Mayor James L. Stamps presiding. PRESENT: Councilmen: Peavey, Dunnum, Stamps ABSENT: Councilmen: Giddings, Temple ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Don Robison, Administration Assistant Loren Morgan, Deputy Chief of Police Richard Barhite, Director of Public Works Donald C. Simpson, City Engineer Della Doyle, City Clerk Alberta Pfeiffer, Deputy City Clerk The City Clerk read the following correspondence: A letter of thanks from Miss Peggy Jacobson for the Resolution sent to her from the City Council which commended her on her award as Modern American Girl and other achievements. A letter from Frank Bonelli informing the City Manager that the Road Commissioner has been instructed to process the necessary budget adjustments to the Board of Supervisors so that the County will participate in the improvement of Florence Avenue between Paramount Boulevard and Downey Avenue in the amount of $57,500.00. Mr. King stated he had received a call from the Road Commissioner yesterday to the effect that the Department will participate and giving the "go ahead" on this project. An announcement of the opening of the fourth Ice Show at the Downey School of Ice Skating to be held August 19 through the 22nd and again from the 26th through the 29th at 8:15 P.M. RESOLUTION NO. 464 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ACCEPTING A GRANT DEED AND DIRECTING THE RECORDATION THEREOF The resolution was read by title only. AYES: 3 Councilmen: Peavey, Dunnum, Stamps NOES: 0 Conncilmen: None ABSENT: 2 Councilmen: Giddings, Temple RESOLUTION NO. 469 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DESIGNATING THE NEWSPAPER IN WHICH PUBLICATIONS WILL APPEAR IN CONNECTION WITH THE PROCEEDINGS TO BE HAD AND TAKEN IN IMPROVEMENT DISTRICT NO. 20 (FIRESTONE BOULEVARD) The resolution was read by title only. It was moved by Councilman Peavey, seconded by Councilman Dunnum and so ordered that further reading be waived. The City Engineer reported there are three phases of Improvement District No. 20 for Street Lighting on Firestone Boulevard. The first phase will be the installation of street lights on 2nd and 3rd Streets to La Riena. The second phase will be on Firestone Blvd., and the third phase is modernization of the lighting at the intersection and installa- tion of traffic signals. Mr. Simpson stated that the Division of Highways is involved and they have indicated they will share the cost of that particular phase of the work. The total estimated cost of improvement is $99,637.00. Mr. Simpson presented a summary of the estimated cost of the proposed improvement and the special assessment liability of the land within the proposed assessment district, and an investigation report of Downey Assessment District No. 20. Proposed public aid is estimated to be $9,974.00 with approximately 50% to come from the Division of Highways. The total estimated amount to be assessed to the district is $89,663.00. The inclusion in that amount to be assessed from the district of three portions of city -owned property makes the City's share $5,900.00. The total amount to be paid by the City is $10,991.00. RESOLUTION NO. 470 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DETERMINING GENERAL NATURE OF WORK AND ORDERING REPORT OF STREET SUPERINTENDENT IN IMPROVEMENT DISTRICT NO. 20 (FIRESTONE BOULEVARD) The resolution was read by title only. WS 161 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID ( #4918 and #4919 $37,240.46) The resolution was read by title only. AYES: 3 Councilmen: Peavey, Dunnum, Stamps NOES: 0 Councilmen: None ABSENT: 2 Councilmen: Giddings, Temple Mr. King reported that if the City participates to the extent as out- lined by the City Engineer in the Firestone Boulevard Improvement District No. 20 (Lighting) the City's expenditure would amount to $10,921.00. Since funds for this project have not been included in the current budget, Mr. King recommended that $5,000 be used from the Traffic Fund and $6,000 be used from the Reserve Fund. It was moved by Councilman Peavey, seconded by Councilman Dunnum and passed by the following vote that the City participate in the Firestone Boulevard Improvement District No. 20 (Lighting and Traffic Signals), $5,000 to be used from the Traffic Fund, Account No. 1- 4040 -643 and $6,000 to be used from the Reserve Fund. AYES: 3 Councilmen: Peavey, Dunnum, Stamps NOES: 9 Councilmen: None ABSENT: 2 Councilmen: Giddings, Temple Mr. King displayed a miniature signboard supporting the forthcoming municipal bus system and urging citizens to shop in Downey which the Foster and Keiser Company is giving to the City. Mr. King recommended that the City pay for the paper and printing for these ten signs at a total cost of $235.00. Councilman Peavey suggested adding a phrase stating there will be a savings in sales tax. It was moved by Councilman Peavey, seconded by Councilman Dunnum and passed by the following vote that the ten signs be accepted and posted which Foster and Keiser Company are offering to the City, as out- lined and recommended by the City Manager. AYES: 3 Councilmen: Peavey, Dunnum, Stamps NOES: 0 Councilmen: None ABSENT: 2 Councilmen: Giddings, Temple Donald Simpson, City Engineer, reported that the contractor has satisfactorily completed the substructure portions of the La Riena and Otto Street sewers. He added that normally these projects are not rec- ommended for acceptance until they have been completed in all respects, however, since several adjacent property owners are experiencing consid- erable difficulty with their septic tank services and are very desirous of connecting to the sewer, it is his recommendation that the City Council accept the substructure portions of the La Reina Avenue and Otto Street sewers. At the present time the only work remaining on these two portions of the project is the street resurfacing. It was moved by Councilman Dunnum, seconded by Councilman Peavey and passed by the following vote to accept the substructure portions of the La Reina Avenue and Otto Street sewers.
