Reverend Austin Coe of the Memorial Christian Church of Downey
delivered the invocation.
Dr. Arnold J. O'Toole presented the Downey Rose Float picture
for 1960 to Mayor Peavey. He then introduced the Rose Float Queens selected
by the City of Downey. They were Miss Linda Huling, Miss Judy Irwin, Miss Meri-
lou Poupolo and Miss Diane Davis, four of the five finalists.
It was moved by Councilman Dunnum, seconded by Councilman Temple,
and so ordered, that the minutes of the meeting of November 14, 1960, be
approved as written.
The City Clerk presented the following correspondence:
1) Notice of League of California Cities, Los Angeles County
Division, meeting of Board of Directors on December 1, 1960, at the Rodger
Young Auditorium in Los Angeles.
2) A letter from the County of Los Angeles Board of Supervisors
regarding the area proposed to be incorporated as the City of Bell Gardens.
Also, Notice of Intention to circulate a petition in a certain unincorporated
territory of Los Angeles County for incorporation of a new city to be known
as the City of Bell Gardens, as being filed on November 2, 1960.
Mayor Peavey presented a plaque to Ray S. Grimes in recognition of
the work he had done in behalf of the lighting on Downey Avenue.
ORDINANCE NO. 154
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTIONS 6200.1, 6211, 6213, 6215, 6226, 6240,
6242, 6254, 6255, 6256, 6264, AND AMENDING CHAPTER 2 OF
ARTICLE VI OF SAID CODE BY ADDING THERETO SECTIONS 6205.1,
6236.1, 6248.1, AND 6259.1 AND REPEALING SECTIONS 6231,
6232, AND 6267, ALL OF WHICH SECTIONS RELATE TO BUSINESS
LICENSE.

ORDINANCE NO. 155
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTION 6407 OF THE DOWNEY MUNICIPAL CODE, WHICH
SAID SECTION RELATES TO PERMIT FEES.
The ordinance was readyby title only. It was moved by Councilman

RESOLUTION NO. 716
A RESOLUTION OF THE CITY OF DOWNEY URGING THE LOS ANGELES
COUNTY BOARD OF SUPERVISORS TO ADOPT A POLICY ESTABLISHING
A MORE EQUITABLE DISTRIBUTION OF HIGHWAY USERS TAX FUNDS
RECEIVED BY THE COUNTY AND THE CITIES WITHIN THE COUNTY
OF LOS ANGELES.

RESOLUTION WS 223
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
ALLOWING CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT
OF WHICH THE SAME ARE TO BE PAID. ( #1056 THRU 1135)($77,447.23).
The resolution was read by title only. It was moved by
Councilman Giddings, seconded by Councilman Corbin, and so ordered, that
further reading be waived.

Mr. Barhite, Director of Public Works, presented a sketch of the
future Public Works Yard, and plans and specifications for a sheet metal
structure with masonry frontage on the administration building. After some
discussion as to the types of structure to be used, it was moved by Councilman
Giddings, seconded by Councilman Dunnum, that alternate bids be called for
for the construction of the Public Works Yard buildings as follows:
1) In accordance with the plans submitted,
2) The office building constructed of concrete block
with the front of the storage building faced with
concrete block
3) The entire wall facing UDISCO on Imperial Highway
be constructed of concrete block.

that a transfer of funds in the amount of $75,000.00 be made from Unappropriated
Funds to Account 1- 2000 -699 for the Public Works Yard.

The City Manager recommended that an extension of time be granted
to the Contractor on Slurry Seal #43, and that this work be delayed until
in the spring.
It was moved by Councilman Temple, seconded by Councilman Corbin,
and passed by the following vote that a letter of modification of the contract
be issued specifying times and amounts for completion and expenditures on
Slurry Seal #43.

The City Manager analyzed the Welton- Beckett report which
was given at a public meeting on Wednesday, November 9 in the Council
Chambers by Ted Adsit and Tim Matthews. Mr. Adsit outlined the basic
problems involved in the future development of the central core area.
He explained that the cost of land was the major problem in meeting
competition from outlying areas where land could be obtained in larger
areas at less costs. He stated the creation of an offstreet parking
district would provide the means to cope with this problem in that the
district could purchase.parking lots to support downtown developments
including the new post office, county courts, and governmental develop-
ment; as well as a major or junior department store, and increased
commercial businesses.
The City Manager explained that the 1943 Parking District Act
provided the best means to accomplish this; the 1943 Act requires 51% of the
property owners for creation of the district, and assessments may be levied
up to the 35% of the assessed valuation of the land only, but with 60% of
the property owners supporting the Act; 35% of the assessed valuation of
the land the improvements may be levied for offstreet parking purposes.
The City Manager advised that the petition was being prepared to present
to the downtown property owners in an endeavor to formulate this parking
district if the council approved.
After general discussion by all members of the City Council it
was unanimously agreed that the Parking District was the primary step in
setting up sufficient parking for the development of the central core area.
It was moved by Councilman Giddings, seconded by Councilman
Temple, and unanimously passed by the Council, that the City approve the
creation of a downtown parking district in which the City would participate
in an equitable manner.

It was further brought out that in some cities the parking district
purchased the land and the city paid for the improvements. Also, with the
creation of a parking district a commission of 5 people would be appointed
by the City Council. It was unanimously agreed by the Council that the City
should take whatever means is necessary to assure the postAl officials that
City finances would be provided in the interim while the parking district is
being formed to assure the location of the new post office building in the
central core area.
A report was made by Sherman Griselle, Director of Planning, on
zoning ordinances, which have been presented to the Planning Commission,
for preparation of procedural steps for adoption of the zoning ordinances.
Mayor Peavey reported that notification had been received from
the State Division of Highways in moderenization of Firestone Boulevard
in Downey. The improvement will affect Firestone between Garfield Avenue
and Lakewood Boulevard. The cost of this improvement is to be shared by the
state with the cities of Downey and South Gate sharing in the cost. Downey's
share is estimated at $67,000.

and passed by the following vote that the State be notified that the
$67,000 be appropriated from the gas tax funds to set up construction on
this project.

It was moved by Councilman Dunnum, seconded by Councilman
Temple, and passed by the following vote that Right -of -Way Agent be
authorized to commence procedure on the concept map and negotiate
quotations on the purchase of right -of -ways on Stewart and Gray from
Woodruff and Firestone, and determine the cost of the right -of -way.
Also, to try to negotiate with the lumber yard and Aerojet for property
to eliminate the dog -leg in Stewart and Gray.

Miss Marie Stoner was presented to the Council by Mr. Heinforth
of the Downey Industrial Exposition. MissStonner has been selected "Miss
Industry of 1960" to reign at the three -day Industrial Fair starting on
December 15. Tickets to the banquet were presented to members of the
Council.
Mrs. Mary Hollis, Realtor, presented a petition signed by 13
citizens for an appeal to the City Council on the Stamps Avenue AD #64.
After some discussion relative to the abandonment of the pro-
ceedings of the last Council meeting and the three resolutions adopted
on Stamps Avenue, City Attorney Sorensen reported that under the 1913 Act no-
finding of a provision which authorizes the abandonment of the proceedings.
It was moved by Councilman Giddings, seconded by Councilman Temple,
and passed by the following vote, that permission be given to circulate a
petition to set up a new assessment district to extend this street from its
now proposed terminus to Gallatin Road.

Councilman Temple made inquiry regarding Parking on 7th Street.
Residents are checking the restriction of parking on the north side of the
street rather than on the south side. Also, Mr. Fisher was checking the delay
on issuance of a sign permit on new building on Downey Avenue.
Mayor Peavey reported on proposed visit by City Officials to our
Sister City Guadlajara. A tentative itinerary prepared by the Downey Travel
Agency for a proposed trip to leave Downey on January 2, listing approximate
costs and breakdown of individual tours, was given to each Councilman, the
City Manager, and members of the Sister City Committee for consideration on
the proposed trip.
Councilman Giddings reported that our chances have not been injured
in the Major League Baseball League by the withdrawal of Mr. Greenberg.
It was moved by Councilman Dunnum, seconded by Councilman Giddings,
and passed by the following vote, that a "no smoking" sign be posted in the
Council Chamber.
