Mayor Scott E. Temple presided. PRESENT: Councilmen: Stamps, Giddings, Peavey,Temple - ABSENT: Councilman: Dunnum ALSO PRESENT: Oren L. Sorensen, City Attorney Richard Barhite, Director of Public Works Don Simpson, Assistant City Engineer Dan McNutt, City Planner Don Warren, Assistant Fire Chief Ivan A. Gabriel, Purchasing Agent Della Doyle, City Clerk It was moved by Councilman Peavey, seconded by Councilman Giddings, and so ordered that the minutes of the meeting of November 12th,1958 be approved as presented. The City Clerk read the following correspondence: A letter from the Downey Park, Recreation & Parkway District commending the Department of Finance on the excellent financial reports made for their department. A letter from the Alameda School District expressing appreciation for the cooperation received from the Downey Police Department in their recent Bicycle Safety Program. A letter from the South Junior High School expressing sincere thanks for the speedy action of the Department of Safety in obtaining the crosswalk at Verdura on Imperial Highway. A letter from Harry Beddoe requesting that some of the street names in the City be shortened and that those having two names at various locations be unified for the sake of clarity. This letter was referred to the City Manager for further study and recommendations. A letter from the American Wood Preservers Institute and the Koopers Company, Inc. regarding the issuance of a building permit were referred back to the Building Department for a report to be made on December 23rd, 1958. A letter from the Personnel Advisory Board recommending an increase in the compensation of the City Librarian from $600.00 to $650.00 effective on December 1st, 1958 when we will have completed the probationary period and also recommend- ing that the classification of "Forester" be established at the rate of $437 to $531. After some discussion the matter of the position of "Forester" was ordered investigated further and that it be discussed with the Park and Recreation Board to establish the responsibility for this work. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following vote that the City Attorney be instructed to prepare a resolution approving the increase in salary for the City Librarian. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum An announcement of the Board of Directors of the League League of California Cities meeting to be held December 4th, 1958 at the Rodger Young Auditorium was read. A petition from Mark F. Joseff, representing the Southeast Taxi Co, requesting a raise in taxi rates was presented. This was held over for the December 9th, 1958 meeting and a request that Mr. Joseff be notified. A letter from Lister Advertising, Inc. representing the Lucci Manor Development Tract 21227 was read, requesting that an extention of 60 days be granted for the street improvement completion, pending submission of papers necessary to apply for the azzone exception. It was moved by Councilman Peavey, seconded by Councilman Giddings and so ordered that this extention for 60 days be granted provided the bond extention is in order. (February 1st, 1959) Mrs. Audrey Z. Benthin, 9604 Downey Ave. and Mrs. J. Misansky, 10307 Western Ave. expressed hope that there would be no further extention of time on the Lucci Tract as it was holding up their development of adjoining property. Councilmen Giddings and Councilman Stamps went on record that they would not be in favor of any further extention of time inasmuch as this had been extended from a date in August. ORDINANCE NO. 113 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTIONS #3200 ,3201,3202,3203,3204,3205,3206 AND 3207 OF THE DOWNEY MUNICIPAL CODE WHICH SECTIONS RELATE TO BICYCLES. The resolution was read by title only. It was moved by Councilman Giddings, seconded by Councilman Stamps and so ordered that further reading be waived. .-. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum, ORDINANCE NO. 114 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTIONS 2703 ,2704,2705,2706,2707,2708,2709, 2712,2713,2714,2715,2716, and 2719 OF THE DOWNEY MUNICIPAL CODE ALL OF WHICH SECTIONS RELATE TO THE PERSONNEL SYSTEM. The Ordinance was read by title only. It was moved by Councilman Giddings, seconded by Councilman Peavey ans so ordered that further reading be waived. It was moved by Councilman Stamps, seconded by Councilman Giddings, and passed by the following vote that Ordinance No. 114 be adopted. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum ORDINANCE NO. 115 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING SECTION 2722 THERETO WHICH SAID SECTION RELATED TO HOLIDAYS AND CLOSING OF THE CITY HALL. This matter was referred to the City Manager for a report and recommendation on December 23rd, 1958. A request was presented for the re- opening of access roads from Baysinger Street into the Alpha Beta Market. It was recommended by the Engineering Divi- sion that a pedestrian opening for foot traffic only (approzimately 4') be approved. There being no objection to this pedestrian opening the recommendation was approved. It was moved by Councilman Stamps, seconded by Councilman by the following vote that the plans and specifications for the Stewart and Gray Road between Paramount Blvd. and HortonAvenue of Paramount Blvd. north of Stewart & Gray be approved. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum It was moved by Councilman Stamps, seconded by Councilman Peavey and so ordered that the plans and specifications be approved for the resurfacing of Ardis Avenue between Imperial Highway and Foster Road. A summary of the bids submitted on Contract No.l$ for the resurfacing of Ardis Avenue were presented and it was recommended that the Contract be awarded to the lowest and best bidder, Griffith Company. It was moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that the contract be awarded, subject to the approval of the CityAttorney, to Griffith Company, the lowest and best bidder for the amount of $4,335.75. AYES: 4 Councilmen: Stamps,Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum It was reported that only one bid was received on the channelization and highway safety lighting at the intersection of Woodruff Avenue and Eglise Avenue and was recommended that this bid be rejected and that the Public Works Department be authorized to secure separate bids for the street lighting and the street work. It was moved by Councilman Stamps, seconded by Councilman Giddings and so ordered that bids be rejected and authority be given to re- advertise for this work. It was moved by Councilman Giddings, seconded by Councilman Stamps, and so ordered that Plans and Specifications be approved on the traffice channelization and highway lighting at Woodruff Avenue and Eglise Avenue. The agreement with the City of Bellflower for the installation of a traffic signal at the intersection of Woodruff Avenue and Foster Road was presented for approval. After some discussion it was requested that the State of California be contacted to see if any state funds are available for this project. Action was withheld at this time. A summation of the bids received for the construction of certain improvements on Smallwood Avenue Downey Improvement No. 4M was presented and it was recommended that the bids be awarded to the lowest and best bidder, Vernon Paving Company in the amounk of #13,597.59. It was moved by Councilman Peavey, seconded by Councilman Stamps and passed by the following vote that the bid for the Downey Improvement No. 4M Bmallwood Avenue, et al, be awarded, subject to the City Attorney's approval to the lowest and best bidder, Vernon Paving Company, for $13,597.59 AYES: 4 Councilmen: Stamps, Giddings, Temple, Peavey NOESL 0 ABSENT: 1 Councilman: Dunnum A suammary of the bids received for the purchase of Municipal Act of 1913 bonds for Downey Improvement No. 4M, Smallwood Avenue was presented and it was recommended that the best and highest bidder, Names L. Lindsey be awarded the bid on the basis of 100% plus a premium of $120.50 at 6 %. It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed by the following vote that the bid for the Bonds on the Downey Improvement No. 4M, Smallwood Avenue, be awarded to James L. Lindsey, the best and highest bidder on the basis of 100% plus a premium of $120.50 at 6 %. It was moved by Councilman Peavey, seconded byCouncilman Stan ps, and so ordered that Burke, Williams and Sorensen be employed to handle the legal work on Downey Improvement #35, Laureldale Avenue. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following vote that funds in the amount of $1,000.00 be advanced to complete the engineering work on Improvement District #35. AYES: 4 Councilmen: Stamps,Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum Petitions requesting that the Cole Street Lighting District be annexed to the Downey County Lighting District were presented. It was moved by Councilman Peavey, seconded by Councilman Giddings, and so ordered, that a hearing date be set on December 23rd, 1958 at 8 :00 A.M. for the hearing of the petitioners and the protests of interested parties. RESOLUTION NO. 334 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING RESOLUTION NO. 263 OF THE CITY OF DOWNEY WHICH .•. RESOLUTION RELATES TO COMPENSATION OF OFFICERS. The resolution was read in full. It was moved by Councilman Peavey;, seconded by Councilman Giddings, and passed by the following vote that Resolution No.334 be adopted. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum Mr. King reported on the property owned by the Adobe Engineers that is to be auctioned. After some discussion it was decided to withhold any action on this property. Mr. King reported that after further negiotation with the Consolidated Fire Protection district they had reached a tentative agreement of $16,975.88 as the final payment to the City of Downey. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following vote that the proposal of $16,975.88 be accepted as the final payment of the division of assets of the Consolidated Fire District. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum Mr. King presented a request for two school crossing guards at Rives at Adwen and Paramount at quill. This request was referred to the traffic committee and the City Manager for further study. A permit for a Christmas Parade was presented to the Council from the Junior Chamber of Commerce. Chief Robinson reported that he had obtained permission from the State Highway division for the use of Firestone Blvd. so that the parade could be channeled on the north side of Firestone from Lakewood Blvd. to Downey Ave. It was moved by Councilman Peavey, seconded by Councilman Giddings, and so ordered that approval be granted for the Jr. Chamber of Commerce Christmas Parade. The being no further business the meeting adjourned at 9 :30 A.M.
