OF THE CITY OF DOWNEY
SEPTEMBER 8TH, 1959
The City Council of the City of Downey held a regular meeting on
Tuesday, September 8th, 1959, in the Council Chambers of the Downey City
Hall, Mayor James L. Stamps presiding.

It was moved by Councilman Peavey, seconded by Councilman Temple
and so ordered that the minutes of the Council Meetings of August 25th
and 31st, 1959, be approved as presented.
The City Clerk read the following correspondence:
A letter from Jo Ann Hayman and Bert E. Hayman, 7811 Comolette,
Downey, abandoning their appeal in Lot Split, case #119, concerning the
plot plan of 11532 Rives Avenue.
Letters from the County Boundary Commission advising of proposed
Annexation District No. 130 to the City of Compton; Annexation No. 131
to the City of Compton; Atlantic District Annexation No. 1 to the City
of Maywood; Annexation No. 8 to the City of Whittier; 15th Addition
Territory to the City of South Gate; and 16th Addition Territory to the
City of South Gate.
A letter from the Public Utilities Commission regarding the Southern
California Water Company request for rate increase stating there will be
a hearing on this date in the City Council Chambers at Bell, California
and inviting representation from the City of Downey.
A letter from C. A. Welch inquiring when the Master Plan for the
City of Downey would be complete and protesting the delay thereof.
A letter from Mr. Lee Felts, Chairman of the Planning Commission,
calling attention of the Council to the public criticism of the Planning
Commission, resulting from the delay of enactment of a new Zoning Ordinance
for the City of Downey. Mr. Felts stated the delay is partially due to
inability to secure joint meetings for the purpose of reviewing the pro-
posed amendments and changes in the present Ordinance, and the Planning
Commission respectfully requests the Downey City Council to arrange to
schedule further meetings with the Planning Commission on this subject
in order that they may be in a position to schedule public hearings for the
Councilmanic Districts in the near future.
Council agreed to try to set up further meetings with the Planning
Commission as soon as possible with full half -day sessions on Saturday,
whenever they can be arranged.
A letter from Richard H. Lawrence resigning as Chairman of the
Governor's Committee on Children and Youth's Downey Committee and offering
his assistance to the new chairman. Mr. Lawrence further stated he feels
highly complimented by the Council's appointment of him and he was most
appreciative of it.

A letter from the City of Huntington Park enclosing a sample
resolution passed by the City Council of the City of Huntington Park
on August 24, 1959, endorsing the efforts being made to sponsor,
obtain, and successfully conduct a World's Fair in the Los Angeles
area in 1963 -64, and respectfully requesting that the City of Downey
in every way possible join them in advancing the program inasmuch as
the City of Los Angeles and the County Board of Supervisors have
heretofore endorsed these efforts.
It was moved by Councilman Temple, seconded by Councilman Peavey
and so ordered that the City Attorney be directed to draft a resolu-
tion endorsing a World's Fair in the Los Angeles area in 1963 -64.
A letter from the Island Civic Association, Inc. stating that at
their meeting on August 25, 1959, the Board of Directors of the Associa-
tion directed that the Council be requested to terminate any action
instigated by their organization for the improvement of Bluff Road, north
from Glencliff Drive to the end of the tract in the area known as the
"Island ", as a result of insufficient number of signatures obtained on
the petition for same. Included with the letter were nineteen (19) signed
statements of property owners in the area requesting their names be with-
drawn from the above mentioned petition.
It was moved by Councilman Peavey, seconded by Councilman Temple and
so ordered that further action be withheld at this time on improvement of
Bluff Road.
Mr. King read a memorandum to the City Council which stated the Downey
City buses will be ready to make the initial run from the City Hall at
9 :00 A.M. today thus launching the Municipal Bus Service.
Mr. King asked the Council if they wished to approve Wednesday,
September 9, 1959, Admission Day, as a holiday inasmuch as the surrounding
cities, the State and County offices and the banks are closing.
It was moved by Councilman Peavey, seconded by Councilman Temple and
so ordered that Admission Day, Wednesday, September 9, 1959, be declared
a holiday for City Employees.
RESOLUTION NO. 483
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING RESOLUTION NO. 440 WHICH ADOPTED THE ANNUAL
BUDGET FOR THE FISCAL YEAR COMMENCING JULY 1, 1959, AND
FIXING THE LIMITATIONS OF EXPENDITURES FOR THE SEVERAL
FUNDS, FUNCTIONS, DEPARTMENTS AND ACTIVITIES CARRIED ON
UNDER SUCH FUNDS
The resolution was read in full. Upon the inquiry of Councilman
Peavey the City Manager explained the advantages of the amendments to
Resolution No. 440. The Director of Finance gave an example of the
previous working under .Resolution No. 440 of intra - departmental trans-
fer of funds and how all such transfers can be handled more realistically
and better budgeting be gained for the next fiscal year through these
amendments. The City Attorney stated that as these amendments have been
recommended by the auditors, the Director of Finance and the City Manager
they should be reasonable.
It was moved by Councilman Temple, seconded by Councilman Peavey and
passed by the following vote that Resolution No. 483 be adopted.

RESOLUTION NO. 484
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE AGREEMENT WITH THE STATE DIVISION OF
HIGHWAYS FOR THE MODIFICATION OF THE EXISTING TRAFFIC
SIGNALS AND CHANNELIZATION AT THE INTERSECTION OF
FLORENCE AVENUE AND LAKEWOOD BOULEVARD
The resolution was read by title only. It was moved by Councilman
Peavey, seconded by Councilman Temple and so ordered that further read-
ing be waived.
It was moved by Councilman Peavey, seconded by Councilman Temple and
passed by the following vote that Resolution No. 484 be adopted.

RESOLUTION NO. WS 164

The resolution was read by title only. It was moved by Councilman
Temple, seconded by Councilman Peavey and so ordered that further reading
be waived.

The resolution was read by title only. It was moved by Councilman
Peavey, seconded by Councilman Temple and so ordered that further reading
be waived.
It was moved by Councilman Peavey, seconded by Councilman Temple and
passed by the following vote that Resolution No. WS 165 be adopted.

Mr. Barhite gave a resume of the various major City street gas tax
projects which had been held over from the August 11, 1959 Council Meeting
for further study.
It was moved by Councilman Peavey, seconded by Councilman Temple and
passed by the following vote that the following items as outlined in Item #7,
City Manager's Report of August 11, 1959, be approved, excepting Items #1,
Bluff Road, from Glencliff to Dos Rios, and #8, Imperial Highway from Para-
mount to Downey, major City street program for 1959 -60:
Items #2, #6 and #12 were approved at the Council Meeting held
on August 11, 1959.

Council approved Mr. King's request to have the balance of this
week as part of his vacation.
Mr. King presented James Carson of the Municipal Bus Service who
in turn presented the two bus drivers for the transportation system in
the City of Downey: Mr. Tom Grear and Mr. Stevens.
The meeting recessed for an hour to 10:00 o'clock A.M.
The Mayor opened the sole bid which was received from Robert G.
Castongia for Contract #31 for sewers for Fire Station #4 in the amount
of $4290.50. The City Attorney stated the bid is proper with the ex-
ception that it had not been received at the time specified, 8:00 A.M.,
but that since no other bids were received and any other bids coming in
should be refused and not opened, the Council could waive the lateness
of the sole bid if it so desired. The City Attorney also stated that
this was an identical bid as received and opened August 24, 1959, but
rejected because of a faulty bond and was the lowest and best bid at that
opening.
It was moved by Councilman Peavey, seconded by Councilman Tem'kle and
passed by the following vote that the bid for Contract #31 for sewers for
Florence Avenue Fire Station #4 be awarded to the lowest and best bidder,
Robert G. Castongia, in the amount of $4290.50 and that the Council waive
the lateness of arrival inasmuch as this was the only bid received.

There being no further business to come before the Council, the
meeting adjourned at 10:10 o'clock A.M.
