Peavey presiding. PRESENT: Councilmen: Temple, Dunnum, Corbin, Peavey ABSENT: 1 Councilman: Giddings ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Glenn Kendall, Assistant City Manager Richard Bathite, Director of Public Works Lee Leavitt, City Engineer Sherman Griselle, Director Planning Department R. W. Gain, Fire Chief I. A. Robinson, Chief of Police Ray Lake, Director of Building and Safety A. C. Gabriel, Purchasing Agent Della Doyle, City Clerk Virginia Miller, Acting Deputy City Clerk Reverend Rodney Cogswell of the First Presbyterian Church of Downey delivered the invocation. It was moved by Councilman Temple, seconded by Councilman Corbin and so ordered that the minutes of the meeting of October 25, 1960, be approved as Corrected. The City Clerk presented the following correspondence: 1) Notice of League of California Cities, Los Angeles County Division, regular meeting for the month of November, 1960, to be held on November 17, 1960 at the Community Center Building, 350 S. McPherrin Ave., Monterey Park, California.. 2) Letter from the County Boundary Commission on Annexation No. 4 to the City of Bellflower as being filed with the Secretary of the County Boundary Commission. 3) A letter from N. H. Templin, Road Commissioner, to Supervisor Frank G. Bonelli regarding County aid on Imperial Highway, west City Limits to Para- mount Boulevard; Stewart and Gray Road, Woodruff Avenue to Firestone Blvd. stating that there were no funds at this time but these projects will be con- sidered on the 1961 -62 budget. 4) A letter of congratulations from the City of North Las Vegas for the program presented in honor of Guadalajara by our Sister City Committee at San Diego. 5) Letter from Los Angeles Airways, Inc. regarding facets in the development of the Downey Heliport. 6) A letter from J. Edgar Hoover commending Chief Ivan A. Robinson on the completion of the course of training at the Sixty -sixth Session of the FBI National Academy. 7) Letter from Major Rudolph H. Wehking with attached clippings from Cincinnati newspapers regarding Downey's bid for American League Baseball Club, and Chief Robinson's alert police department. 8) A letter from Frank J., Beckner stating that the parking lot located at •— 11012 So. New Street now leased by the City from Mr. and Mrs. Baker is being sold to Downey Lodge No. 220F. & A. M. and requesting that the existing lease be ter- minated and renegotiated with the new purchasers. It was moved by Councilman Corbin, seconded by Councilman Temple and passed by the following vote that the existing lease be terminated and a new lease effected with the Masonic Lodge covering the parking lot premises located at 11012 S. New Street in Downey. AYES: 4 Councilmen: Temple, Dunnum, Peavey, Corbin NOES: 0 ABSENT: 1 Councilman Giddings 9) A letter from A. J. Tudisco with a $50.00 deposit appealing the Planning Commission's ruling on Zone Case #59. The City Attorney stated that the present ordinance does not provide for any method of appealing a decision relative to denial of a zone change, but as the ordinance now stands the Council could: (1) Call a hearing on their own, (2) Deny the appeal entirely, or (3) Refer it back to the Planning Commission and suggest they rehear it in the presence of the entire commission. It was moved by Councilman Temple, seconded by Councilman Corbin, and passed by the following vote that this appeal be given to the Planning Commission and suggest that they rehear this before a full Commission. AYES: 3 Councilmen: Temple, Peavey, Corbin NOES: 1 Councilman: Dunnum ABSENT: 1 Councilman: Giddings 10) Letter from Charles H. Volz submitting Claim for Damage. It was moved by Councilman Dunnum, seconded by Councilman Temple, and passed by the following vote, that the Claim for Damage be rejected and referred to the Insurance Company. AYES: 4 Councilmen: Temple, Dunnum, Peavey, Corbin NOES: 0 ABSENT: 1 Councilman Giddings 11) A letter from the Downey Museum of Art regarding the City withholding any appropriation of funds to the Museum and offering to curtail the operation of the dance class if this is the reason for their request being tabled. The Clerk stated that there were letters from 13 citizens in support of the dancing classes now being offered by the Museum, copies of which were given to each Councilman. The following spoke in behalf of the dancing being continued: Mortimer Lowerey, 10336 Hasty Avenue, Downey, Calif. Phil Bancroft, Assistant Director of Art Museum Lois Morgan, 9616 Lubec, Downey, Calif. Nancy Colbert, 9309 Dinsdale, Downey, Calif. Alice Goldberg, 10900 Cord Avenue, Downey, Calif. After some discussion, Councilman Temple made a motion that the Council give a contribution of $1,800 to the Downey Museum of Art. The motion died as no second was made. It was moved by Councilman Dunnum, seconded by Councilman Corbin, and passed by the following vote, that the Downey Museum of Art be given a contribution of $1,200, the same as last year, and that an agreement be executed covering same. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTION 6407 OF THE DOWNEY MUNICIPAL CODE, WHICH SAID SECTION RELATES TO PERMIT FEES. The ordinance was read by title only. T. Utley, 8348 Vista Del Rio, again stated his opposition to the width of the street in the assessed district and the opening onto Vista Del Rio. After some discussion on the cost of opening this assessment district onto Gallatin Road, Mr. John H. Donaldson, 8327 Gallatin Road, offered to give the sewer easement gratis to the City across his property. +38 The resolution was read by title only. Council unanimously approved. A summation of bids submitted on Dolan Ave. - AD #45 was presented. It was recommended that Nick J. Leko & Son be awarded the bid for work on Dolan Avenue, being the lowest bid at $31,644.00. RESOLUTION NO. 714 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AWARDING CONTRACT TO IMPROVE DOLAN AVENUE AND OTHER STREETS AND RIGHTS OF WAY WITHIN THE CITY OF DOWNEY, IN ACCORDANCE WITH RESOLUTION OF INTENTION NO. 684, AS MODIFIED. A letter was read from Chief Ivan A. Robinson dated November 14 as follows: "In reading the City Manager's report of November 14, 1960, to be presented to the City Council at their regular meeting, your item number 3 interested me greatly. The City of Glendale has conducted a Youth Employment program for several years, and its success is a matter of record. The hundreds of youth helped through the program have, in turn, been able to assist the economic conditions of their families and also made it possible to further their educational goals beyond the families' ability to finance. I am of the opinion that this program is of value in the pre- vention of delinquency and worthy of whatever assistance City Management and the City Council might be in a position to offer. The Police Department will be happy to offer any assitance to the Coordinating Council in carrying out their aims in assisting the youth of the City of Downey." Mr. James M. Allgood, President of the Coordinating Council and Chief Ivan A. Robinson spoke in behalf of the Youth Employment Program and the value of this program in reducing juvenile delinquency problems; also reported that the City of Glendale had sponsored this program with very effective results. The findings of the City Council were as follows: The Coordinating Council for a period of time has engaged in activities within the City of Downey for the benefit of the citizens of the city. A portion of the program carried on by the Council has been of assistance to, and an aid to, the police department of the city in relation to itsjuvenile program. The Chief of Police of the city and agents of the Coordinating Council have reported to the City Council of Downey that a major factor in the reduction of, and prevention of, juve- nile problems within the city is the providing of employment for the youth of the city during periods of time when school is not in session. The Police Department of the city does not have the time, facilities, or opportunity for assisting the youth of the city in finding employment. The Coordinating Council does have the facilities, opportunity, and time for assisting the youth of the city in finding suitable and timely employ- ment in cooperation with, and in aid of, the police department of the city. Such.functions of the Coordinating Council may have to be discontinued un- less additional financial support is obtainable. Edgar Hoover's book, "Masters of Deceit." Mayor Peavey congratulated Chief Robinson on his report of information gained from the FBI training course. City Manager Oren L. King read a letter under date of November 7, 1960 to Wilsey, Ham & Blair relative to their providing an engineering appraisal and a financial analysis of the Park Water Company assets within the City of Downey. It was moved by Councilman Temple, seconded by Councilman Corbin, that the letter from Wilsey, Ham & Blair be ratified, and authorizing the Mayor to sign an agreement to this effect. A parade will start the celebration at 3:00 p.m. and continue until possibly 4 :00 p.m. Further activities will take place in conjunction with the Chamber of Commerce at headquarters erected in the parking lot across the street from the City Hall. The City's Birthday Cake will be cut and served. The Traffic Committee gave a report on the all night parking situation of apartment houses. The Committee reports they are still canvassing apartment house owners and that an ordinance is being studied to prohibit all night parking in these areas.
