HomeMy WebLinkAboutMinutes-07-28-58-Regular Meeting (2)MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD JULY 28, 1958 The City Council of the City of Downey held a regular meeting in the Council Chambers of the Downey City Hall at 7:30 p.m. on July 28, 1958. Mayor Temple presided. PRESENT: Councilmen: Stamps, Giddings, Peavey, Temple ABSENT: Councilman: Dunnum ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Royal M. Sorensen, City Attorney LeRoy Starkey, Director of Finance Don Warren, Assistant Fire Chief Richard Barhite, Director of Public Works Robert Vollmer, Assistant Adm. of Public Works Dan McNutt, City Planner Della Doyle, City Clerk The Mayor announced that now was the time and this the place for the public hearing on the Assessment District #6- Lakewood Sewers. Mr. W.J.Hance, Deputy Engineer of Work from the County Engineer office was present and stated that the work had been done to the satisfaction of the Engineer of Work; that the assessments were prepared in their office and the spread made in proportion to the estimated benefits. The clerk stated that there had not been any written protests. The Mayor called for oral protests- there being none Councilman Peavey moved, Councilman Giddings seconded and it passed that the hearing be closed. RESOLUTION NO. 2-7 a / A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING AND CONFIRMING ASSESSMENTS IN THE MATTER OF DOWNEY IMPROVEMENT #6 - LAKEWOOD SEWERS. The Resolution was read by title only. It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed that further reading be waived. It was moved by Councilman Stamps, seconded by Councilman Giddings, and passed by the following vote that Resolution No. 277 be adopted. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum The Mayor announced that now was the time and this the place for the public hearing on the Weed Abatement. The Mayor called for any protests or questions, heraring none, it was moved by Councilman Peavey, seconded by Councilman Giddings, and passed that the hearing be closed. RESOLUTION NO. M _v4.2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY CONFIRMING ASSESSMENT FOR WEED ABATEMENT. The resolution was read by title only. It was moved by Councilman Peavey seconded by Councilman Stamps, and passed that further reading be waived. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following voet that Resolution No. 278 be adopted. An announcement of the Southeast District Mayors' and Councilmen' meeting August 13, 1958 at the Hearth, hosted by the City of Bell. An invitation to the dedication of the new City of South E1 Monte on July 30, 1958 An invitation to the committee meeting of the ContractCities on the after- noon of August 7th, 1958. A letter from the Junior Women's Club requesting support of their program of plio shots for the benefit of the citizens of Downey. The City Attorney indicated that there was some question as to whether the City could legally support this project with funds but the Council went on record as being highly in favor of this project and requested the City Manager to write a letter of commendation to the Junion Women's Club. ORDINANCE NO. 105 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTION 7208 OF THE DOWNEY MUNICIPAL CODE RELATING TO SANITARY SEWERS. The Ordinance was read by title only. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed that further reading be waived. It was moved by Councilman Stamps, seconded by Councilman Peavey, and passed that Ordinance No. 105 be adopted. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum ORDINANCE NO. 106 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING THERETO SECTION 2503 THROUGH 2503.2 RELATING TO THE CREATION OF AN EQUIPMENT FUND. The ordinance was read by title only. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed that further reading be waived. It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed by the following vote that Ordinance No. 16 be adopted. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum ORDINANCE NO. 107 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY REPEALING SECTION 2530 AND AMENDING SECTION 2531 OF THE DOWNEY MUNICIPAL CODE, WHICH SAID SECTION RELATES TO WAXIANTS. The Ordinance was read by title only. It was moved by Councilman Stamps, seconded by Councilman Giddings, and passed that further reading be waived. It was moved by Councilman Stamps, seconded by Councilman Giddings, and passed by the following vote that tOrdinance No. 107 be adopted. AYES: 3 Councilmen: Stamps, Giddings, Temple NOES: 1 Councilman: Peavey ABSENT: 1 Councilman: Dunnum ORDINANCE NO. 108 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTIONS 2100 AND 2101 OF THE DOWNEY MUNICIPAL CODE, WHICH SAID SECTIONS RELATE TO COUNCIL MEETINGS. The Ordinance was read by title only. It was moved by Councilman Peavey seconded by Councilman Giddings, and passed that further reading be waived. It was moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that Ordinance No. 108 be adopted. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum ORDINANCE No. 109 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTION 4102 OF THE DOWNEY MUNICIPAL CODE, WHICH SAID SECTION RELATES TO THE CONSUMPTION OF ALCOHOLIC BEVERAGES. The Ordinance was read in title only. It was moved by Councilman Giddings, seconded by Councilman Stamsp, and passed that further reading be waived. It was moved by Councilman Stamps, seconded by Councilman Giddings, and passed by the following vote that Ordinance No. 109 be adopted. WS 87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 02146 and 2147 $97.12) The Resoltuion was read by title only. It was moved by Councilman Stamps seconded by Councilman Giddings, and passed that further reading be waived. It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed that resolution No. 87 be adopted. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum Mr. King reported that he had contacted Mrs. Leora M. Petersen in regard to the option on the property for the Fire Station located at 9500 East Florence Avenue and she amended the option from $25,000.00 to $24,000.00 RESOLUTION NO. 9 8� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY FINDING AND DETERMINING THAT THE PUBLIC INTEREST, CONVENIENCE AND NECESSITY REQUIRED THE ACQUISITION OF CERTAIN PROPERTY AND AUTHORIZES THE PURCHASE THEREOF. The resolution was read in full. It was moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that Resolution No. 279 be adopted. AYES: a Councilmen: Giddings, Peavey, Temple NOES: 1 Councilman: Stamps ABSENT: 1 Councilman: Dunnum Dan McNutt, City Planner reported that the rough draft of the Planning and Zoning Ordinance would be in the hands of the Planning Commission by August 7th, 1958 There being no further business the meeting adjourned at 8:45 P.M.
