MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
HELD FEBRUARY 3, 1961
The City Council of the City of Downey held a regular meeting, adjourned
from January 31, 1961, in the Council Chambers of the City Hall at 11:00 A.M.,
February 3, 1961, Mayor Carroll M. Dunnum presiding.
PRESENT: 5 Councilmen: Temple, Dunnum, Corbin, Peavey, Giddings
ABSENT: 0
ALSO PRESENT: Oren L. King, City Manager

A report was given to the Council by Mayor Dunnum relative to the Sister City
Program, in which he deemed this matter to be of extreme importance not only
locally but internationally, and expressed the desire that this program be continued
and promoted. Guadalajara has, for example, no Sister City Committee. All of the
Guadalajara activities relative to the Sister City Program are conducted through
the office of Mayor Menchaca. Protocal is extremely important to the Mexican
people, therefore it requires that we use the same channels of communication as
they do.
On September 22, 1959, Resolution No. 495 was adopted by unanimous action of
the City Council of the City of Downey. This resolution was read in full by the
Mayor.
Mayor Dunnum recommended that the Sister City Committee formed by the
Chamber of Commerce be recognized, and that the industrial, commercial and business
phases of this program be relegated to the Sister City Committee. Also, that the
governmental, civic and social phases of the Sister City Program be reserved in
total to the City Council. It was suggested that Section I of Resolution No. 495
be amended to read "Downey Sister City Advisory Committee."
Mayor Dunnum then called for open discussion or recommendations from other
members of the Council.
Councilman Peavey stated that another resolution made later than Resolution
No. 495 with minute action of the Council gave the Mayor of the City charge of
negotiations with the Sister City, and that When we have visitors or Councilmen
from the City of Guadalajara, these are official visits and should be under the
direction of the Mayor and City Council.
Councilman Giddings stated that when President Eisenhower issued the procla-
mation regarding sister cities, it was to be People -to- People, and that he felt
the City Council was basically responsible for seeing that the program works
satisfactorily.
It was moved by Councilman Giddings, seconded by Councilman Temple and passed
by the following vote that Section I of Resolution No. 495 be amended to read "that
the City Council hereby endorses the principle of town affiliation, and establishing
the Downey Sister City Advisory Committee to recommend a sister city and coordinate
the program."

Mayor Dunnum then discussed Section 2 of Resolution No. 495 regarding the
appointment of Councilman Scott Temple as Temporary Chairman of this Committee,
and whether Councilman Temple should continue his Chairmanship or whether the
Committee should select their own.

After some discussion by the Council it was agreed that any activities of
any organization in the City of Downey with regard to the Sister City Program
be coordinated through the City Council, and that the Council would delegate a
member to attend these Committe meetings, and that the Committee be allowed to
elect its own Chairman.
It was moved by Councilman Giddings, seconded by Councilman Temple and
passed by the following vote that all official activities relative to the
Sister City Program be coordinated through the City Council.

Mayor Dunnum asked for opinions of other Councilmen relative to the clarifi-
cation of the sphere of influence in the phrase of the resolution "coordinate the
program."
Councilman Giddings stated that in coordination of the program the Sister City
Committee should plan programs to foster and continue the friendship established
between Downey and our Sister City of Guadalajara, and to recommend and advise
programs that would keep this relationship alive.
City Attorney Royal M. Sorensen read Resolution No. 748 in full declaring
the Mayor to be the official representative of the City for the City's partici-
pation in the Sister City Program.
Mayor Dunnum recommended to the Council that a manual be established relative
to policies and procedures of the Council.
It was moved by Councilman Dunnum, seconded by Councilman Temple and passed
by the following vote that a policy manual be prepared by the City Manager and
presented to the Council for approval.

It was moved by Councilman Dunnum that Ed Mullen of the Downey Live Wire be
appointed to serve as a replacement member on the Sister City Committee until
April 14 in order to bring the membership to three as provided for in Section 3.
City Manager Oren King gave a further report on quotations relative to the
purchase of buses for the City. He asked for authorization from the Council to
enter into a contractural agreement for a period of approximately 60 to 90 days
for a temporary system, in order to study and analyze this system and to
receive every possible quotation from local dealers.
It was moved by Councilman Giddings, seconded by Councilman Temple and
passed by the following vote that the City Manager be authorized to enter into
a contractural agreement for temporary bus service, and possibly until the beginning
of our new fiscal year in July, and to conduct a study and make further recommenda-
tions on the bus system.

It was moved by Councilman Corbin, seconded by Councilman Temple and passed
by the following vote that the City Attorney be authorized to prepare a resolution
and instruct the City Manager to proceed with recruitment of bus drivers at $1.80
per hour for a 44 -hour week.

The Acting Deputy City Clerk read the following written corrrespondence:
Invitation from the Independent Cities of Los Angeles County for regular
meeting on Wednesday, February 15, 1961 at Rodger Young Auditorium in Los Angeles.
There being no further business to come before the Council, the meeting was
adjourned at 12:15 p.m.
