HomeMy WebLinkAboutMinutes-12-09-58-Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECEMBER 9th, 1958 The City Council of the City of Downey held a regular meeting in the Council Chambers of the Downey City Hall at 8:00 A.M. on Tuesday, December 9th, 1958. Mayor Scott E. Temple presiding. PRESENT: Councilmen: Stamps, Giddings, Peavey, Temple ABSENT: Councilman: Dunnum ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Richard Barhite, Director of Public Works A. C. Gabriel, Purchasing Agent Robert Gain, Fire Chief LeRoy Starkey, Director of Finance Ivan A. Robinson, Chief of Police Ray Lake, Director of Building & Safety Dan McNutt, City Planner It Della Doyle,City Clerk The Mayor announced that this was the time and place set for a public hearing on the change of work to be done in assessment District No. 3 - Dempster Avenue. He inquired if there was any written correspondence on this matter Cr if there was any one present who wished to speak on the subject. There being none it was moved by Councilman Peavey, seconded by Councilman Stamps and so ordered that the hearing be closed and the necessary work changes be accepted. It was moved by Councilman Peavey, seconded by Councilman Giddings, and so ordered that the minutes of the meeting of November 25th, 1958 be approved as presented. The City Clerk read the following correspondence: A letter from the County of Los Angeles regarding the recordation of Resolution No. 324 pretainidg to the Downey County Water District merger with the City of Downey. This letter was referred to the City Attorney. A letter from Mr. & Mrs. Robert E. Cruse and Mr. and Mrs. Edgar Wisby re- questing paveouts on the west side of Brock Ave. between Priscilla and Cheyenne Streets. After some discussion it was moved by Councilman Peavey, seconded by Councilman Giddings and passed by the following vote that the request be denied. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum A letter from Frank G. Bonelli, Chairman of the Board of Supervisors thanking the Council for their congratulations on his election and chairmanship. A letter from Mason, Muntz & Associates expressing regrets that their firm has not been considered as architects for the new library building. This letter was referred to the Civic Center Committee and the Library Board for consideration. A letter and resolution from the City of South Gate requesting that there be a Regional Superior Court District for the southeast area- establihhed and that the existing facilities in the City of South Gate be used as a location of the Court. A resolution of the Southeast District Bar Association stating that they recommend that the combined Court be located at the existing Court facilities in the City of South Gate. A letter from the Downey County Water District requesting a new contract for the rental of water hydrants and that the rate be raised from $1.50 per meter per month to $2.00. This letter was referred to the City Manager and the City Attorney. A letter requesting support and financial help for the Downey Symphony Orches- tra was referred to the City Manager. A letter from the Downey Junior Woman's Club requesting a walkway for the children on the sidewalk easements so they would not be forced to walk in the streets was referred to the City Manager. It was suggested that he arrange a meeting with the Junior Woman's Club representative and with the various PTA groups in the City to work out a satisfactory solution to this problem. An announcement of the Southeast District Mayors' and Councilmen's Group to meet in the City of Paramount on December 10th, 1958 and an adnouncement of a meeting of all Mayors and City Managers within the County of Los Angeles to be held December 10th, 1958 were read. An invitation from the City of Santa Monica to the Nativity Play to be pre- sented in the new Santa Monica Civic Auditorium on December 19th, at 8:30 P.M. A letter from the Southeast Mosquito District requesting that an appointment be made to fill the expired term of Councilman Temple. A letter from the Personnel Advisory Board recommending that the position of Assistant City Engineer be changed to City Engineer and that the rate of compensa- tion be set at $900.00 per month. A request of the City Treasurer for authority to open a bank account for the trust funds of the various assessment districts and that a bank be designated. It was moved by Councilman Peavey, seconded by Councilman Giddings and passed by the following vote that the City Treasurer be given authority to open an account with the Bank of America for all funds to be held in trust for the assessment districts. It was moved by Councilman Giddings, seconded by Councilman Peavey and so ordered that further reading be waived. It was moved by Councilman Peavey, seconded by Councilman Giddings and passed by the following vote::that Resolution No. 335 be adopted. GABRIEL, PURCHASING AGENT, TO SIGN THE WAREHOUSE ISSUE SHEET (SEASP FROM 111) OF THE CALIFORNIA STATE EDUCATIONAL AGENCY FOR SURPLUS PROPERTY WHICH CONTAINS THE FOLLOWING TERMS AND CONDITIONS. Co. 11,775.72 H.K.Grad. & Paving 11,994.21 Upon recommendation from the Engineering Department and the Purchasing Department the following resolution was passed awarding the bid to MCAmis and Baker the best and lowest bidder. RESOLUTION NO. 341 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AWARDING CONTRACT TO IMPROVE LEEDS STREET IN THE CITY, IN ACCORDANCE WITH RESOLUTION OF INTENTION NO. 313 The resolution was read by title only. Ballard, President of the Southeast Taxi Co., Inc. and Mark J. 8oseff, Attorney for the Southeast Taxi Co., Inc. After some discussion it was moved by Councilman Peavey, seconded by Councilman Giddings and passed by the following vote that the taxi rates be approved as requested in the petition. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum F Councilman Stamps made a plea for support of the formation of a district to negiotate for water to raise the level.in the reserves of the southeast area. He reported that the need was urgent for the levels are now below sea level. Councilman Stamps was excused at 9:40 A.M. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following vote that authority be given to advertise for traffic signal installation at the intersection of Florence Avenue and Rives Avenue. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following vote that authority be granted to execute the agreement with the City of Bellflower for the traffic signal at the interesection of Wood- ruff Avenue and Foster Road. AYES: 3 Councilmen: Giddings, Peavey, Temple NOES: 0 ABSENT: 2 Councilmen: Dunnum, Stamps It was moved by Councilman Giddings, seconded by Councilman Peavey, and so ordered that authority be given to prepare plans and specifications for street improvements for Everest Street Assessment District No. 25. It was moved by Councilman Giddings, seconded by Councilman Peavey and so ordered that authority be given to engage the firm of Burke, Williams & Sorensen for the legal work on Assessment District No. 25. It was moved by Councilman Peavey;, seconded by Councilman Giddings, and passed by the following vote that funds be advanced from the City for the engineer- ing work. Mr. King gave a report on the plans and preparations for the second anniversary party. He also reported on the legislation as is being studied by the League of California Cities. A letter clarifing the responsibility of the roadside tree maintenance was presented from the Attorney for the Park and Recreation. RESOLUTION NO. 343 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING RESOLUTION NO. 217 OF THE CITY OF DOWNEY PERSONNEL MANUEL ADOPTED THEREBY ESTABLISHING THE POSITION OF CITY FORESTER. The resolution was read by title only. It was moved by Councilman Giddings, seconded by Councilman Peavey and so ordered that further reading be waived. Greene as President -elect and on the choise on the new officers. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following vote that the City Attorney be instructed to take the necessary measures to consummate the merger of the Downey County Water District with the City. Councilman Giddings volunteered. There being no further business the meeting adjourned at 10 :35 A.M. City Clerk Mayor
