Mayor Carroll M. Dunnum presided. PRESENT: Councilmen: Temple, Peavey, Dunnum ABSENT: Councilmen: Stamps, Giddings It was moved by Councilman Temple, seconded by Councilman Peavey, and so ordered that the meeting adjourn to the cafetorium. The City Council of the City of Downey reconvened in the cafetorium. PRESENT: Councilmen: Temple, Peavey, Stamps, Giddings, Dunnum ABSENT: Councilmen: None ALSO PRESENT: Oren L. Gain, Fire Chief Ray Lake, Director of Building & Safety A. C. Gabriel, Purchasing Agent Lester Bergslein, Librarian The Reverend H. W. Power, Pastor of the Grace Baptist Church, gave the invocation. Mayor Carroll M. Dunnum announced that this was the time, date, hour, and place for the Stoakes Avenue Lighting District public hearing. In response to the Mayor's question, "Are there any written protests received ? ", the City Clerk stated there were 20 letters of protest over and above the petitions pre- viously rendered. Mr. Mallory from the County Engineer's Office reported that the petitions of protest as presented amounted to 79.77% of the area of the district. Mayor Dunnum inquired as to whether anyone wished to withdraw their protest as pre- viously filed. There being no response, it was moved by Councilman Temple, seconded by Councilman Giddings, and so ordered that the protests be filed and the hearing closed. It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed by the following vote that since the protests constituted over the required 50% of the area of the Stoakes Avenue Lighting District (Downey Improve- ment #2) the proceedings be abandoned: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 ABSENT: Councilmen: None •-- 0 NOES: Councilmen: None Mayor Dunnum announced that this was the second event of the Youth in Government program and introduced the students from Warren High who had filled the administrative offices for the day. John Wells, Student Mayor for the day, expressed his thanks to the City Council and the City of Downey for the oppor- tunity to take part in the Youth in Government program. There being no corrections or additions to the minutes of May 26th, 1958 and June 2nd, 1958, Mayor Dunnum ordered them approved as presented. The City Clerk read the following correspondence: A letter from the County Boundary Commission notifying that the City of Lynwood had filed a proposal for annexation of territory known as Wright Road Annexation No. 12. A letter from the County Boundary Commission notifying that the City of Whittier had filed a proposal for annexation of territory known as Annexation No. 7. A letter from the Downey Chamber of Commerce regarding the study on the pros and cons of the recommendations of Fire Chief, Robert W. Gain, on fire zones. A letter from Earl W. Harrison, Alphonse J. Meyer, Nick Angelo, Charles E. Massey, Sam Donemici, R. A. Sterling, Karl Palas, and Jerome M. Page pro- testing Zone Change Case No. 40 (H.L. Dougan, Res. #32). Mayor Dunnum ordered these letters received and held for consideratian at the time the Planning Commission renders a decision, tentatively scheduled for Monday, June 23rd, 1958. A letter from the City of South Gate expressing sincere appreciation and thanks to the Downey Fire Department for their prompt and efficient service rendered May 28th, 1958 at the General Veneer Company fire. Mayor Dunnum ordered the letter received and filed. A letter from John W. Ezzell resigning from any active committee work. Mr. King's reply was read and submitted for approval. It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed by the following vote that John W. Ezzell's resignation be accepted with regrets and that the reply written by Mr. King be approved and sent to Mr. Ezzell: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None A letter from the Southern Pacific Company concerning the question of line haul and switching rates for Downey. Mayor Dunnum ordered the letter accepted and filed. A letter from the Junior Chamber of Commerce stating that their contract with the City expires June 30th, 1958 and asking that the City Council increase the current $600 grant to $1,600 for the Calendar Year 1958 -59. Mayor Dunnum ordered the letter referred to the City Manager for budget study. A letter from Lottie K. Myers requesting a hearing before the City Council regarding Zone Exception Case No. 64 which was denied by the Downey City Planning Commission. A hearing was set for June 23, 1958. Mayor Dunnum at this time commended the Citizens of Downey on the orderly manner in which they presented their side of the controversy at Stonewood Shopp- ing Center hearing Monday evening, June 2nd, 1958. ORDINANCE NO. 99 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTIONS 7212, 7212.1, 7212.2, AND 7212.3 OF THE DOWNEY MUNICIPAL CODE, WHICH SAID SECTIONS RELATE TO SEWER CONNECTIONS. The ordinance was read by title only. It was moved by Councilman Peavey, seconded by Councilman Stamps, and so ordered that further reading be waived. It was moved by Councilman Temple, seconded by Councilman Giddings, and so ordered that approval be given the Plans and Specifications for traffic signals at Imperial & Rives and authority be given to call for bids. It was moved by Councilman Temple, seconded by Councilman Peavey, and passed by the following vote that authority be given to call for proposals from qualified auditing firms to be considered at the June 23rd regular Council meeting: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None Mr. King presented the Summary of Bids on Automobiles, Maintenance and Re- placement on Street Department equipment and stated that the lowest and best bidders were the Downey Auto Center ($21,135.13), Brown Bevis Industrial ($11,386.96), Essick Machinery Company ($4,144.83), and Santa Fe Equipment Co. ($5,543.20). It was moved by Councilman Giddings, seconded by Councilman Temple, and passed by the following vote that the Street Department equipment bids be awarded to the lowest and best bidders, the Downey Auto Center ($21,135.13), Brown Bevis Industrial ($11,386.96), Essick Machinery Company ($4,144.83), and Santa Fe Equipment Company ($5,543.20): 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None Mr. King again presented the proposal set up by the McNaughton Libraries, Inc, and the council called on Mr. Bergslien, the City Librarian, to explain further the advantages of the McNaughton system. It was moved by Councilman Giddings, seconded by Councilman Temple and passed by the following vote that the McNaughton system be approved for one year at the rate of $175.00 per month and the City Manager shall be authorized to sign the contract: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None Mayor Dunnum called on Mr. H. L. Bowen to give the report of his com- mittee on the drainage problem at Stewart & Grey Road. Mr. Bowen explained his report to the City Council, and same said report was ordered received and referred to the Public Works Department for study and a report back to the City Council. Mr. Wilburn E. King, Principal of the Ed. C. Lewis School, spoke in behalf of the petition previously presented requesting that the crossing guard be retained at Foster Road and Bellflower Blvd, where a signal has recently been installed at that crossing. Mayor Dunnum, hearing no objec- tions, ordered that the crossing guard be retained. Mayor Dunnum called for the reports on the ingresses and egresses to the Stonewood Shopping Center. Mr. McNutt submitted a rough sketch of the area involved and presented the possibilities of building a service road on Cecilia, closing off the northern section by means of a concrete abutment. The following people spoke against the recommendations of such a plan: Mr. William G. Greene, 10225 Chaney, Downey Mr. Richard C. Gusse, Jr., 9308 Fostoria, Downey Mr. Clyde Hausel, 9227 Cecilia, Downey Mrs. Thelma L. Quigley, 10741 Shellyfield, Downey Mr. Arth Holding, 10248 Woodruff, Downey Mr. C. H. Stevenson, 10806 Woodruff, Downey Spokesman for the Shopping Center was Mr. Van Petten. After considerable discussion, it was suggested that representatives from each side work with the City of Downey and a disinterested party from the State Department of Highways be consulted for recommendation in this instance. A report is to be made to the council at the next regular meeting, June 23, 1958. Mr. King presented suggested requirements for additional personnel as covered in the 1958 -59 budget. After some discussion, it was moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that authority be given to recruit 17 uniformed officers plus 2 clerks, totaling 19, for traffic en- forcement to replace the State Highway Patrol officers as of July 1, 1958. 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that 6 additional firemen be employed by the Fire Department; as of July 1, 1958. 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed by the following vote that 12 additional personnel be hired to activate the Street Department as of July 1, 1958. 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None Mr. King presented the Summary of Bids on Contract No. 9 (Parking Meters), and Mr. Gabriel, Purchasing Agent, outlined the recommendations. Mr. Crosby, representing the Dual Parking Meter Company, requested fur- ther consideration in this matter and asked that the Council contact other cities using Dual Parking Meters before making a final decision on the bids submitted. The matter was taken under submission. Mr. King presented the Summary of Bids on Contract No. 8 (Miscellaneous Paveouts), and recommended that the bid be awarded to the lowest and best bidder, Sully - Miller, in the amount of $10,411.60. 345 It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that the contract be awarded to the lowest and best bidder, Sully- Miller, in the amount of $10,411.60, for the bids received on Contract No. 8 (Miscellaneous Paveouts). 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None There being no further business, it was moved by Councilman Temple, seconded by Councilman Giddings, and so ordered that the meeting be adjourned to 7:30 P.M.
