OF THE CITY OF DOWNEY
HELD AUGUST 23RD, 1960
The City Council of the City of Downey held a regular meeting in
the Council Chamber of the Downey City Hall at 8:00 A.M., August 23rd,
1960, Mayor Pro - Tempore Carroll M. Dunnum presiding.

It was moved by Councilman Temple, seconded by Councilman Corbin and
so ordered that the minutes of the meeting of August 8th, 1960, be approved
as written.
The Deputy City Clerk read an announcement of a meeting of the Board
of Directors of the Los Angeles County Division of the League of California
Cities at the Rodger Young Auditorium on Thursday, September 1st, at 7:15
o'clock P.M.
The City Manager read three letters regarding the proposed improvement
of Stewart & Gray Road in the City of Downey.
One from the U. S. Department of Commerce, Bureau of Public Roads, in
^ Sacramento, California, advising that they regret that they are unable to
offer encouragement in the matter of Federal assistance for the improvement of
Stewart and Gray Road.
Mayor Pro Tempore Dunnum suggested contacting Congressman Doyle to see if
he can investigate the matter further and see if assistance from the Federal
Government can be obtained.
A letter from the Division of Highways in reference to a letter from the
City Manager requesting the Division to consider participating in financing
the proposed extension of Stewart and Gray Road from Woodruff Avenue to Firestone
Boulevard, which indicated that this project is not included in the legislative
description of any State highway route and, consequently, the only State highway
funds available are those apportioned the City by authority of Section 2107 of
the Streets and Highways Code for use on major street improvements. The letter
added that a review of the City's gas tax funds for major street improvements
shows an unprogrammed balance of approximately $100,000.00 in addition to the
$521,000.00 which has been programmed for street projects and a review of the
funds now programmed for major street projects may disclose possible revisions
which, together with future allocations, would make available sufficient
financing to complete this project by stage construction. It was regretted the
Division of State Highways could not furnish other financial assistance and
felt that the City's proposal has considerable merit and is their feeling that
every effort should be made to bring about its early completion. It was sug-
gested that Assemblyman Harley Porter be contacted as well as the Southern
Pacific Railroad Company.
A letter from Supervisor Frank G. Bonelli indicating letters directed to
the County Board of Supervisors regarding the proposed improvement of Stewart
and Gray Road have been referred to the Road Department for investigation and
that the City would be contacted immediately upon additional information from
that department.
The City Manager stated a later report will be submitted after the
contacts have been made.
The Deputy City Clerk read the following correspondence:
A letter from the City of Bellflower submitting a resolution declaring
its intentions in regard to the possible dissolution of the Downey Park and
Recreation District. The letter was ordered filed and received.
A letter from Frank G. Bonelli, Chairman of the County Board of Super-
visors, thanking the City Council for the resolution presented by the City
of Downey at the testimonial dinner given in his honor.
A letter from the City of Maywood submitting a copy of a resolution
adopted by them designating the week August 29 through September 3, as
registration week. It was moved by Councilman Temple, seconded by Councilman
Corbin and so ordered that a similar resolution be adopted by the City of
Downey as well as a proclamation by the Mayor designating this week as
registration week.
Letters from the County Boundary Commission advising of proposed San
Antonio Annexation No. 4 to the City of Bell and Proposed Increment 172, of
territory northerly of the intersection of Poppy Street and Coke Avenue in
Long Beach.
A notice signed by five property owners on Imperial Highway and Dunrobin
Avenue dedicating to the City of Downey all their interest in the Santa
Gertrudes Water System, also all pipes, pumps and fixtures. The matter was
referred to the Director of Public Works, the City Manager and the City
Attorney for a report to the City Council.
Mayor Pro Tempore introduced Mr. Sherman Griselle, new Planning Director,
and welcomed him to his first Council Meeting in his official capacity.
^ A letter from Dan Abajian, Chairman of the Downey Elks Lodge No. 2020,
requesting dispensation of a License Fee for a Carnival to be held on the
grounds of the Downey Elks Lodge, September 9, 10, 11, 1960. It was stated
in the letter that the participating organizations are all non - profit and
charitable organizations and the proceeds of the carnival will go to authorized
charities. All equipment used in this project will be rented and operated and
maintained by listed organizations.
Mayor Pro - Tempore Dunnum reviewed the City Council's policy and request for
an ordinance correcting the situation as it now exists whereby P.T.A.'s and
charitable organizations are required to pay permit fees for operating carnivals
on the following basis: 1. If the organization is a charitable organization;
2. If it is a non - profit organization; 3. If it is a local organization;
Council desires that it be handled at the administrative level in a cooperative
manner until proper ordinance can be drafted.
Councilman Giddings arrived at the Council Meeting at 8:20 A.M.
The letter from the Downey Elks Lodge was referred to the Chief of Police,
and to the City Manager for administrative action.
Mr. King reported that the Chief of Police and the City Attorney had
drafted an ordinance but that it was not clear enough and it was felt that the
ordinance could be clarified with appealing of certain sections and some re-
wording.
A letter of appeal from Mr. Wendell M. Wiser which was accompanied by a
$50.00 deposit, was read appealing Zone Change Case No. 53.
The City Attorney advised that the City Council may entertain this matter
and, if so, it should refer it to the Planning Director who should be given
the opportunity to fully study the matter and make his recommendation as to what
should be done.
It was moved by Councilman Temple, seconded by Councilman Corbin
and passed by the following vote to refer Zone Change Case No. 53 to
the new Planning Director, Mr. Sherman Griselle, for further study and
report and recommendation to the Council at the first convenient date.

PROPOSING TO CHANGE THE WORK IN ASSESSMENT DISTRICT NO.

Mr. King submitted a report on the Downey Development Study meeting
held on August 10, 1960, relative to the future possibilities of the
Civic Center and Central core areas of the City of Downey. Mr. Ted Adsit
of Welton - Becket had been called upon to make a survey of the Los Angeles
Court Divisions, current recommendations relative to locating the Superior
Courts in the City of Downey; information relative to location of a new
post office for the City of Downey. In general Mr. Adsit's analysis of
the central area of the City of Downey was that it could be directed toward
a government and legal center with the cooperation of the County and City
working toward a planned civic center program at a cost ranging between
$5,000.00 and $10,000. The City Manager further reported that a continued
consideration for the need of a planned program of the central core area
of the City of Downey has resulted in the recommendation that this study
be authorized by the City Council at a cost not to exceed $10,000.00, to be
transferred from the unrestricted capital improvement Account No. 1- 2000 -699
and that the firm of Welton - Becket be employed to prepare this "Development
Plan" with the following provisions:
1. Adequate traffic and circulation studies, proposals and recom-
mendations.
2. Adequate off - street parking studies and recommendations.
3. Economic projections for future commercial development.
4. Civic Center, cultural and governmental projections.
5. Close liaison with the Director of Planning, City Traffic Engineer,
and the City Manager.
It is specifically stipulated that the City is not obligating itself
to Welton - Becket for any future commitments or anything outside of this
contract.
Councilman Dunnum asked for an expression from the Council on this
matter.
Councilman Corbin stated he is in favor of whatever will help the City
of Downey and disqualified himself from voting on the matter due to his
various interests in certain properties within the City.
Councilman Temple expressed his opinion that the recommendation
seemed good, particularly if the new Planning Director approves.
Mr. Griselle stated that the plan Mr. King presented is a complete
outline of what should be entailed in developing a central area. The
report is appropriate and very timely and is something the City of Downey
may use.

sign a contract with Welton- Becket stipulating the above provisions and
not to exceed $10,000.00, and to transfer funds as follows:

The Mayor Pro - Tempore announced that the public hearing on the
change of work in A.D. #10 (Klondyke Avenue and other streets) would
now be held.
The Mayor Pro -Tem asked the Deputy City Clerk if she had the
affidavit of publication of the Resolution Ordering the Change of Work
in A.D. #10 (Klondyke). The Deputy City Clerk replied that she did.
The Mayor Pro -Tem asked if there were any written protests. There
were none.

none.

RESOLUTION NO. 661
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
PROHIBITING PARKING ON THE SOUTH SIDE OF IMPERIAL HIGH-
WAY BETWEEN ARDIS AVENUE AND A POINT 475 FEET EAST
THEREOF
The resolution was read by title only. It was reported by the
City Manager that the Traffic Engineering Division was in receipt of a
request from Autonetics, Inc. to prohibit parking on the south side of
Imperial Highway from Ardis Avenue east to the driveway exit from their
east parking lot. This entire curb fronts Autonetics, Inc. Egress from
the parking lot is blinded by the parking of vehicles between the drive-
way and Ardis Avenue.

RESOLUTION NO. 662
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
PROHIBITING PARKING ON THE SOUTH SIDE OF GALLATIN ROAD
BETWEEN ARRINGTON AVENUE AND A POINT 175 FEET WEST
THEREOF
The resolution was read by title only. It was reported by the City
Manager that complaints regarding all day parking on the south side of
Gallatin Road adjacent to 9503 Arrington had been received. Upon investi-
gation it was found that both Downey Ford, Inc. and Yeakel Brothers have
adequate off - street space'to accommodate both their employees and
customers. The request was submitted to the Traffic Committee which rec-
ommended the prohibition submitted in Resolution No. 662.

FOSTER ROAD AND ON BOTH SIDES OF RATLIFFE STREET FROM
ARDIS AVENUE TO FIDLER AVENUE
The resolution was read by title only. The City Manager reported
that complaints had been received from residents living on Ardis and
Ratliffe Street, requesting rush hour parking prohibitions between the
hours of 7:00 A.M. to 9:00 A.M., and 4 :00 P.M. to 5:00 P.M. on Ardis
Avenue and Ratliffe Street.
It was pointed out by Mr. King that it is not felt at this time
that it will be necessary to post the entire area covered by the reso-
lution, but only those portions of streets that are most critical. We
will post the additional areas covered in the resolution be approved.

RESOLUTION NO. 664
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE PLANS AND SPECIFICATIONS FOR THE DUNNING
STREET STORM DRAIN (BOND ISSUE PROJECT 575)
The resolution was read by title only. The City Manager reported that
the Los Angeles County Flood Control District has submitted to the City,
plans and specifications for the construction of the subject storm drain
lying both in the City of Santa Fe Springs and the City of Downey. The
portion within the City of Downey is in the vicinity of the San Gabriel
River and the Santa Ana Freeway and passes through a flood control ease-
ment lying entirely on unimproved property. The total estimated construction
cost is $499,000.00 with that portion within the City of Downey estimated to

cost $35,000.00. Council was - requested to approve- the -plans and specifica-
tions and authorize the Flood Control District to proceed with the con-
struction, together with operation and maintenance of said drain upon its
completion.

Mayor Pro - Tempore Dunnum requested Mr. Reno Sirrine to come forward
to present a report on the Parks and Recreation situation that exists.
Mr. S$xine gave a basic outline for putting on the November ballot a
measure for dissolution of the Downey Recreation and Park District No. 7.
Their Board has been working with their attorney and the City Attorney on
the matter. The titles shall be transferred by the County and the Park
District to the City of Downey with Caughran Park within the City of
Bellflower going to that City. The City is to appoint the Park District's
present and elected Park Directors as the Park Commission to represent the
City of Downey. The duties shall be both administrative and advisory sub-
ject to the control of the City Council. Mr. Sirrine feels one item should
be carefully gone into and that is that the Park Commission be authorized
to carry out the present assessed Park District funds until June 30, 1961,
which should simplify matters and is as it should be,' in his opinion.
Somewhere in the ordinance creating the Commission, Mr. Sirrine feels
should be included the provision that no additional services be added to
the Park District without adding adequate funds, such as parkways and road-
side trees. Mr. Sirrine, in closing, thanked the Council for the extra
hours which they had spent on the matter and hoped that it will be a very
happy marriage if the people approve it on the November ballot.
Mayor Pro - Tempore Dunnum stated it had been a pleasure working with the
Park Board and their attorney relative to the problem and that he is confi-
dent that the two bodies, operating as one through the guidance of the Park
Commission, will be able to do with the adequate facilities even a better
job than they have been doing in the past.
The attorney for the Park & Recreation District reported that this
ordinance proposed is merely a declaration of the intent of the City Council
as to the manner in which this proceeding should be acb pted.

Councilman Giddings was excused from the meeting at 9:35 A.M.
Mr. King reported that construction on Florence Avenue between
Paramount Boulevard and Downey Avenue (Contract No. 35) has been com-
pleted. The final cost amounts to $421692.22. The contracted amount
was $40,999.61, making a difference of $1,692.61. Additional costs
resulted from the necessity of having to remove additional asphalt
and base from the center section of this improvement because of un-
satisfactory goods and materials encountered through the course of
construction. It was recommended that the City Council consider the
following action:
1. Acceptance of the work performed.
2. Authority to file Notice of Completion.

and so ordered to accept work on Contract # 35 (Florence Avenue improve-
ments) and file a notice of completion.

The City Manager reported that the work on Woodruff Avenue (Contract
No. 39) between Imperial Highway and Washburn Crossing Road and between
Woodruff and San Gabriel River has now been completed. Final cost resulting
from this construction amounts to $74,292.73. The original contract
amount was $68,797.70, making a difference of $5,495.03. These additional
costs were due to additional paving construction required to meet curb and
gutter which was constructed at the instigation of certain owners along
Woodruff Avenue after the project had been started; and additional materials
required on Imperial Highway to conform with heavier section recommended
by the State Division of Highways. It was recommended Council accept work
and authorize filing a notice of completion.

pletion be filed for Contract No. 39 (Woodruff Avenue improvements).

The City Manager reported plans and specifications for the improvements
on Stewart and Gray Road between Bellflower Boulevard and Woodruff Avenue and
on the east side of Bellflower Boulevard between Hall Road and Stewart and
Gray Road have been completed and transmitted to the State Division of Highways
for their consideration and approval. The estimated cost of this construction
is $64,000.00.
It is recommended that (subject to the approval of the plans and
specifications by the State) that the City Council consider the following
actions:
1. Appruval of plans and specifications.
2. Authorize advertising for bids.

this nature in the amount (estimated) of $34,889.00. It was recommended that
Council approve the plans and specifications and call for bids. Prints
showing the various areas involved in the northern section of the City were
distributed to Council.

appropriation of $1,000.00 to cover incidental expenses until such time that
the contract is awarded.

The Mayor Pro - Tempore ordered the Traffic Committee Report accepted and
filed.
In response to the letter from Messrs. Husband, Mitchell and Worthen
requesting annexation of their property in the 8300 block on Golden Avenue in
the City of Paramount, the following report was submitted by the City Manager.
A meeting was held with Messrs. Husband and Mitchell on Thursday,
August 18 to study their request for annexation to the City of Downey. Their
problem is that of a uniform street alighment on Golden Avenue. After a
thorough study of this with city engineers, it was agreed that the City of
Downey could shift its proposed southern curb five (5) feet to the south to
join with the curb line proposed by the City of Paramount. This would
effect only a slight angle and was agreeable to the citizens of this area.
Inasmuch as the request for annexation was based upon the uniformity
of the street, it is believed that this will solve their problem. It is
not believed that the annexation of the three homes which would form a
narrow strip protruding into the City of Paramount would be beneficial to
the City of Downey or to the City of Paramount. It was therefore recom-
mended that the Council reject the application for annexation and approve
the moving of the curb line five feet to the south as outlined.

so ordered that the City Engineers be authorized to correct the alignment
to match the alighment of the City of Paramount, shifting the proposed
southern curb five feet to the south to join with the curb line proposed by
the City of Paramount.
It was recommended by the City Manager that $2500.00 be authorized from
the capital improvement fund to Account No. 1- 4130 -681 to install concrete
between the sidewalks and the curbs around the City Hall. It is felt that this
expenditure is justifiable to provide easier accessibility to the Civic Center
area and costs will be repaid over a period of time through the man hours
saved from grass cutting and trimming along these narrow parkways. The wider
sidewalk also would be a continuance of the business sidewalk westerly of
Dolan Avenue.

passed by the following vote to authorize appropriation of $2500.00 from
the capital improvement fund to Account No. 1- 4130 -681 to install concrete
between the sidewalks and the curbs around the City Hall, and authorize call-
ing for at least three bids.

Councilman Dunnum requested that the front of the City Hall grounds be
landscaped with a new lawn being planted. He instructed the City Manager to
check with the City Forester to do something about the deplorable condition
of the grass.
Mr. King stated that a request had been received for solution to a
drainage problem on Quondo Street to Quill Drive.
The City Manager stated there will be a report soon on the study's being
made with regard to the City's setting up it §...own maintenance department for
lighting and automatic traffic signal maintenance, as well as having a review
of the 50 -year lease for the Fire Station at Quill Drive and Old River School
Road.
The City Manager requested four days' vacation beginning September 6.
It was moved by Councilman Corbin, seconded by Councilman Temple and
so ordered that Council grant the request of the City Manager for 4 days'
vacation beginning September 6, 1960.
Councilman Dunnum reviewed a safety problem regarding students walking
from high school to the administration building and referred to a picture
appearing in the August 18 issue of the Southeast News showing students
walking actually in the street just immediately south of Firestone Boulevard
on the way to the Administration Building on Brookshire Avenue. Councilman
Dunnum stated that he feels this should be given the highest priority in the
suggested workload.

The Department of Public Works was instructed to obtain estimates
and report their findings at the next meeting of the City Council.
Councilman Dunnum reported that he had been contacted twice by a
Mr. A. Hudson regarding the sewers needed on Casanes Street. The City
Engineer stated that the plans had been submitted to the City Attorney
for A.D. #45 and could be proceeded on possibly at the next Council
Meeting.
The City Manager was instructed to contact Mr. Hudson and the
Director of Public Works to iron out this problem.
Councilman Dunnum read a post card received from Mayor Peavey vaca-
tioning in Canada and points north.
Councilman Dunnum then made inquiry regarding the Lucci matter. The
City Attorney stated that the answer has been filed in the matter and a
request for pre -trial had been received. The Lucci's have contested the
litigation on hand relative to the forfeiture of the bonds and the answer
is to be from both the Bonding Company and the Lucci's. They are alleging
invalidity of the contract - -their defense is that there are certain defects
in the formal steps taken in signing the contract. The City Attorney stated
that he disagrees.
