PRESENT: Councilmen: Temple, Dunnum, Corbin, Peavey ABSENT: Councilman: Giddings ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Glenn Kendall, Director of Finance, Assistant City Manager Richard Barhite, Director of Public Works Sherman Griselle, Director of Planning Robert W. Gain, Fire Chief Ivan A. Robinson, Chief of Police Ray Lake, Director of Building and Safety Lee Leavitt, City Engineer DellaDoyle,City Clerk Virginia Miller, Acting Deputy City Clerk Reverend Curtis Puryear, of the Immanuel Baptist Church of Downey de- livered the invocation. It was moved by Councilman Temple, seconded by Councilman Dunnum, and passed by the following vote that the minutes of the meeting of November 22nd, 1960 be approved as written. AYES: 4 Councilmen: Temple, Dunnum, Corbin, Peavey NOES: 0 ABSENT: 1 Councilman: Gio4ings. The City Clerk read the following correspondence: Seasons Greetings from the Cities of Gardenia and Huntington Park Letters from the newly elected President of the League of California Cities, Charles Perry Walker acknowledging letters of congratulations from Mayor Peavey and Mr. King. A letter from Stanley J. Fisher requesting an ordinance prohibitng the blowing of train whistles within the City of Downey. Letter received and filed. A letter from Burton W. Chace of the Board of Supervisors, acknowledging receipt of Resolution #716 regarding equitable distribution of Gas Tax Money. A letter written by Mr. King to Mr. Ross Wood, General Manager of the Stonewood Center, stating that he hoped that the improvements to the parkways adjacent to the Center were progressing as it has been requested that official action be taken under the bonds and advising that this has been done. A letter written by Anthony'.& Langford, architects for the Library Building, to the General Tire & Rubber Co. suppliers of the vinyl tile used in the flooring requesting that some satisfactory solution to the problems arising from the floors be resolved as soon as possible. A letter written to Honorable Clyde Doyle by the Post Office Department stating that the policy of including a fallout shelter in the plans for the new Downey Post Office has not yet been arrived at but that it is being considered. An announcement of the proposal of Annexation #6 to the City of Montebello has been filed. A claim of Myrtle Wood against the Downey County Water District and the City of Downey was presented. It was moved by Councilman Dunnum, seconded by Councilman Corbin and so ordered that this claim be denied and that it be referred to the Insurance Company. ORDINANCE NO AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY AMENDING SECTIONS 6506, 6507, AND 6508 AND ADDING THERETO SECTIONS 6505.2, 6505.3, 6506.1, AND 6507.1 THROUGH 6507.6 AND REPEALING SECTIONS 6509 AND 6509.1 ALL OF SAID SECTIONS RELATE TO DANCE HALLS AND CAFE ENTERTAINMENT. It was moved by Councilman Temple, seconded by Councilman Corbin and so ordered that this matter be tabled until further study could be given it. ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING CHAPTER 2 TO ARTICLE V OF SAID CODE, SAID CHAPTER TO CONSIST OF SECTIONS 5200 THROUGH 5210 AND ALL OF WHICH SECTIONS RELATE TO THE ABATEMENT OF UNHEALTHFUL OR DANGEROUS CONDITIONS CREATED BY WEEDS, RUBBISH, AND OTHER MATERIAL, AND PROVIDING FOR LIENS FOR THE COST OF REMOVAL. RESOLUTION NO. 718 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUIRING STOPS AT THE INTERSECTION OF DONOVAN STREET AND LAKEWOOD BOULEVARD SERVICE ROAD. It was moved by Councilman Dunnum, seconded by Councilman Temple, and so ordered that further reading be waived. AYES: 4 Councilmen: Temple, Dunnum, Corbin, Peavey NOES: 0 ABSENT: 1 Councilman: Giddings The City Manager reported that funds were carried forward from the 1959 -60 budget for the construction of traffic signals at Downey Ave. and 2nd St, and Downey Ave. and 3rd St., totaling $18,000. Since these two signals will not be constructed this fiscal year, it is requested that the Council authorize the following budget transfers: a. $13,000 from Acct. 1800 to 18300 for the construction of traffic signal at Florence and Wiley Burke. b. $4,700 from Acct. 1800 to Accy. 9- 2000 -669, Unappropriated Capital Improvement Fund. This agreement calls for an additional $200 per year with a maximum of $1600 to be paid to the audit firm. During the interim a field trip by the Council to inspect the pedestrian underpass at the intersection of Brookshire and Firestone would be made. A report was given by Robert W. Gain, Chief Engineer of the Downey Fire Department on improvements to the Downey Fire Department which would enable Downey to be placed in a Class 3 rating. A review of the recent fire protection survey of Downey which was conducted by the National Board of Fire Underwriters indicates that it is economically feasible to make certain improvemnts in the fire department which would reduce the City's insurance Class to 3. If this were achieved, an annual insurance saving to our citizens of not less than $150,000 would be realized. Naturally, an insurance rate of Class 3 would also be an attraction for new business and industry desiring to locate in our City because of the substantial premium savings they may expect in addition to substantial fire protection. The Citizens Fire Subcommittee considered the improvements, outlined below at their meeting held November 30, 1960 and have recommended to the City Council that the necessary action be taken to achieve this goal as quickly as possible. It is the belief of Chief Gain that we can achieve a Class 3 rating by July 1, 1962 and presented the following program that is necessary to accomplish this. 1. The addition of a Ladder Company. A necessity to well - rounded fire fighting operations, this unit has been long advocated by this department. The National Board Engineers emphasized the lack of such equipment as being a major weakness in the fire department grading. This unit represents a capital investment of approximately $50,000 and will take nearly a year to deliver. Therefore, Chief Gain recommended that the Council by minute action immediately authorize the acquisition of this unit so that the order may be placed as soon as possible, with the money to be provided in the 1961 -62 budget. 2. Training and Testing Facility: Recommend that Council be asked to authorize $20,000 from the current unappropriated reserve so that the training facility may be constructed on the rear of the Bell- flower Boulevard property as proposed. The development of this area will assist greatly in improving departmental efficiency and is a necessary mq;jor improvement to achieve Class 3. 3. Replacement.6f Engine 11: This unit is the used apparatus purchased from Lockheed Aircraft in 1957 and it is presently 15 years old. Authorization is requested to place this unit in a reserve capacity during 1961 -62 and replace it with a new engine. No appropriation will be necessary other than authority to draw specifications and purchase as funds are available in the fire department depreciation account. 4. Provision of a Minor Repair Shop: As the department handles nearly all its own mechanical work a small work area is imperative and is one of the recommendations of the survey report. It is felt a small shop area could be provided for not in excess of $7,500. The installa- tion of the Fire Alarm System in the HQ building has aggravated our maintenance problem as our former work area has been altered to receive fire alarm equipment. Johnson, Jr the Council requesting the proposed opening of Stamps Avenue on Gallatin Road. This petition had been signed by 15 of the 21 property owners on Stamps Avenue. A letter of protest to this was presented to the Council bys Mr. and Mrs. Earl Harmon on Parcel 12 in the Stamps Avenue District. I4ailt of 9221 Stoakes Avenue gave an oral protest regarding the colts assessed on the Stamps Avenue District.
