HomeMy WebLinkAboutMinutes-04-19-60-Regular Meeting8?_2 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD ON APRIL 19TH, 1960 The City Council of the City of Downey held an adjourned meeting9 in the Council Chambers of the Downey City Hall at 8:00 A.M., p , 1960, Mayor Hollis M. Peavey presiding. PRESENT: Councilmen: Temple, Dunnum, Stamps, Peavey ABSENT: Councilman: Giddings ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Glenn Kendall, Assistant City Manager Dan McNutt, City Planner Ivan A. Robinson, Chief of Police Della Doyle; City Clerk Alberta Pfeiffer, Deputy City Clerk With Mayor Hollis M. Peavey acting as inspector, Councilman James L. Stamps, as judge, and Councilmen Carroll M. Dunnum and Scott E. Temple, as clerks, the absentee ballots of the April 12th election were canvassed and counted. The ballots that had been voted at the polls on the date of the General Municipal Election were also canvassed at this time. Councilman Giddings took his place in the Council Chamber at 8:15 A.M. Councilman Dunnum was excused from the Council Chamber at 9:15 A.M. Councilman Giddings took Councilman Dunnum's place acting as clerk in the canvassing of the election ballots. RESOLUTION NO. 590 ^. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECLARING, BY PRECINCTS IN THE WHOLE OF SAID CITY, THE RESULT OF THE GENERAL MUNICIPAL ELECTION HELD THEREIN ON TUESDAY, APRIL 12, 1960, AND DECLARING THE RESULT OF THE CANVASS OF THE VOTES CAST AT SAID ELECTION The resolution was read by title only. It was moved by Councilman Temple, seconded by Councilman Giddings and so ordered that further reading be waived. It was moved by Councilman Temple, seconded by Councilman Giddings and passed by the following vote that Resolution No. 590 be adopted. AYES: 4 Councilmen: Temple, Stamps, Giddings, Peavey NOES: 0 Councilmen: None ABSENT: 1 Councilman: Dunnum The City Clerk administered the oath of office to incumbent Hollis M. Peavey and to Ben'D Corbin, newly elected member of the City Council from the Fifth District, and then entertained a motion for nominations of the office of Mayor. It was moved by Councilman Temple, seconded by Councilman Corbin and passed by the following vote that Councilman Hollis M. Peavey be nominated as Mayor. AYES: 3 Councilmen: Temple, Corbin, Giddings NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Dunnum ABSTAIN: 1 Councilman: Peavey 8 Mayor Hollis M. Peavey assumed office. Mayor Peavey presented to retiring Councilman James L. Stamps a scrap book of the activities of his service and a plaque naming him Councilman Emeritus in appreciation of the many hours which he had devoted to the job as the first Mayor and as Councilman for the past 32 years that the first Council has been in office. Councilman Stamps thanked the City Council and stated it had -- been a pleasure working for the City. Councilman Temple was excused from the meeting at 10:05 A.M. A special proclamation commending Councilman Stamps on his faith- ful service to the City of Downey during his terms of office was read in full and presented to Councilman Stamps by City Manager Oren L. King, who then introduced Mrs. Stamps. Councilman Dunnum returned to the Council Chambers at 10:10 A.M. The City Clerk administered the oath of office to Councilman Dunnum, incumbent reelected from District #1. Congratulations were extended to the newly elected Councilmen. It was moved by Councilman Giddings, seconded by Councilman Dunnum and passed by the following vote that Councilman Dunnum be nominated Mayor Pro- Tempore. AYES: Councilmen: Corbin, Giddings, Peavey NOES: Councilmen: None ABSENT: Councilman: Temple ABSTAIN: Councilman: Dunnum The City Clerk read the following correspondence: A letter from Councilman Ben Corbin tendering his resignation from the Planning Commission. It was moved by Councilman Dunnum, seconded by Councilman Giddings and passed by the following vote to accept the resignation of Ben Corbin from the Planning Commission. AYES: Councilmen: NOES: Councilmen: ABSENT: Councilmen: ABSTAIN: Councilmen: Dunnum, Giddings, Peavey None Temple Corbin A letter from Bob Plane addressed to Mr. Peavey congratulating him and tendering his resignation as a member of the Civic Center Committee. A telegram from the Drum Majorettes of America to Mayor Peavey announc- ing Patti Jo Allen of Downey as winner of the title "Majorette Princess of the West." A letter from the Building Contractors Association of California, Inc. directed to Mr. Dan McNutt, Director of Planning, as follows: "At a joint meeting of the Zoning Committees of the Downey Board of Realtors and the Southeast Chapter of the Building Contractors Association the following resolution was passed: 'Be it resolved that it would be in the best interests of the City of Downey to adopt the L.A. County Zoning Ordinance with minor changes, so thatit will more adequately suit the needs of Downey, based on the fact that the majority of our City has already been built under the L.A. County Ordinance.' "This resolution was taken to the Boards of Directors of the Downey Board of Realtors and the Southeast Chapter of the Building Contractors Association where again it was unani- mously approved. "After many hours of consideration and thought it was felt by both Organizations that this would be the best course of action for the City of Downey and its populace. Carpenter, Chairman Zoning Committee Downey Board of Realtors The Mayor directed the letter be received and filed. The City Manager read a ldter from Mr. McNutt dated April 19, 1960 tendering his resignation as Planning Director, effective Tuesday, May 3, 1960. It was moved by Councilman Giddings, seconded by Councilman Dunnum and passed by the following vote to regretfully accept the resignation of the Planning Director for the reasons stated in his a ter of resig- nation. AYES: 4 Councilmen: Corbin, Dunnum, Giddings, Peavey NOES: 0 Councilmen: None ABSENT: 1 Councilman: Temple The City Manager read a letter from the Federal Bureau of Investiga- tion stating Chief Ivan A. Robinson of the Downey Police Department has been selected to attend the F.B.I. School in Washington, D. C. for a six - week course ending approximately November 2, 1960. After the completion of the course, Chief Robinson would become an F.B.I. graduate. It was recommended Chief Robinson be allowed to be out of the City to attend this school as it is quite an honor and his name had been on their eligible list since September 1958, also an honor as it is a very select list. It was moved by Councilman Giddings, seconded by Councilman Dunnum and passed by the following vote to appove attendance of Chief Ivan A. Robinson to the F.B.I. School in Washington, D.C. with expenses allowed. AYES: 4 Councilmen: Corbin,Dunnum, NOES: 0 Councilmen: None ABSENT: 1 Councilmen: Temple Mr. King commended the City Clerk on handling the General Municipal Election, and employees who had assisted. Giddings, Peavey the wonderful job done in and also the other departments It was moved by Councilman Giddings, seconded by Councilman Dunnum and passed by the following vote that William G. Greene be nominated to serve as a member of the Planning Commission from the Fourth Councilmanic District to replace Ben Corbin. AYES: 4 Councilmen: Corbin, Dunnum, Giddings, Peavey NOES: 0 Councilmen: None ABSENT: 1 Councilman: Temple 8 y'S RESOLUTION NO. 591 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE APPOINTMENT BY THE MAYOR OF A MEMBER TO THE PLANNING COMMISSION The resolution was read by title only. It was moved by Councilman Giddings, seconded by Councilman Corbin and so ordered that further reading be waived. It was moved Dunnum and passed be adopted. AYES: 4 NOES: 0 ABSENT: 1 by Councilman Giddings, seconded by Councilman by the following vote that Resolution No. 591 Councilmen: Corbin, Dunnum, Giddings, Peavey Councilmen: None Councilmen: Temple Councilman Dunnum stated that by the very nature of human activities there are bound to be transient times when changes must occur, which leaves him with a feeling of profound sorrow; however, he feels that Mr. Stamps will continue on to aid Downey in the manner he has in the past and he does not feel he has lost him - -he is still available to help the City, and also the City Council has gained another mind for the benefit of the City. Councilman Giddings stated he concurred with Councilman Dunnum's sentiments. There being no further business to come before the Council, the meeting adjourned at 10:35 A.M. 4 City Clerk Mayor
