Mayor Carroll M. Dunnum presided. Assistant, Public Works Richard Barhite, Director of Public Works Della Doyle, City Clerk The City Clerk read the following correspondence: A letter from the Mayor of the City of Maywood expressing the sincere thanks of the Maywood City Council for the cooperation given by our Fire De- partment during their emergency. Received and filed. A letter from the National Municipal League inviting Mr. King to attend the 64th annual National Conference on Government in Colorado Springs September 14 -17, 1958 and to participate in the various sessions which will deal with such problems as annexation, financing capital improvements, regional planning, urban renewal, and others faced constantly. Received and filed. A petition protesting the noise and the littering from automobiles enter- ing and leaving Harvey's Broiler on Firestone Place. Received and filed. A letter from Dr. Gladys Stevenson and Clinton H. Stevenson protesting the compromise submitted by Mr. Lansdale regarding access rights to the Stone - wood Shopping Center. Received and filed. A letter from Jack Arian and Associates offering to put in a complete variety of regular rides, amusements and entertainments on the grounds of The Supply Sergeant as an inducement to keep local residents at home, as well as bring residents of adjacent communities here to do their shopping. The plan to accomplish this is outlined in the letter, together with a list of the mer- chants who are in favor of this promotion. Received and filed. A notice from the League of California Cities announcing its 60th Annual Conference to be held at the Biltmore Hotel, Los Angeles, California October 26 -29, 1958. Received and filed. A notice frDm the League of California Cities announcing the regular meeting for the month, July 17th, 1958, to be held at the Hollywood Turf Club, Inglewood. Received and filed. Two applications for street vacations having only the legal description. These were referred to Public Works for further information. ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING TO ARTICLE III THEREOF A NEW CHAPTER TO BE DESIGNATED CHAPTER 6. (Water Mains) The ordinance was read in full. Mr. King read the latest report of the Traffic Committee in regard to the traffic problem in the vicinity of Pomering Road, Firestone Place, and 3rd Street. He once again outlined the three plans that had been previously submitted. It was recommended that Plan A be adopted. Councilman Giddings took his seat at 8:16 p.m. Mr. H. E. Ortner, 7605 East Fourth Place spoke against the plan. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that the City Council finds that it is necessary for the preservation of property rights, public health, and safety, that mea- sures be taken to control the traffic at Pomering Road, Firestone Place, and 3rd Street. 4 AYES: Councilmen: 0 NOES: Councilmen: 0 ABSENT: Councilmen: 1 ABSTAIN: Councilman: Peavey, Stamps, Temple, Dunnum Giddings It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that Plan A as presented be put into effect and authorization for the installation of a street light at the intersection of Pomering and Firestone Place be given and that the Chief of Police be auth- orized to do such things as might be necessary to comply with the intent of this motion: 4 AYES: Councilmen: Peavey, Stamps, Temple, Dunnum 0 NOES: Councilmen: 0 ABSENT: Councilmen: 1 ABSTAIN: Councilman: Giddings Mr. King read a report from the Traffic Committee pertaining to the traffic problem on Eglees and Gotham. The following people spoke in protest to the curbs as suggested by the Traffic Committee and asked that further study be given to closing Eglees at Woodruff: Mr. C. H. Cochran, 9333 Gotham, Downey Mr. J. F. Pohl, 9315 Gotham, Downey Mr. Irwin Mason, 9321 Gotham, Downey After some discussion, this matter was referred back to the Traffic Committee to meet with the people and be continued until the next regular Council meeting of July 14th, 1958. RESOLUTION NO. 260 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY FINDING AND DETERMINING THAT THE PUBLIC INTEREST, CON- VENIENCE, AND NECESSITY REQUIRE THE ACQUISITION IN FEE OF CERTAIN PROPERTY FOR PUBLIC BUILDINGS AND GROUNDS. (Stonewood Shopping Center) The resolution was read in full. It was moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that Reso- lution No. 261 be adopted: Ml 5 AYES: Councilmen: Stamps, Temple, Giddings, Peavey, Dunnum 0 NOES: Councilmen: 0 ABSENT: Councilmen: A resolution was presented requiring stops at the intersections of cer- tain streets in order to control the traffic in the residential areas northerly of the Stonewood Shopping Center. RESOLUTION NO. 262 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUIRING STOPS AT THE INTERSECTION OF CERTAIN STREETS. The resolution was read in full. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that Reso- lution No. 262 be adopted: 5 AYES: Councilmen: Stamps, Temple, Giddings, Peavey, Dunnum 0 NOES: Councilmen: 0 ABSENT: Councilmen: Councilman Giddings stated that consideration should be given to ways and means that could be worked out satisfactorily to control the north -bound traffic from the Stonewood Shopping Center, and he openly invited the public to call him if the traffic was not adequately controlled. RESOLUTION NO. 263 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY PROVIDING RATES OF COMPENSATION FOR CERTAIN EMPLOYEES AND RESCINDING RESOLUTION NO. 220. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that Resolution No. 264 be adopted: 5 AYES: Councilmen: Stamps, Temple, Giddings, Peavey, Dunnum 0 NOES: Councilmen: 0 ABSENT: Councilmen: Mr. King presented the Summary of Bids on Contract 9 (Parking Meters), and stated that it was the committee's recommendation that the bid be awarded to the Traffic Appliance Corp, for the Duncan - Miller Meters, feeling the points listed below more than justify the additional cost of the $1.50 per meter for the Miller Manual Meter over the Dual Automatic Meter: 1. Less frequent coin jamming 2. Better visibility of Violation Flag 3. Elimination of manual checking of meter prior to writing of traffic citation 4. Positive Violation Flag 5. Lesser number of moving parts 6. Less time consumed in overhauling 7. Less inventory of spare parts 8. Easier and more rapid to adjust 9. Elimination of winding 10. Better construction through use of castings It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed by the following vote that the Parking Meter bids be awarded to the Traffic Appliance Corporation for the Duncan - Miller Manual Meters for the total bid price, including sales tax, of $1,979.67, for the reasons speci- fied above: 5 AYES: Councilmen: Stamps, Temple, Peavey, Giddings, Dunnum 0 NOES: Councilmen: 0 ABSENT: Councilmen: Mr. King stated that application had been submitted to the State Civil Defense office for a $16,272.00 refund for Civil Defense operations in con- 0-ft nection with purchase of radio equipment for Police, Fire, and Public Works. It was moved by Councilman Peavey, seconded by Councilman Temple, and so ordered that the Rose Float Committee be reappointed for the coming year. Mr. King reminded the citizens that there would be dedication ceremonies at the City Hall at 10:30 for the opening of the new City Library. Mr. King reported that the 70' piece of property designated as 8415, 8417, 8419 East Firestone Boulevard, Downey, might possibly be available through the estate of Mary J. Hagan. It was moved by Councilman Giddings, seconded by Councilman Temple, and passed that the City Manager and the City Attorney be authorized to ascertain by proper means the full value of the 70' piece of property designated as 8415, 8417, 8419 East Firestone and that an offer not to exceed $27,500 be made for the property. Councilman Giddings stated that resolutions had been passed authorizing the purchase of property for future fire stations, and he thought action should be taken to do so without further delay. It was so ordered. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that negotiations be made for the sale of the property on Clark Avenue, which property was acquired by the City through the distributions of assets of the Los Angeles County Fire Protection District. 5 AYES: Councilmen: Stamps, Temple, Giddings, Peavey, Dunnum 0 NOES: Councilmen: 0 ABSENT: Councilmen: It was moved by Councilman Peavey, seconded by Councilman Temple, and so ordered that investigations be made on a long range plan basis as to the poss- ibility of the Sanitation District #2 building an incinerator to take care of the refuse for the surrounding areas and that a resolution be drawn up accord- ingly and sent to the Sanitation District #2 when it is completed. It was suggested by Mayor Dunnum that a resolution be drawn up regard- ing the traffic problem at Lakewood and Firestone Boulevards and send a copy to state officials asking for traffic control at said intersection. Hearing no objections, it was so ordered that a resolution be drawn up and a copy sent to all interested bodies. Mr. Jack Arian addressed the council and asked permission to put in the Kiddieland rides as a legal business on the premises of The Supply Sargeant. The council stated he would have to consult the business ordinance regarding this. Florence Supera, 12602 Eastbrook, inquired as to what could be done to control the odor from the Downey Red Star Fertilizer.
