OF THE CITY OF DOWNEY
HELD SEPTEMBER 27th,1960
The City Council of the City of Downey held a regular meeting in the
Council Chambers of the Downey City Hall at 8:00 A.M., September 27th,1960,
Mayor Peavey presiding.

Mr. Jim Lacey of the Downey Y.M.C.A. delivered the invocation.
It was moved by Councilman Temple, seconded by Councilman Corbin and
passed by the following vote that the minutes of the Council Meeting held
on September 12th, 1960 be approved as written.

The City Clerk read the following correspondence:
A letter from the Downey Junior Woman's Club requesting Council support
for their program of tetanus toxoid injections to be administered in a similar
manner to that conducted for polio.
A letter from the League of California Cities announcing the meeting of
October 6, 1960 when the Resoltuion the redistribution of the Gas Tax Money
will be considered.
A letter written by Frank G. Bonelli to Mr. N.H.Templin Road Commissioner
requesting a review and possible allocation of funds to assist on the construction
and improvement of Imperial Highway and on the opening of Stewart -Gray Road from
Woodruff to Firestone.
A claim for damages filed against the City of Downey by Mary Ruth Sanford,
11322 Excelsior Drive, Norwalk,California for damages to car in an accident
involving a Police motorcycle on August 26,1960 at Firestone Blvd.
It was moved by Councilman Dunnum, seconded by Councilman Temple, and
passed by the following vote that this matter be referred to the City Manager,
City Attorney and the Insurance Company and that all OUW., be denied.

A letter from Walter R. Moore, 13032 Gneiss Ave. requesting the City assist
in the construction of street improvements in the area north and west of the
intersection of Gardendale and Downey Avenue. This matter was referred to the
City Manager.
Considerable correspondence regarding the Stonewood Subdivision No.20115
was reviewed by the City Manager. Bonds have been posted by the Stonewood for
the installation of screen planting and a spitnkler system for the strips lying
between walls and street property along Cecelia Street and Woodruff Avenue.
This has not been complied with -there has been much correspondence and many
delays in the fulfilling of these requirements. They are again asking that
any action be delayed as they are negotiating for the sale of this property.

After some discussion it was moved by Councilman Giddings, seconded by
Councilman Corbin and passed by the following vote that a formal letter by
written to Mr. Ross M. Wood,General Manager of the Stonewood Center requesting
that they comply with the bonds.

After a summation of bids on Assessment District #50, Downey Avenue Street
Lighting, it was recommended that the bid be awarded to the lowest and best
bidded, Electirc and Machinery Service, Inc. in the amount of $24,620.00, and
all other bids be rejected.
It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed by the following vote that the bid for the Downey Ave. Assessment Districts
#50 be awarded to the lowest and best bidder, Electric and Machinery Service, Inc.
in the amount of $24,620.00 and that all other bids be rejected.

PARAMOUNT BOULEVARD AND DOWNEY AVENUE.

RESOLUTION NO. 668.

Proposed Assessment District No.45 known as Dolan Sewers is a. consolidation
for Dolan Avenue, Casanes Avenue, Imperial Highway, Leeds Street, DePalma. Street
and Orizaba Avenue. The City Council receivdd and ordered filed letters from
the Health Officer of Los Angeles County establishing the necessity for these
sewers- as herewith spread upon the minutes:
The following letters were received from Roy 0. Gilbert, M. D.,
Health Officer, Los Angeles County Health Department:
July 31, 1958
SUBJECT: City Improvement Sanitary Sewer District No. 57 -9, South
Orizaba Avenue and LaReina Avenue, City of Downey
RECOMMENDATION: It is respectfully recommended that sanitary sewers be
installed in this district.
ANALYSIS: This Department has made an investigation of the South Orizaba
Avenue and La Reina Avenue Sanitary Sewer District, City Improve-
ment District No. 57 -9, City of Downey, as shown on the attached map. During
the course of this investigation 6 hour -to- hourse calls were made. Of this
number two occupants were not at home or did not answer the door. Of the
four property owners or tenants actually contacted, one or 25% reported having ex-
perienced trouble with their individual subsurface sewage disposal system.
They eomplained that the system filled up, causing raw sewage to back up into
the house plumbing fixtures or to overflow on to the surface of the ground,
also that it was necessary to pump the system every two months in order to
prevent it from overflowing.
The soil within the area of this proposed sanitary sewer district consists
mostly of a fine, silty sand. This type of soil is not conducive to the proper
functioning of any type of individual subsurface sewage disposal system for any
great period of time as it has poor leaching qualities.
In view of our survey, I, the undersigned Health Officer of the County of Los
Angeles, having been officially designated by the City Council of the City of
Downey to perform public health services for the City of Downey, do hereby
recommend that proceedings be instituted at once for the installation of sani-
tary sewers in South Orizaba Avenue and La Reina Avenue, City of Downey, as an
improvement necessary to the protection of public health and pursuant to the
provisions of Section 2808 of the Streets and Highways Code.
February 2, 1960
SUBJECT: De Palma Avenue Sanitary Sewer Assessment District No. 45,
City of Downey.
RECOMMENDATION: It is respectfully recommended that sanitary sewers be
installed in this district.
ANALYSIS: This Department has made an investigation of the De Palma
Avenue Sanitary Sewer Assessment District No. 45, City of
Downey, as shown on the attached map. During the course of this investigation,
5 house -to -house calls were made. Of the five property owners or tenants
actually contacted, 3 or 607. reported having experienced trouble with their
individual subsurface sewage disposal systems. They complained that the sys-
tems filled up causing raw sewage to back up into the house plumbing fixtures
or to overflow onto the surface of the ground. Also that frequent pumping
and cleaning out of the systems or the construction of new leaching systems
was necessary.
The soil within the area of this proposed sanitary sewer district consists
mostly of loam and fine silty sand. This type of soil is not too conducive
to the proper functioning of any type of individual subsurface sewage dis-
posal system as it has poor leaching qualities.
In view of our survey, I, the undersigned Health Officer of the County of
Los Angeles, having been officially designated by the City Council of the
City of Downey to perform public health services for the City of Downey, do
hereby recommend that proceedings be instituted at once for the construction
of sanitary sewers in the De Palma Avenue Sanitary Sewer Assessment District
No. 45, City of Downey. This recommendation is made as an improvement nec-
essary to the protection of public health and pursuant to the provisions of
Section 2808 of the Streets and Highways Code.
June 6, 1960
SUBJECT: Orizaba Street, Sewer Assessment District No. 45,
City of Downey.
RECOMMENDATION: It is respectfully recommended that sanitary sewers be
installed in this district.
ANALYSIS: This Department has made an investigation of the Orizaba Street,
Sewer Assessment District No. 45, City of Downey, as shown on
the attached map. During the course of this investigation, 6 house -to -house
calls were made and 6 property owners or tenants were actually contacted. Of
this number, 2 or 33 1/3% reported having experienced trouble with their in-
dividdal subsurface sewage disposal systems. They complained that the systems
filled up causing raw sewage to back up into the house plumbing fixtures or to
overflow onto the surface of the ground. Also that frequent pumping and clean-
ing out of the systems was necessary. The soil within the area of this pro-
posed sanitary sewer district consists mostly of a fine silty sand. This type
of soil is not conducive to any type of individual subsurface sewage disposal
system as it has poor leaching qualities.
In view of the facts revealed by our survey, I, the undersigned Health Officer
of the County of Los Angeles, having been officially designated by the City
Council of the City of Downey to perform public health services for the City
of Downey, do hereby recommend that proceedings be instituted at once for the
construction of sanitary sewers in the Orizaba Street, Sewer Assessment Dis-
trict No. 45, City of Downey, as an improvement necessary to the protection
of public health. This recommendation is made pursuant to the provisions of
Section 2808 of the Streets and Highways Code.
February 10, 1960
SUBJECT: Assessment District No. 49 Casanes Avenue, City of Downey.
RECOMMENDATION: It is respectfully recommended that sanitary sewers be
installed in this district.
ANALYSIS: This Department has made an investigation of the Casanes
Avenue Sanitary Sewer Assessment District No. 49, City of
Downey, =as shown on the attached map. During the course of this investigation,
15 house -to -house calls were made. Of this number, 6 occupants were not at
home or did not answer the door. Of the 9 property owners or tenants actually
contacted, 7 or 77.7% reported having experienced trouble with their individual
subsurface sewage disposal systems. They complained that the systems filled

up causing raw sewage to back up into the house plumbing fixtures or to over-
flow onto the surface of the ground. Also that frequent pumping and cleaning
out of the systems or the construction of new systems was necessary.
The soil within the area of this proposed sanitary sewer district consists

system, over any long period of time, as it has poor leaching qualities.

hereby recommend that proceedings be instituted at once for the construction
of sanitary sewers in Sewer Assessment District No. 49 Casanes Avenue, City
of Downey. This recommendation is made as an improvement necessary to the
protection of public health and pursuant to the provisions of Section 2808
of the Streets and Highways Code.
February 18, 1960
SUBJECT: Sanitary Sewer Assessment District No. 52, Dolan Avenue,
City of Downey.
RECOMMENDATION: It is respectfully recommended that sanitary sewers be
installed in this district.
ANALYSIS: This Department has made an investigation of the Dolan
Avenue Sanitary Sewer Assessment District No. 52, as shown
on the attached map. During the course of this investigation, 19 house -to-
house calls were made. Of this number, 9 occupants were not at home or did
not'answer the door. Of the 10 property owners or tenants actually contacted,
5 or 50% reported having experienced trouble with their individual subsurface
sewage disposal systems. They complained that the systems filled up causing
raw sewage to back up into the house plumbing fixtures or to overlow onto the
surface of the ground. Also that frequent pumping and cleaning out of the
systems and the construction of new seepage pits was necessary. One contact
reported that they had pumped their sewage disposal system at least 10 times
in the past two years.
The soil within the area of this proposed sanitary sewer district consists
mostly of a fine silty sand. This type of soil is not too conducive to the
proper functioning of any type of individual subsurface sewage disposal
system as it has poor leaching qualities. Also this fine sand sifts through
the spaces between the brick linings of the seepage pits and causes them to
either silt up or cave in and become inoperative.
In view of our survey, I, the undersigned Health Officer of the County of
Los Angeles, having been officially designated by the City Council of the
City of Downey to perform public Health service for the City of Downey, do
hereby recommend that proceedings be instituted at once for the construction
of sanitary sewers in the Dolan Avenue Sanitary Sewer Assessment District No.
52, City of Downey. This recommendation is made as an improvement necessary
to the protection of public health and pursuant to the provisions of Section
2808 of the Streets and Highways Code.
March 2, 1960
SUBJECT: Assessment District No. 48, Leeds Street, City of Downey.
RECOMMENDATION: It is respectfully recommended that sanitary sewers be
installed in this district.
ANALYSIS: This Department has made an investigation of Sanitary Sewer
Assessment District No. 48, Leeds Street, City of Downey,
as shown on the attached map. During the course of this investigation, 14
house -to -house calls were made. Of this number, 8 occupants were not at
home or did not answer the door. Of the 6 property owners or tenants actually
contacted, 2 or 33 1/3% reported having experienced trouble with their individ-
ual subsurface sewage disposal systems. They complained that the seepage pits fill-
ed up, causing raw sewage to back up into the house plumbing fixtures or to over-
flow onto the surface of the ground. Also that frequent pumping and cleaning
out of the seepage pits or the construction of new pits was necessary.
The soil within the area of this proposed sanitary sewer district consists
mostly of a fine silty sand. This type of soil is not too conducive to the
proper functioning of any type of individual subsurface sewage disposal system
as it has poor leaching qualities.
In view of our survey, I, the undersigned Health Officer of the County of Los
Angeles, having been officially designated by the City Council of the City of
Downey to perform public health services for the City of Downey, do hereby
recommend that proceedings be instituted at once for the construction of sani-
tary sewers in Assessment District No. 48, City of Downey. This recommenda-
tion is made as an improvement necessary to the protection of public health
and pursuant to the provisions of Section 2808 of the Streets and Highways
Code.
March 22, 1960
SUBJECT: Sanitary Sewer Assessment District No. 45A
RECOMMENDATION: It is respectfully recommended that sanitary sewers be
installed in this district.
ANALYSIS: This Department has made an investigation of Sanitary
Sewer Assessment District No. 45A, City of Downey, as shown
on the attached map. During the course of this investigation, 7 house -to -house
calls were made. Of this number, 2 occupants were not at home or did not
answer the door. Of the 5 property owners or tenants actually contacted, 4
or 807. reported that they had experienced trouble with their individual sub-
surface sewage disposal systems. They complained that the systems filled up
causing raw sewage to back up into the house plumbing fixtures or to overflow
onto the surface of the ground. Also that frequent pumping and cleaning out
of the systems or the construction of new seepage pits was necessary.
The soil within the area of this proposed sanitary sewer district consists
mostly of a fine silty sand. This type of soil is not too conducive to the
proper functioning of any type of individual subsurface sewage disposal sys-
tem as it has poor leaching qualities.

FINDING AND DETERMINING THAT THE CONSTRUCTION OF CERTAIN
SANITARY SEWERS IS NECESSARY AS A HEALTH MEASURE ON DOLAN
AVENUE AND OTHER STREETS AND RIGHTS OF WAY WITHIN THE CITY
OF DOWNEY. (Proposed Assessment District No.45)

CONSTRUCTION OF A SANITARY SEWER, THE ACQUISITION OF CERTAIN
RIGHTS OF WAY PERTAINING THERETO, AND DETERMINING THAT BONDS
SHALL BE ISSUED TO REPRESENT THE COST THEREFOR, DECLARING
THAT THE WORK TO BE DONE IS OF MORE THAN LOCAL OR ORDINARY

Mrs. Merlin Hartman of the Junior Womens Club reviewed the letter that
had been read earlier in the meeting regarding the program of tetanus toxoid
injections and requested the Councils support. The Council endorsed the program
and offered to support it to the fullest.
Dr. Joe Campbell, representing the Chamber of Commerce presented a proclama-
tion declaring October 17 -23 as National Bible Week in the United State and
that the council validate it.

Councilman Temple gave a report on the SisterCity program and requested
approval of associate members to be appointed to the committee as special
chairmen. The Council so approved.
Councilman Temple reported that he had met with Mr. Dougan after the
last council meeting and that all concerned with the Zoning matter had agreed
to withhold any further action until the Master Plan could be adopted.
Councilman Dunnum reported that some of the water rates had been increased
and questioned the status of the water studies. It was reported that progress
was being made and that the attorneys from the various Git *es were to meet.
Councilman Giddings reported that he had many complaints about the lights
and loud speakers from Yeakel Bros. at Lakewood and Gallatin Road. It was
explained that the lights had just been raised and that they were to be put
back to the regulation height tonight and that the telephone speaker system was
to be modified tomorrow.
Councilman Giddings stated that he felt that the City should follow this
type of thing more closely so that it would not invoke complaints from the citizens.
Councilman Peavey complimented the school board on the sidewalks at North
Junior High School and requested that Gallatin School Board be approached again
in regard to the sidewalks at Maude Price School.

Councilman Peavey reported that trucks were being parked on an unsurfaced
lot at Tweedy Lane and Telegraph Rd. and requested that some ordinance be drawn
to control such parking.
He a &so requested that the City Manager bring a recommendation to the Council
as to the cost of widening Telegraph Road on the north side from Paramount to
the City limits and the use of Gas Tax money for this purpose.
It was recommended that the routing of the Stewart & Gray opening be given
further study and recommendations but that work be continued as scheduled.
A further study of the parking situation in downtown Downey was presented
and it was moved by Councilman Giddings, seconded by Councilman Peavey and
passed by the following vote that an appraisal of the cost of the lots on 2nd
and 3rd Street be authorized.
