Peavey presiding. PRESENT: Councilmen: Giddings, Temple, Peavey ABSENT: Councilmen: Dunnum, Stamps ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Glenn Kendall, Assistant City Manager Ivan A. Robinson, Chief of Police Robert Gain, Fire Chief Don Simpson, City Engineer Don Robison, Administrative Assistant Della Doyle, City Clerk Alberta Pfeiffer, Deputy City Clerk The Reverend J. T. Chase of the Church of Christ (Christian) in Downey delivered the invocation. Mayor Stamps arrived at the meeting at 8:10 A.M. The Mayor announced that now is the time and place for the continu- ation of the hearing on Annexation No. 3 to the City of Downey. Councilman Peavey moved, it was seconded by Councilman Temple and passed by the following vote that all proceedings be abandoned in the matter of Annexation No. 3. AYES: 4 Councilmen: Peavey, Giddings, Temple, Stamps NOES: 0 Councilmen: None ABSENT: 1 Councilman: Dunnum The City Manager reported that further investigation discloses that the Downey Sprinkler Company will install the sprinkler system at the new library building under their supervision and materials for a cost of about $1600, and that the total cost will not exceed more than $2300 to $2500, including landscaping. The City Manager also reported that the tile for the floor of the new library is to be shipped from Akron, Ohio on December 1st, to arrive in Downey on the 4th or 5th. It will take about 4 or 5 days to install it; thus the floor tile will be down in time to move the furnishings from the old library into the new building in time for the dedication on December 17th. New furniture is due to arrive November 24. The City Clerk stated she has received a request from the Junior Chamber of Commerce for the annual Christmas Parade to be held on Decem- ber 3, 1959, at 7:30 P.M., which has been approved by the Chief of Police and the City Manager. It was moved by Councilman Peavey, seconded by Councilman Temple and so ordered that permission be granted for a Christmas Parade on December 3, 1959, at 7:30 P.M. It was moved by Councilman Temple, seconded by Councilman Peavey and so ordered that the following appointments to various committees be approved by the City Council: Andy Cardona, 10357 Arrington Ave., Downey - Sister -City Committee by Peavey Mrs. Elwayne Smith, 9211 Smallwood, Downey - Sister -City Committee by Peavey Mrs. Mary Saltzman, 9139 Ratliffe St., Downey - Sister -City Committee by Dunnum Merle T. Nordschow, 8703 E. Meadow Rd., Downey - Sister -City Committee by Dunnum 7 Wray M. Andrew, Mgr., J. C. Penney Co., 10551 Brierbush St., Downey - Transportation Committee - by Giddings Jane Bycott, 9145 Raviller, Downey - Sister -City Committee by Giddings Bert Henderman, 9307 Lubec, Downey - to replace Ben Corbin on the Sanitation Committee by Giddings Bob deSpain transferred from Fire Subcommittee to Police Sub - Committee by Giddings The Clerk requested authority to proceed with election preliminaries on the same basis as the last election with the consolidation of approxi- mately three county precincts to each polling place and also requested authority for employment of Martin & Chapman to assist. It was moved by Councilman Peavey, seconded by Councilman Temple and so ordered that the City Clerk be authorized to proceed with election preliminaries and the employing of Martin and Chapman to help in this pro- cedure on the same basis as handled in the last election. Councilman Peavey informed the City Council that upon checking his appointments, he finds he will be unable to act as the City's representa- tive at the Board of Supervisors meeting on November 23rd with relation to the disposal program throughout the county and suggested that Councilman Temple attend this meeting. Councilman Temple agreed to represent the City. The City Engineer presented the report on Elm Vista Improvement District No. 21 which was ordered by Resolution No. 517. The report is a statement as to bonds and total assessments. The report was accepted by the City Council. RESOLUTION NO. 521 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY SETTING THE TIME AND PLACE FOR HEARING ON THE REPORT OF THE IMPROVEMENT OF ASSESSMENT DISTRICT NO. 21 (ELM VISTA DRIVE) The resolution was read by title only. It was moved by Councilman Peavey, seconded by Councilman Temple and so ordered that further reading be waived. It was moved by Councilman Peavey, seconded by Councilman Temple and passed by the following vote that Resolution No. 521 be adopted setting the hearing on Elm Vista Drive Improvement No. 21 to be held at 8:00 o'clock A.M. on December 22, 1959, in the Council Chambers of the City Hall. AYES: 4 Councilmen: Peavey, Giddings, Temple, Stamps NOES: 0 Councilmen: None ABSENT: 1 Councilman: Dunnum The City Engineer then presented the report on AD No. 14 for Benedict Avenue and the report was accepted by the City Council. RESOLUTION NO. 522 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY SETTING THE TIME AND PLACE FOR HEARING ON THE REPORT OF THE IMPROVEMENT OF ASSESSMENT DISTRICT NO. 14 (BENEDICT AVENUE) The resolution was read by title only. It was moved by Councilman Temple, seconded by Councilman Peavey and so ordered that further. reading be waived. Councilman Peavey inquired into the desires of the Council to continue meeting with the seventeen cities in the Southeast District of Mayors and Councilmen: After discussion, it was moved by Councilman Peavey, seconded by Councilman Temple and so ordered that the Mayor be instructed to write a letter to the Cities in the Southeast District advising them that the City Council of the City of Downey does not feel the urgency or the need to belong to that association and will henceforth withdraw from the meetings, but that the Council will maintain its membership in the, independent group ( mutual aid cities). Councilman Peavey suggested that it be incorporated in the letter mentioned above that the City of Downey meets with all the cities at the League Meetings. The City Manager reported the Eastern Air Lines had notified Council- man Temple that the Civil Aeronautics Board has completed public hearings in the "Southern Transcontinental Service Case ". Mr. E. V. Rickenbacker, Chairman of the Board, is urging the City to prepare a strong brief to the Examiner citing the need and right of the community and citizens, not only to the route, but to the carrier which, in the City's studied opinion, is best qualified from every viewpoint, to provide this vital service. The Council agreed to support this cause in any way it can. Councilman Peavey reported that he had received a letter from Vice President Nixon, expressing regrets that he will be unable to attend the dedication ceremonies of the new library building on December 17th because of the absence of the President requiring him to remain in.Waghington. Councilman Peavey stated that Councilman Dunnum had suggested that Vice President Nixon be requested to submit a tape recording of some kind. Councilman Giddings commended the City Manager and City officials for the behind -the- scenes work which they do, with relation to settling com- plaints and other problems within the City. The City Manager was specifically commended for the most terrific amount of good work with re- gard to the annexation of the area in the southeast of the City of Downey. Both Councilman Peavey and Temple added their commendations to those of Councilman Giddings. Mr. King suggested that Mr. Kendall be instructed to prepare a report of the activities of all departments of the Employees Association to be presented to Council, similar to the report presented to the Personnel Advisory Board.
