for tax payment up to the time that the City acquired the property. Mayor Dunnum asked Mayor Pro Tem Scott Temple to preside on voting of this resolution, in order that he might disqualify himself from the vote. It was moved by Councilman Giddings, seconded by Councilman Corbin and so ordered that further reading be waived. AYES: 4 Councilmen: Giddings, Temple, Corbin, Peavey NOES: 0 ABSENT: 0 DISQUALIFY: 1 Councilman Dunnum It was moved by Councilman Peavey, seconded by Councilman Giddings and passed by the following vote that award of Contract No. 59 - Weed Abatement be made to Watts & Smith, the lowest and best bidder, and reject all other bids, in the amount of $3,909.25. The program on Weed Abatement was scheduled to begin approximately April 1st, rather than March 15. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 It was moved by Councilman Peavey, seconded by Councilman Giddings and passed by the following vote to approve plans and specifications, and grant authority to advertise for bids, on Cash Contract No. 50 - Gallatin Road between Downey Avenue and Lakewood Boulevard. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 It was moved by Councilman Temple, seconded by Counciman Peavey and passed by the following vote that the City Council approve work completed under cash contract No. 54 - Reconstruction of Firestone Boulevard adjacent to Ralph's Market, and grant authority to file notice of completion, and to make a refund of $197.43 to Ralph's Market, the difference between the deposit and actual construction on this contract. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 A report was given to the Council by Byron White on the petition for the parking assessment district, and he reported that 65% of the property owners had signed the petition on the parking district. It was moved by Councilman Temple, seconded by Councilman Giddings and passed by the following vote to award the contract to Allen Engineering Company for the installation of street lights - Brookshire Avenue and Third Street, Cash Contract No.44, in the amount of $12,590, and reject all other bids. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 It was moved by Councilman Giddings, seconded by Councilman Corbin and passed by the following vote that the City Council approve an appropriation of $5,000 from Account #1- 2000 -699 to Account #13550 for the construction of a sidewalk along the south side of Florence Avenue between Fairford Avenue and the Santa Ana Freeway overpass. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 It was moved by Councilman Giddings, seconded by Councilman Temple and passed by the following vote that the City Attorney be authorized to prepare an ordinance covering the distribution of door -to -door hand bills within the City of Downey. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 Cogncilma.n Peavey gave a report to the Council regarding his study of Assembly Bill I267 and asked the Council to go on record as opposing this measure, and notify the President of the League on Independent Cities of Los Angeles County to take measures necessary to defeat this bill. Mayor Dunnum asked the City Attorney to review this bill and give a report later in the Council meeting. It was moved by Councilman Giddings, seconded by Councilman Corbin and so ordered that the parking lot between Second and Third Streets be posted with a "Two -hour limit sign ". Mayor Dunnum gave information to the Council regarding telephone call from the Board of Supervisors office on reorganization of court structure and the establishment of 9 judicial districts within the County. It was his recommendation that the City Council take similar action by way of resolution opposing the matter at this time for study purposes only. F! It was moved by Councilman Temple, seconded by Councilman Corbin and passed by the following vote that the matter on reorganization of the court structure be opposed and that a delay be asked for to study this matter. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 It was moved by Councilman Temple, seconded by Councilman Peavey and passed by the following vote that the Council accept recommendations of the Planning Commission on improvement of the areas westerly of Old River School Road along Stewart and Gray on property owned by Mrs. Wilson and Mrs. Jones in connection with Lot Split No. 172, and that the City of Downey will assume the paving cost when Stewart and Gray is improved westerly of Old River School Road. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 It was moved by Councilman Giddings, seconded by Councilman Temple and passed by the following vote that Brookshire be improved from the north boundary of the railraod right -of -way to south property line of high school administration building, and be given no. 5 priority for construction under the 1961 -62 budget. AYES: 5 Councilmen: Giddings, Temple, Corbin, Peavey, Dunnum NOES: 0 ABSENT: 0 Sherman Griselle, Director of Planning, reported that the Zoning Ordinance is ready to be set for hearing. City Attorney Royal M. Sorensen reported that before this ordinance be adopted the Council hold a public hearing, and any changes referred back to the Planning Commision for a report back to the Council by the Planning Commission. The Council then is free to follow whatever course it deems advisable. The ordinance then is introduced And adopted in the ordinary course of 'business. After its adoption, necessary revisions and amendments may be made by amending the ordinance. It was moved by Councilman Corbin, seconded by Councilman Temple and so ordered that a hearing be set at 7:30 P.M. on March 20 on the Zoning Ordinance. Mayor Dunnum presented Councilman Peavey oa parchment copy of Resolution No. 763 commending Councilman Peavey for his excellent service as Mayor-during the calendar year, 1960. RESOLUTION NO. 773 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY OPPOSING ASSEMBLY BILL NO. 267 Resolution No. 773 was read in full to the Council. It was moved by Councilman Giddings, seconded by Councilman Peavey and passed by the following vote that Resolution No. 773 be adopted.
