Peavey presiding. PRESENT: Councilmen: Temple, Dunnum, Corbin, Giddings, Peavey ABSENT: ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Glenn Kendall, Director of Finance, Assistant City Manager Richard Barhite, Director of Public Works Sherman Griselle, Director of Planning Robert W. Gain, Fire Chief Ivan A. Robinson, Chief of Police Ray Lake, Director of Building and Safety Lee Leavitt, City Engineer Harold F. Durham, Traffic Engineer Reverend R. V. Cogswell, Pastor of the First Presbyterian Church of Downey delivered the invocation. It was moved by Councilman Temple, seconded by councilman Corbin, and passed by the following vote that the minutes of the meeting of December 12, 1960 be approved as written. AYES: 5 Councilmen: Temple, Dunnum, Corbin, Peavey, Giddings NOES: 0 ABSENT: 0 The City Clerk read the following correspondence: A nletter from the City Manager of the City of Santa Fe Springs expressing appreciation for aid extended to that city in fighting a fire at the Rothschild Oil Refinery on December 2 and 3. A petition from the self- service laundry owners of Downey protesting the new license fee, and that they be granted a hearing at the next council meeting. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that the petitioners be granted a hearing at the next Council meeting on the protest of license fees for self- service laundries. AYES: 5 Councilmen: Temple, Dunnum, Corbin, Peavey, Giddings NOES: 0 ABSENT: 0 It was moved by Councilman Temple, seconded by Councilman Dunnum, and passed by the following vote that Sherman Griselle be appointed as Director of landscaping along the existing and proposed freeways�in cooperation with Santa Fe Springs request. AYES: 5 Councilmen: Temple, Dunnum, Corbin, Peavey, Giddings NOES: 0 ABSENT: 0 Sherman Griselle, Director of Planning, gave a report on the lot split at 8243 Stewart & Gray Road on property owned by Mr. Rossiter. The Council received this report and the Mayor ordered it to be filed. ORDINANCE NO. 156 AN ORDINANCE OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING CHAPTER 2 TO ARTICLE V OF SAID CODE, SAID CHAPTER TO CONSIST OF SECTIONS 5200 THROUGH 5210 AND ALL OF WHICH SECTIONS CREATEDTBYTWEEDSE,TR RUBBISH, AND OTHER MATERIAL, AND SPROVINGIFOR CREATED LIENS FOR THE COST OF REMOVAL. It was moved by Councilman Temple, seconded by Councilman Corbin, and so ordered that further reading be warred. RESOLUTION NO. 741 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING THE CITY TRAFFIC ENGINEER TO REMOVE PARKING METERS ON THE WEST SIDE OF LA REINA AVENUE BETWEEN FIRESTONE BOULEVARD AND SECOND STREET AT THE INTERSECTION OF SECOND STREET AND LA REINA AVENUE; AND PROHIBITING PARKING ON THE WEST SIDE OF LA REINA AVENUE BETWEEN FIRESTONE BOULEVARD AND SECOND STREET. Donaldson of 8327 Gallatin Road protested to the Council the opening of Stamps Avenue onto Gallatin Road. Also, oral protest by Mr. Raymond Rothermill of 8337 Gallatin Road was given to the opening of Stamps Avenue as a through street. Mr. Edward L. Johnson, Jr. of 2223 Stoakes Avenue again asked that Stamps Avenue be opened onto Gallatin Road. After discussion by the Council, it was moved by Councilman Giddings, seconded by Councilman Corbin, and passed by the following vote that a resolution be prepared by City Attorney Sorenson to be presented at the next Council meeting abandoning the original proceedings on Stamps Avenue AD #64, and setting forth that any expenses incurred to date on this assessment district are to be borne by the property owners and not by the City. AYES: 4 Councilmen: Temple, Dunnum, Corbin, Giddings NOES: 1 Councilman: Peavey ABSENT: 0 The City Engineer was requested to prepare a report on the costs incurred by the City to date on Stamps Avenue AD #64 to be presented at the next Council meeting. It was moved by Councilman Dunnum, seconded by Councilman Giddings, that if legal proceedings are required to clear away the title to the properties on Stamps Avenue the action is to be brought by the property owners and not by the City. Reverend R. V. Cogswell, Chairman of the City Library Advisory Board, gave a report un the progress and use of the library during the year 1960. He reported that because of the increase in circulation the Board felt it necessary to request an additional $3,000 for books, and $1,000 for additional personnel. It was moved by Councilman Peavey, seconded by Councilman Giddings and passed by the following vote that an additional amount of $4,000 be granted to the library; $1,000 to be used for additional payroll expense and $3,000 for the purchase of new books. DeZonia, President of Dudley Steel Corporation, 10700 Sessler Street, South Gate, C lifornia protested to the Council of the award of bid on the Public Works Yard construction contract #53 to C & I Construction Company of South Gate. Dudley Steel Corporation filed the low bid on this construction contract. The City Attorney ruled that an officially awarded bid could not be withdrawn or rescinded. It was moved by Councilman Dunnum, seconded by Councilman Temple, and passed by the following vote that whenever a bid is submitted which does not meet the speci- fications in some particular the agency to whom the matter is directed, such as the Department of Public Works, will advise the individual prior to Council meeting date of the defective bid in order that the bidder may appear and defend their bid. King, City Manager, on the Downtown Parking District Meeting of December 21, 1960. Mr. Bryn Evans of Diehl -Evans and Associates presented a comprehensive financial analysis on the Park Water Company.
