HomeMy WebLinkAboutMinutes-06-16-58-Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD JUNE 16th,1958 The City Council of the City of Downey held an adjourned meeting in the Council Chambers of the Downey City Hall at 7:30 p.m. on June 16th, 1958. Mayor Pro - Tempore Scott E. Temple presided until 8:15 p.m. when Mayor Carroll M. Dunnum took his place. This was a joint meeting with the Finance Advisory .� Committee. PRESENT: Councilmen: Temple, Peavey, Stamps ABSENT: Councilmen: Dunnum, Giddings (Until 8:15 p.m.) ALSO PRESENT: Finance Advisory Committee Dan MacKenzie, Chairman William R. Wanamaker Alvin B. Springer Murray Tanner Ed. Morrison Blayne Hutchison, Sr. ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Ray Lake, Director of Building & Safety Dan McNutt, City Planner Robert W. Gain, Fire Chief Don Simpson, Assistant City Engineer Roy Starkey, Director of Finance It was moved by Councilman Peavey, seconded by Councilman Stamps, and so ordered that the minutes of the meeting held June 9th, 1958 be corrected by deleting the words "to consider the items pertaining to 1958 -59 budget only" from the last paragraph. Chairman Dan MacKenzie gave a resume of the Finance Advisory Committee's previous study of the budget as presented. Jim Brown, Chairman of the Downey Community Youth Center Committee and representative of the Coordinating Council,presented the recommended program of a Youth Center to be built in the City of Downey. The suggestion was that the City of Downey increase the tax rate to provide approximately $100,000.00 for the building, that the Service Clubs furnish the center, and that the Park and Regreation District furnish the necessary upkeep and personnel. Mrs. Richard Swan of the Junior Women's Club and the Coordinating Council spoke in behalf of this plan. After some discussion, the City Council advised that they would give the matter further study before making any commitment. Councilmen Dunnum and Giddings, together with Mr. Blayne Hutchison, took their places at 8:15 p.m. The joint bodies then made a complete review of the Budget for 1958 -59 on a page by page basis, making the necessary changes that were effected by the additional personnel authorized for the Police Department by the Council at the meeting of June 9th, 1958. The Finance Committee felt that inasmuch as they were being asked to approve the entire Budget, and that the salaries and wages were a very large part thereof, it would be advisable to have a joint meeting with the Personnel Advisory Board to review this portion of the Budget. This meeting was tentatively set for 7:30 a.m., June 23rd, 1958 at the Pow Wow Restaurant at the corner of Firestone and Lakewood Boulevards. Mr. King then outlined the Capital Improvements as set forth in the Budget and again brought the attention of the Council to the fact that if any action was to be taken on the property,owned by Mrs. Edna Mae Leach,located on 2nd Street and be considered as a mall for the Civic Center, it should be done at this time. 3 After some discussion, Councilman Peavey moved, Councilman Stamps seconded, and it was passed by the,following vote that the City Attorney and the City Manager be given authority to negotiate with Mrs. Leach for the purchase of the property and to start condemnation proceedings based upon the appraisal of $36,000.00. 5 AYES: Councilmen: Giddings, Stamps, Peavey, Temple, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None This action is based primarily on the recommendation of the Downey Elementary School Board that they withhold property on the corner of Brookshire and 2nd Street for the use of their administration building and reduce the purchase price of the Civic Center property by e like amount: the estimated value of $30,000.00 to $35,000.00, to be utilized for the purchase of the Leach property. The Finance Advisory Committee and the City Council recommended that an additional $10,000.00 be added to the $260,000.00 to include the purchases of the City Hall and the Leach property. After some discussion as to the Capital Improvements recommended for the Fire Department, the Finance Advisory Committee and the City Council recommended that an additional $15,000.00 be added to the $60,000.00, so that funds would be available to acquire property for the 4th Fire Station. Discussion then turned to the $12,000.00 allocated to Decorate & Promotional (account #331- General Government- Operating Budget). Mr. King recommended that informative brochures and literature be printed and distributed to better inform the citizens of the progress of the City. It was moved by Councilman Giddings, seconded by Councilman Temple, and passed by the following vote that the City Manager be given authority to contract for brochures and literature for public information in an amount not t6 exceed $3,000.00 from the above mentioned account. 5 AYES: Councilmen: Giddings, Stamps, Peavey, Temple, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None The allocation for the Chamber of Commerce was considered. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following vote that $5,000.00 be allocated for the Chamber. The same stipulations that were in the formal agreement of 1957 -58 will be effective. 5 AYES: Councilmen: Giddings, Stamps, Peavey, Temple, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None The allocation for the Junior Chamber of Commerce was ttai considered. It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that $1,200.00 be granted to the Jr. Chamber of Commerce on the same terms as were outlined in the previous agreementfor 1957 -58. 5 AYES: Councilmen: Giddings, Stamps, Peavey, Temple, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None It was moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that $1,000.00 be allocated to the Downey Museum of Art for the year of 1958 -59 and that certain requirements be outlined in a formal agreement. 5 AYES: Councilmen: Giddings, Stamps, Peavey, Temple, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None It was moved by Councilman Giddings, seconded by Councilman Temple, and passed by the following vote that the City Manager be authorized to sign a contract with the Smutz Advertising Agency for technical assistance in pre- paring the brochures in an amount not to exceed $3,000.00. 5 AYES: Councilmen: Giddings, Stamps, Peavey, Temple, Dunnum 0 NOES: Councilmen: None 0 ABSENT:Councilmen: None After these allocations were made, it left a balance in this account of $1,800.00 in the Budget for unforseen emergencies. There being no further business, the meeting adjourned at 11:30 p.m.
