Mayor Carroll M. Dunnum presided. PRESENT: Councilmen: Temple, Stamps, Dunnum ABSENT: Councilmen: Giddings, Peavey It was moved by Councilman Stamps, seconded by Councilman Temple, and so ordered that the meeting adjourn to the cafetorium. Erickson, Deputy City Clerk The Reverend Rodney Cogswell, First Presbyterian Church, gave the invo- cation. Mayor Dunnum called on Chief of Police Ivan A. Robinson to present cer- tificates to the Police personnel; however, before the presentations were made, Chief Robinson called on the mayor for a few words. Mayor Dunnum congratulated the Police Department for their wonderful work during their first year. He stated that the City is proud of the Police Depart- ment's accomplishments, their relationships within the department itself, and their relationships with the Citizens of Downey. Having good, qualified men is important, and having good equipment and good relations within the department and with other officers is also very important. Mayor Dunnum stated that the City Council wishes to pay tribute to the Chief of Police and each man on the force and in the department. Ivan A. Robinson paid tribute to the newspaper reporters, the Personnel Board, and other distinguished guests. Before presenting the new officers with their Code of Ethics, Chief Robinson read the code for the benefit of the citizens present. Certificates were presented to Police personnel who have served their one -year probationary period. Mr. King and Mayor Dunnum presented Certificates to Department Heads and other employees who have served the City for one year. Mayor Dunnum announced that the close of the fiscal year also brought to a close his term as mayor and was pleased to report that the new mayor would take over the city's duties in a sound financial condition. As of July 1, 1958 there was a surplus of lk million dollars with which to secure the stability of our city. Yet, because of the uncertainty of the source of the city's income, he thought serious consideration should be given to a more reliable source of income such as property taxes. He suggested that a study be made with the Council Minutes 7/14/58 -1- 363 Finance Advisory Committee and the Council to explore this matter further. After 12 years of existance, the City of Downey is providing services that are being provided by cities of much longer age and duration. The Police Department, as seen today, is celebrating their first anniversary; it is an excellent department with exceptional rating. The Fire Department has an excellent department which has, during the past two months, been put to very severe tests and met all the expectations and better. The Mutual Aid Pact has proved that we have standby equipment and man power which provides Downey with more than adequate protection. Other departments, though not as colorful and not as much in the news, are, nevertheless, very essential. Much has been done, and he recommended that we increase efforts to correct the water problem. Mayor Dunnum extended his thanks to the Councilmen, Mr. King, and each of the Department Heads, and the entire personnel for their cooperation and friend- liness that had bean extended to him as Mayor of the City of Downey. He also thanked the Citizens of Downey who had worked with him. Mayor Dunnum presented Certificates of Recognition to the first mayor, James L. Stamps, and the second mayor, Hollis M. Peavey. After the presentations, Mayor Dunnum officially resigned his position as mayor. In accepting the office, Mayor Temple challenged the Council and the Citizens of Downey to continue working together as they have in the past for the continued success and growth of Downey. Mr. Walter Dufresne presented James L. Stamps with a Boy Scouts of America Century Club Certificate, which certificate indicates that he has given at least $100.00 towards benefits for Boy Scouts of America. Mayor Temple stated that the hour of 8:00 o'clock P.M. having arrived, this was the time and the place for hearing protests or objections against the improve- ment of Dempster Avenue and Prichard Street as described in Resolution of Inten- tion #256. It was established that the City Clerk had the following affidavits relative to the hearing: (1) Affidavit of publication (2) Affidavit of posting (3) Affidavit of mailing Council Minutes 7/14/58 -2- • Kiffl It was moved by Councilman Dunnum, seconded by Councilman Stamps,and so ordered that the affidavits of publication, posting, and mailing be received and filed. The City Clerk informed the Mayor that no written protests had been filed. The Mayor inquired whether anyone wished to be heard on the matter. The resolution was read by title only. It was moved by Councilman Dunnum, seconded by Councilman Peavey, and so ordered that further reading be waived. Myers - Bowling Alley, Florence & Rives) was now open for protests. Mr. Robert T. Whitman, 7818 Irwingrove Drive, spoke against the denial. Mrs. B. Rockhoff, 7841 Baysinger stated that she had circulated the peti- tions against the Zone Exception #64 and wanted it to go on record that she did not use any pressure tactics in obtaining the signatures. Mr. Alexander Lewis, 1551 East Florence, Los Angeles acted as spokesman for the denial of Zone Case #64. Mr. Whitman was allowed a five - minute rebuttal period. Council Minutes 7/14/58 -3- 3G5 It was moved by Councilman Dunnum, seconded by Councilman Stamps, and so ordered that-the hearing on Zone Exception Case #64 be closed. Mr. McNutt gave a report on the Planning Commission's findings in their decision to deny Zone Exception Case #64. The City Clerk read the following correspondence: A letter from the State of California Disaster Office indicating they are pleased that the City of Downey Civil Defense and Disaster Council, established by our Ordinance No. 95 has been duly certified as an "accredited disaster coun- cil" by Governor Goodwin J. Knight, in accordance with the provisions of Section 1535.6 of the California Disaster Act, and assuring the City Council of their cooperation in any capacity in which they may be of assistance in the development of our local program and its integration into the statewide operational plan. Received and filed. A letter from Mr. V. Wallace Langford of Anthony & Langford stating that he would like to appear before the Council at their earliest convenience and present their qualifications to reorganize the Civic Center. A letter from Clarence Murphy, Chairman of the Pupil Safety Study Committee, recommending that an overpass be built at the intersection of Smallwood Street over Imperial Highway at Imperial Park; that a boulevard stop sign be installed at the intersection of Adwen and Rives (On Rives where Adwen intersects Rives on the west); that after the signal at LaReina and Imperial has been proved satis- factory, an identical signal be installed at the corner of Rives Avenue and Florence; and that sidewalks be installed on all major and secondary streets in the City of Downey. This was referred to the Traffic Committee for study and report. A letter from Frank G. Bonelli, Board of Supervisors, stating that he was making a study of the distribution of funds from the Consolidated Fire Protec- tion District and parking meter revenues from the County to the City of Downey. Received and filed. A petition representing 100% of the residents of the 9100 and 9200 Block, Arrington Avenue, protesting the opening of Arrington Avenue as the entrance or exit to the property purchased by the Park Commission for a park. Referred back to the City Manager. A letter from the University of California announcing a Conference on Metropolitan Problems to be held at the Hotel Claremont, Berkeley, July 24 -25, 1958 and covering the Problem of Organizing for Services and Functions in Metropolitan Areas. Sammartano in connection with Zone Exception Case #65 (10 -unit apartment house as motel with plastic or neon signs) . Crawford of the Rio San Gabriel Civic Association, Downey, California requesting help in remedying bad conditions at the residence of Mrs. Leora Peterson, 9500 East Florence Avenue, which conditions include health and fire hazards and possibly child neglect. He suggested this should have immediate attention. This was referred to the City Manager's office for proper action. A letter written by Mr. King to the Lemons Disposal Company stating that if they do not pick up garbage and refuse on the designated days, it will be necessary to refer this for Council action in connection with the legal ter- mination of your contract. It was recommended that a City Beautification Committee be established and two appointees made from each district at the next meeting. We had been invited to participate in the hearing of the Interim Assembly Committee and in that connection, Councilman Peavey asked that we recommend to them to repeal the law which forces the cities to withdraw from the Fire District within one year from the time of incorporation. The City Council appointed Councilman Dunnum as representative, and Council- man Peavey as alternate, to attend the Central Water District meetings. Mayor Temple asked for a report on the Stewart & Grey drainage problem and requested that the Dugan petition be entered in the file. Mr. Barhite stated that the report was ready and could be considered at the next regular council meeting. Mrs. Edna Mae Leach read a letter from J. W. McMichael and James F. Boyle requesting refunds for certain sums for license, plan check, and building permit amounting to $306.50, for the twenty -unit apartment which was to have been erected on Mrs. Leach's second - street property. Mr. J. M. Barr, 10408 Samoline, spoke against Mr. Miner, member of the Planning Commission, stating that Mr. Miner was voicing his opinions on Zone Exceptions before the hearings were held. Special reference was made to Zone --. Exception Case #56 (Nesrella T. Johns - Hoag, 10512 Paramount), stating that Mr. Miner had talked to Mr. White regarding his opinions before this Case ever came up. Mr. C. H. Cochran, 9333 Gotham; J. J. Kilroy, 10538 Woodruff; and J. F. Pohl, 9315 Gotham, again inquired about what was being done in regard to the traffic problem at Eglise and Gotham. Petitions were filed with the City Clerk, and arrangements were made for a committee to meet with Mr. Cochran and discuss the problem further.
