MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
HELD OCTOBER 25, 1960
The City Council of the City of Downey held a regular meeting
in the Council Chamber of the Downey City Hall at 8:00 a.m, October 25,
1960, Mayor Hollis M. Peavey presiding.
PRESENT: Councilmen: Temple, Dunnum, Corbin, Giddings, Peavey

Reverend John S. Ashcroft of the Trinity Baptist Church delivered
the invocation.
The Mayor announced that this is the time and place set for the
hearing on Intention on Stamps Avenue, A. D. #64.
The Mayor asked the City Clerk if she had the Affidavit of Publication,
Affidavit of Posting, and Affidavit of Mailing relative to the hearing. The City
Clerk replied that she had the affidavits.
It was moved by Councilman Temple, seconded by Councilman Corbin and
so ordered that the Affidavit of Publication, Affidavit of Posting, and Affi-
davit of Mailing on Intention on Stamps Avenue, A. D. #64, be received and
filed.
Mr. Barhite, City Engineer, presented the factual data of the report.
The Mayor asked if there were any written protests relative to Stamps
Avenue, A. D. #64. The Clerk read written protests by J. A. Lacey, 8360 Vista
Del Rio, and B. T. Utley, D.D.S., 8348 Vista Del Rio.
The Mayor then inquired if there were any oral protests.
Mr. Charles McCabe, 9228 Downey Avenue, and Mark Donaldson, 8327
Gallatin School House Road, spoke in favor of Stamps Avenue, A. D. #64.
It was moved by Councilman Giddings, seconded by Councilman Corbin,
and passed by the following vote that the Hearing on the Resolution of
Intention on Stamps Avenue, A. D. #64, be closed.
Councilman Giddings requested a resume of the previous hearings on
the Assessment Districts and after due discussion it was requested that title
reports and new appraisals on the three key lots be obtained. The Council
withheld any further action on this until the next regular Council Meeting.

so ordered that the Affidavits be received and filed.

and so ordered that the affidavit be received and filed.
The Clerk reported that there were no written protests.
The Mayor then called for any oral statements for or against the
Hearing on Proposed Changes in Work on AD #45, Dolan Avenue, and other
streets and rights of way.
It was moved by Councilman Temple, seconded by Councilman Dunnum,
and so ordered that the hearing be closed.

IN ASSESSMENT DISTRICT NO. 45 ( DOLAN AVENUE)
The resolution was read by title only. It was moved by Councilman
Temple, seconded by Councilman Dunnum, and so ordered, that further reading
be waived.
It was moved by Councilman Dunnum, seconded by Councilman Temple,
and passed by the following vote that Resolution No. 693 be adopted.

RESOLUTION NO. 69.6

STREETS AND RIGHTS OF WAY WITHIN THE CITY OF DOWNEY IN
ACCORDANCE WITH RESOLUTION OF INTENTION NO. 684, AS
MODIFIED. (A.D. #45)
The resolution was read by title only. It was moved by Councilman
Dunnum, seconded by Councilman Temple, and so ordered, that further reading
be waived.
It was moved by Councilman Dunnum, seconded by Councilman Giddings,
and passed by the following vote that Resolution No. 694 be adopted.

The City Clerk presented the following correspondence:
1) Announcement of League Meeting of California Cities, Thursday,
November 3, 1960.
2) Announcement of Meeting of Central Basin Water Association,
Thursday, November 3, 1960.
3) An invitation from the Downey and Warren Senior High PTA's to a
meeting November 1, 1960, 7130 P.M., featuring Dr. Byron H. Atkinson of UCLA as
speaker.
4) Letters of appreciation to the Employees Association for their
contributions to the City of Hope, the U.C. P. Parents Group and the UCLA
Arthritis Research Program.
5) A Unanimous Resolution as adopted by the Junior Chamber of Commerce
in support of Proposition U to bring Parks and Recreation under City jurisdiction.
It was moved by Councilman Dunnum, seconded by Councilman Giddings, and
passed by the following vote that the City Council of the City of Downey approve
and go on record as being in favor of Proposition I to bring water to Southern
California.

It was moved by Councilman Peavey, seconded by Councilman Giddings,
and passed by the following vote, that the City Council of the City of Downey
go on record as being in favor of Proposition U on the Park and Recreation
District Dissolution, and urge the newspapers and all citizens to exert efforts to
clarify the measure as presented on the ballot. It was brought out that there was
misunderstanding as to the intent.

ORDINANCE NO. 153
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTION 9102.1 OF THE DOWNEY MUNICIPAL CODE

Dunnum, seconded by Councilman Temple, and so ordered, that further reading
be waived.

and passed by the following vote that Ordinance No. 153 be adopted.

ASCERTAINING THE GENERAL PREVAILING RATE OF PER DIEM
WAGES TO BE PAID UPON PUBLIC WORK WITHIN THE CITY

ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. #2386 THRU
2729 - $77,875.46 Payroll).
The resolution was read by title only. It was moved by Council-
man Temple, seconded by Councilman Dunnum, and so ordered, that further
reading be waived.

DECLARING AND DESIGNATING CERTAIN PROPERTY IN SAID CITY
AS A HELIPORT

It was announced by the City Manager, Oren L. King, that offical
notification from the National Board of Fire Underwriters has been received
placing Downey in fire classification No. 4. This raises areas now rated
Class 5 (approximately 40 per cent of the City) up to Class 4 which will effect
a savings of conservatively $100,000 per year in fire insurance rates to the
citizens of our community.
The City Manager reported that a study is being made of improvement
of Brookshire North of Gardendale Street to bring Brookshire up to major
highway standads.

and passed by the following vote that a budget transfer be made of $7,000
from Account 1- 200 -699 to Account No. 13500 to provide funds for the Downey
Avenue Lighting District A050, for the City of Downey's contribution.

The Mayor complimented the City of Downey Staff on the accomplishments
of the Sister City Organization between the City of Downey and Guadalajara.brochure.

and passed by the following vote that approval be made of the By -Laws of
Independent Cities of Los Angeles by the City Council of Downey.

Councilman Temple requested that the Traffic Department prepare a report
on overnight parking in apartment areas on Gurley Avenue for presentation at the
next Council Meeting.
It was moved by Councilman Temple that a contribution be made to the
Downey Museum of Arts equal to the contribution made to the Downey Symphony.
Mayor Peavey asked that a report be made on the Downey Museum of Arts on the
appropriation of funds to this organization and presented at the next Council
meeting.
It was moved by Councilman Temple, seconded by Councilman Corbin, and
passed by the following vote that a letter written by Councilman Dunnum to
Congressman Doyle relative to Federal assistance in building bomb shelters and
more particularly the bomb shelter to be built under the new Downey post office.

Mayor Peavey reported that Downey City Employees were the winner of the
California State Safety Award and Chief Gain, representative of the Safety
Committee, and 0. C. Foster, President of Employees Assocaation were present
to receive this plaque.
