OF THE CITY OF DOWNEY
HELD AUGUST 25th,1958
The City Council of the City of Downey held a regular meeting in the
Council Chambers of the Downey City Hall at 7:30 P.M. on August 25th, 1958.
Mayor Scott E. Temple presided.

The Reverend Ray S. Harris, First Baptist Church, gave the invocation.
It was moved by Councilman Peavey, seconded by Councilman Stamps, and
passed by the following vote that the minutes of August 11th and August 18th,
1958 be approved as presented.

The City Clerk read the following correspondence:
A letter from the Alpha Beta Food Markets, Inc., requesting that the
access road be re- opened from Baysinger Street into the Alpha Beta (Raisen)
Market parking lot at Florence and Lakewood Avenue, Downey, California.
Referred to City Manager Oren L. King for report back to Council at a later
meeting.
Letters from the Republican and Democratic Committees acknowledging our
Resolution No. 290, endorsing holding the 1960 Republican National Convention
in the new Los Angeles Sports Arena, and expressing their appreciation.
Received and filed.
A letter from Arthur W. Crawford offering suggestions in connection
with the proposed fire sub - station at 9500 East Florence Avenue. Received
and filed.
A letter from the R. B. R. Construction Company, Inc., protesting the
payment of a fee of $71.50 to the City of Downey for a construction permit
for the Downey High School property. Referred to the City Attorney for
future action.
A letter signed by seven individuals protesting the extension of time
granted on finishing Sub- Division Tract No. 21227 (Lucci property). Received
and filed.
A notice of the meeting of the Board of Directors of the League of
California Cities to be held at the Rodger Young Auditorium in Los Angeles
on Thursday, September 4, 1958 at 7:15 P.M. Received and filed.
A petition, requesting the removal of Henry Minor as a member of the
Planning Commission of the City of Downey, was read by title only. It was
moved by Councilman Dunnum, seconded by Councilman Stamps, and so ordered
that further reading be waived. It was moved by Councilman Dunnum, seconded
by Councilman Stamps, and ordered that the document be accepted and filed.

Mr. Robert Ryan, 7927 Hondo, Chairman of the Planning Commission,
stated that he was familiar with the petition in question before the Council
at this time, and he declared it to be an improper document which impugns the
character of Henry Minor and the Commission as a whole by statements and
insinuations that the Commission is governed by and controlled.by one indi-
vidual. He requested that the petition should not be entered in the records.
The City Clerk read a letter from John M. Barr protesting the variance
on the Beddoe property located at Irwingrove and Paramount Boulevard. Coun-
cilman Peavey recommended that the Council stop by and look at this building
in question. Received and filed.
Mrs. Lee Bishop gave a report on the progress of the Rose Float Associa-
tion, and stated that the theme of the rose float was going to be "Adventures
for the Camera ". They are going to have a community dance October 17th, the
admission charge being $2.50 per couple, to help raise funds for the float,
hoping this will eliminate having to come to Council for the funds. It is a
"must" that $5,000 be spent on the float.
Councilman Giddings took his place at 7:58 P.M.
ORDINANCE NO. 110
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY
TAXATION FOR THE FISCAL YEAR BEGINNING JULY 1, 1958.
The ordinance was read in full. It was moved by Councilman Dunnum,
seconded by Councilman Peavey, and passed by the following vote that Ordinance
No. 110 be adopted:

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTION 9102.1 OF THE DOWNEY MUNICIPAL CODE.
(Planning Resolutions #32, 38, 39)
The resolution was read by title only. It was moved by Councilman
Peavey,seconded by Councilman Dunnum, and so ordered that Planning Resolution
No. 32 be deleted from the ordinance until the Master Plan is adopted and
that further reading be waived.

passed by the following vote that said ordinance be introduced as amended:

ACCEPTING A GRANT DEED AND DIRECTING THE RECORDATION
THEREOF. (9500 East Florence)
The resolution was read by title only.
Chief Gain of the Fire Department gave a report on the different sites
checked for use as a fire station site and again stated that the location at
9500 East Florence was by far the best possible location.
Councilman Giddings referred to three letters he had received protesting
the fire station site at 9500 East Florence.

The resolution was read by title only.
Chief Gain of the Fire Department gave a report on the different sites

Chief Gain read a report on the minutes of the meeting of the Fire Sub -
Committee of the Public Safety Committee held on August 13th, 1958.
Mr. Fred Dodge, 11740 Bellflower Boulevard, Chairman of the Fire Sub -
Committee, stated that the fire station had been under discussion for months,
and it was urgent that one be established in that locality. He feels that it
is a "must" to put a station at 9500 East Florence.
The following people again protested putting a fire station at the site
9500 East Florence.

It was moved by Councilman Giddings, seconded by Councilman Dunnum, and
passed by the following vote that the resolution regarding the fire station
site at 9500 East Florence be deferred until September 22, 1958 at 7:30 P.M.,
and that this be referred back to the City Manager for further study of sites
available for fire station purposes.

FUNDS ON BROOKSHIRE AVENUE WITHIN THE CITY OF DOWNEY.

Mr. King outlined the costs of the miscellaneous paveouts as follows and
recommended that the Council authorize the expenditure of $17,449 from Account
No. 1- 4130 -681 and authority be given to call for bids:
1. Rives Avenue - South of Phlox Street $ 1,351.00
2. Old River School Road - South of Luxor Street
and the north side of Stewart & Gray east of
Old River School Road $ 9,776.00
3. West side of Paramount - North of 4th Street $ 1,824.00
4. West side of Paramount - North of Albia Street $ 449.00
5. South side of Alameda - West of Caladre Street $ 166.00
6. North Side of Gardendale - West of Sandy Lane $ 785.00
7. Northwest corner of Woodruff and Imperial Hwy. $ 3,098.00

It was moved by Councilman Giddings, seconded by Councilman Peavey,
and passed by the following vote that authority be given to expend $17,449.00
from Account No. 1- 4130 -681 for the above mentioned paveouts, and authority
be given to call for bids:

Mr. King presented a summary of bids received and recommended that
Contract No. 13, City Hall Parking Lot, be awarded to Sully- Miller Con -
tracting Company, lowest and best bidder, for an amount of $4,891.25.
It was moved by Councilman Peavey, seconded by Councilman Dunnum, and
passed by the following vote that Contract No. 13, City Hall Parking Lot,
be awarded to Sully- Miller Contracting Company, lowest and best bidder, for
an amount of $43891.25, and that all other bids be rejected.

It was recommended that authority be given to circulate a petition for
Stamps Improvement District #24 and that a street be opened through from Vista
Del Rio to Gallatin School House Road. Messrs. Kenneth Yost, 9220 South
Downey Avenue; and James Nameth, 9212 South Downey, stated that they doubted
if they could get enough people to sign a petition for the Stamps Avenue
Improvement District No. 24 if a through street were to be put in; therefore,
they requested permission from the Council to circulate a petition for a
culdesac street. This would also minimize the cost of acquisition.
It was moved by Councilman Giddings, seconded by Councilman Peavey, and
passed by the following vote that authority be given to circulate petitions
for a culdesac street in the Stamps Avenue Improvement District No. 24:

Mr. Steve Skinner stated that the Planning Commission Board voted 3 to
2 for the improvement of Stamps Avenue going all the way through.
It was moved by Councilman Giddings, seconded by Councilman Dunnum, and
passed by the following vote that the Agreement to Provide Area Civil Defense
Coordination Under Joint Powers Act be approved and that the City Attorney be
authorized to prepare a resolution adopting same said agreement:

It was'recommended by Deputy Chief L. D. Morgan that the Council
authorize the expenditure of $400.00 for Civil Defense purchases such as
decal stickers for the cars, identification cards, etc.
It was moved by Councilman Dunnum, seconded by Councilman Peavey, and
passed by the following vote that authority be given to expend $400.00 for
the purpose of purchasing decal stickers for Civil Defense cars, identifica-
tion cards, etc.:

Councilman Stamps inquired as to how the Florence and Woodruff improve-
ments were going. Mr. Barhite gave a report and stated it would be about 2
or 3 months. The right -of -way had to be acquired.
Councilman Stamps and Councilman Peavey inquired as to what progress was
being made on the traffic signals, especially the one that was to be installed
at Florence and Rives, and asked that a full report be made at a later date.

Councilman Peavey requested that Mr. King check with the Gallatin
School Board regarding sidewalks in front of the Maude Price School and
find out how it is progressing. Mr. Barhite stated that it would be de-
sirable, but the problem was money. He stated he would check with the
school and report back to Council.
Mayor Temple inquired as to the right -of -way at Stewart and Gray Road.
Dick Barhite gave a report and stated that he expected the easement to be
filed this week and hoped to obtain the right -of -way within thirty (30) days.
John Patak, 7949 Irwingrove, spoke against the zone exception in regard
to the Beddoe property on Florence.
Mr. Greene, 10225 Chaney, inquired as to what the procedures will be
on the Master Plan and as to whether it would be presented to the public
for scrutiny. He also asked to be able to serve on the Citizens Committee
working on the Master Plan.
Mr. Dodge spoke regarding the Master Plan.
Mr. King suggested that the Citizens Advisory Board work with the
Planning Commission on the Master Plan.
Mr. King reminded the Councilmen of their appointments to a Park &
Recreation Committee and suggested this be done soon. Councilman Dunnum
appointed Ned Young, 10279 Priscilla, to serve from his district. The
other Councilmen refrained from making their appointees at this time.
There being no further business, the meeting adjourned to September 8,
1958 at 7:30 P.M.
