MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
HELD JANUARY 31,1961
The City Council of the City of Downey held a regular meeting,
adjourned from January 24, 1961, in the Council Chambers of the City
Hall at 8:00 A.M., January 31, 1961, Mayor Carroll M. Dunnum presiding.
PRESENT: 5 Councilmen: Temple, Dunnum, Corbin, Peavey, Giddings
ABSENT: 0
ALSO PRESENT: Oren L. King, City Manager

A report was given to the Council by Byron White on the progress of the
Parking District. Approximately 41% of the property owners had signed the
petition, and the Committee is confident that another 25% will sign.
RESOLUTION NO. 759
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
CONSENTING THAT CITY PROPERTY WITHIN THE PROPOSED OFF -
STREET PARKING DISTRICT MAY BE ASSESSED.
It was moved by Councilman Giddings, seconded by Councilman Peavey and
so ordered that further reading be waived.
It was moved by Councilman Corbin, seconded by Councilman Giddings, and
passed by the following vote that Resolution- No. 759 be adopted.

ABSENT: 0
Mr. King reported that a meeting of the 130 property owners in the
Parking District area will be held on Wednesday, February 8.
RESOLUTION WS #232
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. ( #1686 -
$3,230.76 FOR THE LEASE OF TWO BUSES)
It was moved by Councilman Peavey, seconded by Councilman Giddings and
so ordered that further reading be waived.
It was moved by Councilman Peavey, seconded by Councilman Giddings and
passed by the following vote that Resolution No. WS232 be adopted.

City Manager Oren King gave a report to the Council regarding a survey on buse,
for the City as to price, delivery dates, number of passengers, and maintenance.

After considerable discussion Mayor Dunnum summed up the opinions
of the City Council regarding the bus service, and it was decided that
bus service will be continued within the City of Downey.
Various buses were considered including a proposal from the Mercedes -
Benz Company, Model 0319, upon a 14- passenger compact bus powered by a 4-
cylinder gasoline motor which he offered to the City for $6,650 plus sales
tax. He stated this was $300.00 under list price - that he would install
automatic doors if the City desired for the $300.00. Buses are guaranteed
for one year or 12,000 miles with immediate delivery, and a purchase lease
agreement would be okay.
Other proposals.: were submitted from Divco -Wayne at a price of $6,366.65
for 20- passenger bus powered by six cylinder gasoline motor. Also, Divco -Wayne
13 passenger bus - 6 cylinder gasoline motor at $5,643.36. Also G.M.C. 31-
passenger bus, 6 cylinder gasoline motor at $10,874.00.
The City Council took a 30- minute recess to inspect the buses including
various used models. The Council requested the City Manager to present additional
information on the various buses by 11:00 A.M. Friday, February 3, for further
study.
It was moved by Councilman Peavey, seconded by Councilman Temple and
passed by the following vote authorizing City Manager Oren L. King to proceed
with the recruitment of bus drivers for the City of Downey and toemploy two
drivers effective February 15, and to set up a salary schedule for bus drivers.

Mr. King reported he is working on an agrrangement for the City to
purchase the present bus benches, and will have the figure within the near
future.
Mayor Dunnum asked the City Attorney for a report relative to the
legality of using these buses that do not have aisles and with the passengers
in the back row being hemmed in completely by an aisle seat.
The Acting Deputy City Clerk read the following correspondence:
1) Letter from Mrs. B. H. Bennett requesting bus service to be continued
in Downey.
2) Letter from Mrs. Ruth E. Raberding also requesting bus service to be
continued in Downey.
Councilman Peavey gave a report on youth work being done in the City
relative to a Downey Youth Band which is being organized by Caesar Mattei.
It was moved by Councilman Giddings, seconded by Councilman Peavey and
passed by the following vote that the City Council approve an appropriation of
$100.00 per month from Operating Funds, effective February 1, to be granted to
Caesar Mattei for the purchase of music and incidentals for this musical group,
and authorize the City Attorney to prepare a contract covering this appropriation
by the City.

It was moved by Councilman Peavey, seconded by Councilman Giddings and
passed by the following vote that Chief Robinson be authorized to serve on the
Committee of International Association of Chiefs of Police, Inc. to study traffic
problems and make recommendations to the traffic committee.
