HomeMy WebLinkAboutMinutes-07-28-58-Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD JULY 28, 1958 The City Council of the City of Downey held an adjourned meeting in the Council Chambers of the Downey City Hall at 8:00 A.M. on July 28th,1958. Mayor Temple presided. PRESENT: Councilmen: Stamps, Giddings, Peavey, Temple ABSENT: Councilman: Dunnum ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, AssistantCity Manager Royal M. Sorensen, City Attorney LeRoy Starkey, Director of Finance Robert Gain, Fire Chief Ivan A. Robinson, Police Chief Richatd Barhite, Director of Public Works. Della Doyle,City Clerk It was moved by Councilman Peavey, seconded by Councilman Giddings and passed that the minutes of July 14th, and 17th, 1958 be approved as corrected. The City Clerk read the following Correspondence: A letter from the Assembly Interim Committee on Municipal and County Govern- ment announcing a hearing and studies on special districts acts. This was refer- red to the City Manager. Letters from the Department of Public Works, State of California and the Division of Highways regarding the traffic problem at Lakewood and Firestone and stating that an investigation had been completed on the conditions at the inter- section and as a result, it was found advisable to remodel the signals and chan- nelize Firestone and Lakewood for left- turning movements. Further study being made of the traffic on Lakewood would be reported later. A letter requesting an extension of time allowed to complete the improvements on the Lucci Manor Development Tract No. 21227 to a date prior to September 30, 1958. It was moved by Councilman Peavey, seconded by Councilman Stamps and passed by the following vote that an extension be so granted. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum The copy of a letter written by Mr. King to Mr. Jim Higgins regarding the entrance to the park off Lakewood Boulevard as it affects Arrington Avenue. The copy of a letter to the Public Utilities Commission written by David Odell, Assistant Director, Rancho Los Amigos Hospital regarding the discontinued service of the Cross Town Bus Lines from the hospitals grounds. This letter was referred to the City Manager. A letter from John W. McMichael, architect for Mrs. Edma Mae Leach requesting the refund of that they have expended for license, plan check and building permits and through no fault of their were not able to continue. It was brought out by a memo from Ray T. Lake, Direcotr of Building Department that the code specifies that only an 80% refund of the building permit fee is refundable. It was ordered by the Council that a refund of $169.00 or 80% of the total $212.00 be made to John W. McMichael. An announcment of the Central Water Basin meeting on August 7th, 1957 An announcement of the Directors of the League of California Cities- August 7th. Mr. James L. McPhail, 7411 Firestone Place, acting as spokesman for the resi- dence in the area of the Harvey Drive -In presented petition requesting that the drive -in portion of Harvey's be closed. It was pointed out by the CityAttorney that this could not be done without closing all drive -in restaurants within the City. Mr. Douglas Bishop, 7429 3rd St., suggested that if food was not served in automobiles after the hour of 10:00 p.m. that it would relieve the situation. H.P.Hogarth, 7428 3rd St. and William Carmack, 7429 Firestone Place requested that some action be taken immediately. It was moved by Councilman Peavey, seconded by Councilman Giddings, and pass- '—' ed by the following vote that the City Attorney be instructed to draw an Ordinance regulating the parking lot to slaw traffic and eliminate the serving of food to automobiles after the hour of 12 :00 p.m. at drive -in restaurants. RESOLUTION NO. 2-73 X7 7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING THE EXPENDITURE OF COUNTY AID TO CITIES FUNDS ON STEWART AND GRAY ROAD AND PARAMOUNT BOULEVARD, AND AN APPURTENHNT DRAINAGE EASEMENT WITHIN THE CITY OF DOWNEY. The resolution was read by title only. It was moved by Councilman Giddings, seconded by Councilman Peavey, and passed that further reading be waived. It was moved by Councilman Peavey, seconded by Councilman Stamps, and pass- ed by the following vote that Resolution No. 273 be adopted. (Leach) The resolution was read by title only. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed that further reading be waived. SAID PORTION LYING WESTERLY OF DOWNEY AND SANFORD BRIDGE ROAD. It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed that further reading be waived. It was moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that Resolution No. 276 be adopted and the hearing date be set for 8:00 a.m., September 23, 1958. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: i Councilman: Dunnum The Mayor adjourned the meeting at 9:30 a.m. for a 10 minute recess. Council reconvened at 9:45 a.m. The City Manager and the Director of Public Works presented a map showing the proposed channelization of Woodruff and Egliss. After some discussion it was moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that the plan be adopted as revised and that the Director of Public Works be authorized to prepare plans and specifications and call for bids. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum Request was made for authorization to circulate petitions on Stamps Avenue - Improvement District _ #24. After some discussion this was held for further study on the possibility of opening the new street as a through street. It was moved by Councilman Stamps, seconded by Councilman Giddings and passed that authority be given to circulate petitions on Improvement District #27 an alley between Avon and Manatee. It was moved by Councilman Stamps, seconded by Councilman Peavey and passed that authority be given to circulate petitions on Improvement District #29- Otto Street Sewer. There were only two proposals from Accounting Firms for the auditing of the City, These were presented; Woodcoch and Marincovich of Torrance with an estimate of $1,750.00 per year and the other from Diehl, Evans and Company, currently doing the City Auditing, for a maximum of $1,200.00 per year. It was moved by Councilman Stamps, seconded by,Councilman Giddings, and pass- ed by the following vote that the firm of Diehl, Evans and Company be retained as the City Auditors. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum A report was given on the vacation of Borson and Glynn Street. The Mayor ordered this matter tabled until Councilman Dunnum could be present. Mr. King presented an option for the property located at 9500 E. Florence by Mrs. Leora M. Peterson for $252000.00. Discussion as to the use of this pro- perty for the Fire Station in that area followed and Councilman Giddings moved, Councilman Peavey seconded and it was passed by the following vote that an offer of $20,000.00 be made by the City Manager today and that a report be made this evening as to the possibility of the purchase. AYES: 4 Councilmen: Stamps, Giddings, Peavey, Temple NOES: 0 ABSENT: 1 Councilman: Dunnum Mayor Peavey gave a report on the Conference on Metropolitan Provlems held in Berkeley, July 24 -25, 1958. Councilman Giddings reported that he was getting complaints on the garbage collections. I After some discussion the City Manager was authorized to investigate the cost of trucks and maintenance for the City to handle the garbage pickup in the future. It was suggested that letters be written to each of the present contract- ors in regard to the service being rendered. Mr. King requested approval for a weeks vacation starting July 30th,1958. There being no objections the Mayor voiced the approval of the Council and granted the vacation as requested. There being no further business the meeting adjourned. City Clerk Mayor
