HomeMy WebLinkAboutMinutes-06-02-58-Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD JUNE 2nd, 1958 The City Council of the City of Downey held an adjourned meeting in the Council Chambers of the Downey City Hall at 7:30 p.m. on June 2nd, 1958. Mayor Carroll M. Dunnum presided. PRESENT: Councilmen: Peavey, Temple, Dunnum ABSENT: Councilmen: Giddings, Stamps It was moved by Councilman Temple, seconded by Councilman Peavey, and passed that the meeting adjourn to the cafetorium. The City Council of the City of Downey reconvened in the cafetorium: PRESENT: Councilmen: Giddings, Temple, Peavey, Stamps, Dunnum ABSENT: Councilmen: None ALSO PRESENT: Oren L. King, City Manager Ivan A. Robinson, Chief of Police Richard G. Barhite, Director of Public Works Don Simpson, Assistant Engineer A. C. Gabriel, Purchasing Agent Dan McNutt, City Planner Royal M. Sorensen, City Attorney Della Doyle, City Clerk Mr. King presented Summary of Bids on Automobiles, Maintenance, and Replacement for the Police cars and equipment for the Street Department as opened Thursday May 29, 1958 at 10:00 A.M. and recommended that the bid be awarded to the Downey Auto Center, the lowest and best bidder. It was moved by Councilman Temple, seconded by Councilman Peavey, and passed by the following vote that the bid for the following equipment for the Police Department be awarded to the Downey Auto Center, the lowest and best bidder: 4 Black and White 4 dr sedans 1,975.17 7,900.68 3 undercover 4 dr sedans 1,901.82 5,705.46 1 Station Wagon 2,220.33 2,220.33 15,826.47 Sales Tax 633.06 Total 16,459.53 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None The bid summary on the Public Works equipment for the Street Department was taken under submission until the regular council meeting Monday night June 9th. The City Manager presented a proposal from McNaughton Libraries, Inc. and recommended that it be approved by Council. It was the desire of the Council to further study the McNaughton System to be used in the City Library and have this placed on the agenda for the regular council meeting Monday night, June 9th. Mr. King presented a summary of bids received on remodeling the Library Building, the total cost to be $1,583.00. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that approval be given to proceed with the remodel- ing of the Library Building as presented and that the money be transferred the unappropriated fund: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None 337 The City Clerk read a letter from The Hoag Company requesting that the hearing set for July 14, 1958 on Zoning Case #56 be set up to the June 23rd meeting. It was moved by Councilman Giddings, seconded by Councilman Temple, and passed by the following vote that the hearing date as set for July 14th be moved up to June 23rd as requested: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None RESOLUTION NO. WS 66 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. ( #1774 -- $650.00) The resolution was read by title only. It was moved by Councilman Giddings, seconded by Councilman Temple, and passed that further reading be waived. It was moved by Councilman Stamps, seconded by Councilman Giddings, and passed by the following vote that Resolution No. WS 66 be adopted: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None Mayor Dunnum announced that now was the time, and this was the place for the public hearing on the Stonewood Shopping Center egresses and ingresses. Mayor Dunnum stated that each side would be given a total of forty (40) minutes in which to state their views on the subject, and twenty (20) minutes would be allotted each side for rebuttal. The following people spoke against Resolution No. 237, which allowed for ingresses and egresses to the Stonewood Shopping Center: Mr. William G. Greene, 10225 Chaney Avenue, Downey, spokesman for the opposi- tion, read a report on the complete history of the case, taking 23 minutes of the allotted 40, and he presented exhibits to the City Clerk. Mayor Dunnum asked Mr. Greene to call on those wishing to speak against the ingresses and egresses to the Stonewood Shopping Center (Resolution No. 237). The following people spoke: Mrs. Edith Harney, 10447 Chaney Avenue, Downey Clyde R. Housel, 9227 Cecilia Street, Downey Arthur W. Crawford, 10241 Chaney Avenue, Downey Roy Showalter, 10429 Chaney Avenue, Downey Blaine Arrington, 10602 Haledon Avenue, Downey Mary E. Hollis, 10230 Cord Avenue, Downey C. H. Stevenson, 10806 S. Woodruff Avenue, Downey Mr. Greene relinquished 10 minutes of their allotted time. Mayor Dunnum called Mr. H. 0. Van Petten, 10619 Planett Avenue, Downey, spokesman for Mr. Lansdale, to the floor. Mr. Van Petten spoke for 17 minutes, and then he was given the same privilege as Mr. Greene to call on those wishing to speak in behalf of the ingresses and egresses to the Stonewood Shopping Center. The following people spoke: Mr. Harry Boand, 10340 Downey Avenue, Downey Mr. Ford Dickerhoff, 11102 Lakewood Boulevard, Downey Mr. Ed Carmichael, 9503 E. La Villa, Downey R. M. McLennan, M.D., 10326 Downey Avenue, Downey Mr. Van Petten used up the remaining time with a brief outline of why the ingresses and egresses would be beneficial to the City of Downey. Mayor Dunnum stated that they would now have time for rebuttal from both sides, and since Mr. Greene had previously relinquished 10 minutes of his time, he would be given 30 minutes instead of the allotted 20. During the rebuttal, the following people spoke in opposition of Resolution No. 237: Mr. W. G. Greene, 10225 Chaney Avenue, Downey Mr. Arthur W. Crawford, 10241 Chaney Avenue, Downey Mrs. Mary E. Hollis, 10230 Cord Avenue, Downey Mrs. Cecilia Garfield, 10724 Haledon Avenue, Downey Mrs. Edith Harney, 10447 Chaney Avenue, Downey Mr. J. B. Orme, 9322 Fostoria, Downey Mr. Robert E. Garstang, 10361 Chaney Avenue, Downey Mr. M. F. Ballard, 10426 Chaney Avenue, Downey Mrs. W. A. Furnish, 10724 Shelleyfield, Downey Mr. W. G. Greene concluded by reading the last part of the petition which had been previously presented to the council. Mr. Van Petten spoke briefly for 6 minutes and relinquished the remainder of his rebuttal time. The Council requested that the following people submit complete written reports and recommendations to the Council on the Stonewood Shopping Center problems: Ivan A. Robinson, Chief of Police Robert W. Gain, Fire Chief Richard G. Barhite, Director of Public Works Dan McNutt, City Planner After some discussion, it was moved by Councilman Giddings, seconded by Councilman Stamps, and passed by the following vote that the City Attorney pre- pare a resolution rescinding Resolution No. 237: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None RESOLUTION NO. 252 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY RESCINDING RESOLUTION NO. 237. The resolution was read in full. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed by the following vote that Resolution No. 252 be adopted: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None It was moved by Councilman Giddings, seconded by Councilman Temple, and passed by the following vote that the written reports and recommendations as requested on the ingresses and egresses to the Stonewood Shopping Center be made available at the next regular Council meeting June 9th, 1958: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: Councilmen: None 0 ABSENT: Councilmen: None There being no further business, the meeting adjourned.
