A lengthy letter from City Attorney Royal M. Sorensen regarding
Downey Contract No. 19, Woodruff and Eglise Avenues, relative to liquidated

The City Manager reported that approximately 69% of the property
owners on Rivergrove Drive, extending northerly of Glencliff Drive
along the west side of "the island" have signed an informal petition for
the improvement of this street. The estimated cost of an assessment
district for this improvement is $38,000.00. The engineering cost,
therefore, to take this project to a public hearing is estimated at
$4500.00. In view of this rather large expenditure, and the fact that
the people signed only an informal petition, it is suggested that the
City Council authorize the following:
a. The expenditure of $1200.00 to complete the preliminary
engineering required to tentatively establish grades and
determine solutions to drainage problems and arrive at
a more precise estimate of costs to the district.
b. City forces to enter upon the private street to perform
such field surveying as is necessary to determine the
information outlined above.
It was moved by Councilman Temple, seconded by Councilman Corbin
and passed by the following vote that authority be granted for the expenditure
of $1200.00 to complete preliminary engineering required to tentatively
establish grades and determine solutions to drainage problems and arrive
at a more precise estimate of costs to the district for improvement of
Rivergrove Drive, A.D. #58.

relative to the acquisition of rights of way from Aerojet and Holm -
