HomeMy WebLinkAboutMinutes-04-21-59-Regular Meeting5 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY APRIL 21, 1959 The City Council of the City of Downey held an adjourned meeting in the Cafetorium of the Downey Elementary School at 7:30 P.M. on Tuesday, April 21, 1959. Mayor Edwin L. Giddings presiding. PRESENT: Councilmen: Peavey, Dunnum, Temple, Stamps, Giddings ALSO PRESENT: Oren L. King, City Manager Ivan Robinson, Chief of Police Loren Morgan, Deputy Chief of Police Richard Barhite, Director of Public Works Harold Durham, Civil Engineer Della Doyle, City Clerk Alberta Pfeiffer, Deputy City Clerk Mayor Giddings reported the meeting was called in order for the Police Department to present to School Administrators and the Council the results of a study which they had made regarding the possibility of setting up a school boy patrol for those schools who must have crossing guards. The meeting.was then turned over to Chief of Police Ivan Robinson, who, after a short introduction of the subject, called on Deputy Chief of Police Loren Morgan to present his complete report on the subject. Printed copies of the study on school boy patrols were presented to the Council and School Administrators present. After Deputy Chief of Police Morgan had presented his report, a film was shown of the San Diego School Patrol organization. Deputy Chief Morgan introduced Lt. Harold Davis of the Traffic Bureau _ of the Santa Ana Police Department who administers the school boy patrol program in the Santa Ana schools participating. With Lt. Davis were four school boy patrols in uniform who were introduced by the lieutenant: Sgt. John Morris, Drill Sergeant Sgt. Larry Dominguez, Supply Sergeant Cpl. Ken Suggs, Squad Leader Pvt. Joe Ferguson, Signs Lt. Davis reported the school boy patrol has been working very effective- ly in those schools in Santa Ana which have joined the program, and that they expect to have 100% participation at an early date. Lt. Davis explained how the boys are chosen with the very best scholastic standings and that in order to remain in the squad, they must retain their standing. Boys from 5th and 6th grades only are chosen, and toward the end of the school year, boys from 4th grade are selected and trained for the following school year. Mr. William Nielsen, principal of Franklin School in Santa Ana, was then introduced and asked to present his views on the school boy patrol program. After a question and answer period, it was moved by Councilman Dunnum, seconded by Councilman Peavey and passed by the following vote to authorize the Police Department to make a presentation of the program to those schools interested and obtain an expression of the opinion on the possibility of setting up a school boy patrol from the various organizations, such as the P.T.A., parents' clubs and school bodies. AYES: 5 Councilmen: Peavey, Dunnum, Temple, Stamps, Giddings NOES: 0 Councilmen: None ABSENT: 0 Councilmen: None It was moved by Councilman Peavey, seconded by Councilman Temple and so ordered that the City Manager draw up a thank you letter to be sent to the school board and to the police department in Santa Ana for sending Lt. Davis, the four school boy patrols and principal Harold Nielsen of the Franklin School in Santa Ana, and that the invitation of Mr. Mitchell in Santa Ana be accepted to go to Santa Ana to observe their school boy patrol program. There being no other business to come before the Council, the meeting adjourned at 9:10 o'clock P.M. 555,
