OF THE CITY OF DOWNEY
HELD JUNE 23rd,1958
The City Council of the City of Downey held a regular meeting in the
Council Chambers of the Downey City Hall at 7:30 p.m. on June 23rd, 1958.
Mayor Carroll M. Dunnum presided.
PRESENT: Councilmen: Stamps, Temple, Dunnum
ABSENT: Councilmen: Giddings, Peavey
It was moved by Councilman Temple, seconded by Councilman Stamps, and
passed that the meeting adjourn to the cafetorium.
The City Council of the City of Downey reconvened in the cafetorium:

The Reverend Norman Smith, Downey Rivera Foursquare Church gave the
invocation.
Mayor Dunnum announced that this was the time and place fixed for the
public hearing on Zone Case #56 (Jesralla T. Johns (Hoag)). Inasmuch as two
of the councilmen were absent, it was moved by Councilman Temple, seconded by
Councilman Stamps, and passed by the following vote that the hearing be con-
tinued to the next regular meeting, July 14th, when the council could act as
a whole:

Mayor Dunnum announced that this was the time and the place fixed for the
public hearing on Zone Case #64 (Lottie K. Myers - Florence & Rives). Inasmuch
as two of the councilmen were absent, it was moved by Councilman Temple, seconded
by Councilman Stamps, and passed by the following vote that the hearing be con-
tinued to the next regular meeting, July 14th, when the council could act as a
whole:

Mayor Dunnum announced that this was the time and place fixed for the
annual budget hearing and asked if there were any questions from the citizens.
Mr. Art Crawford, 10241 Chaney Avenue, asked if the budget was broken down
in funds; and Mr. LeRoy Starkey, Director of Finance, assured him that it was.
Mr. Dan MacKenzie, Chairman of the Citizens Finance Committee read a com-
plete report of approval given by the committee.
It was moved by Councilman Temple, seconded by Councilman Stamps, and so
ordered that the hearing be closed on the 1958 -59 Budget since there were no
more comments from the floor.
It was moved by Councilman Temple, seconded by Councilman Stamps, and
so ordered that the minutes of June 9th, 1958 be approved as corrected.
It was moved by Councilman Stamps, seconded by Councilman Temple, and
so ordered that the minutes of June 16th, 1958 be approved as presented.
The City Clerk read the following correspondence:
A letter from the Los Angeles County Boundary Commission notifying that
the City of South Gate has filed a proposal for the annexation of territory
known as 10th Addition Territory Annexation, filed on May 23, 1958. Mayor
Dunnum ordered this letter accepted and filed.
A letter from the University of California announcing that a regional
conference on Metropolitan Government problems will be held at the Claremont
Hotel, Berkely, California on Thursday and Friday, July 24 -25, 1958. Mayor
Dunnum ordered this letter accepted and filed.
A letter from the City of New Orleans stating that the VII Inter - American
Congress of Municipalities will meet in Rio de Janeiro, Brazil from November 10-
15th, 1958 and asking that leading municipal officials join in making up the
United States Delegation to this important meeting. Accepted and filed.
A letter from Frank G. Bonelli, County of Los Angeles Board of Supervisors,
requesting that the meeting to discuss general matters of importance and mutual
concern be postponed until after August 15th due to budgetary hearings and equali-
zation hearings which will require his time until then. Accepted and filed.
A letter from the Downey Park, Recreation & Parkway District requesting
that Leon Emerson be made liason person for the Park District and the City of
Downey. Mayor Dunnum approved this appointment and ordered the letter filed.
A card announcing a meeting of the Board of Directors of the Los Angeles
County Division, League of California Cities, at the Rodger Young Auditorium
in Los Angeles on Thursday, July 3, 1958 at 7:30 p.m.
A letter from Murray Kramer, Chairman of the Downey Retail Merchants
Association, thanking the Downey Police Department for their cooperation during
the Mad Mid -nite Sale.
A letter from Charles D. Woodworth requesting that the Planning Commission
be given the whole - hearted support of the Council in their zoning decisions in
order to curtail the number and intensity of appeals and strengthen the effec-
tiveness of the Planning Commission.
A letter from Edna Mae Leach offering her property located on Second Street
in Downey to the City of Downey at a price of $40,000.00.
A letter from the law offices of Richards, Watson, Smith & Van Petten,
Attorneys for Stonewood, stating that by its request to the City Council of
the City of Downey, dated June 20, 1958, or by its letter transmitting such
request or by any of the contents of such documents, does not, and does not
intend to, waive, relinquish or make any admission concerning:
1. Its claims, rights and interests arising out of the
transactions commonly referred to as its dedicating
access rights along Woodruff Avenue and Cecilia Street; or
2. Its claims, rights and interests arising out of the adop-
tion of Resolution No. 237 of the City Council of the City
of Downey or the rescission of such resolution.
A letter from the Stonewood Shopping Center stating that they are reducing
their request to only two additional entrances: one on Woodruff and one on
Cecilia; this is to be accomplished by a service road system inside the Shopping
Center, the Woodruff entrance to be mid -way between Cecilia and Fostoria, the
Cecilia entrance to be about mid -way between Haledon and Chaney. This would
save the City a great deal of money. Mr. Lansdale also offered to help solve
the Shelleyfield drainage problem by rendering their services in formulating
the plans of the City engineers.
Mayor Dunnum ordered these two letters accepted and filed.
A letter of protest from Norma V. Bleamaster regarding her notice from
the Downey Fire Department to clear her lot of dry grass and weeds within a
period of ten (10) days. This letter was referred to the City Attorney.
A letter from Paul B. McCance re: Lot #20, Tract 22634, requesting the
vacation of the 25 foot strip adjoining Lot #20 (Birchdale). Mayor Dunnum
ordered this request placed on the next regular agenda of July 14th, and
asked for reports from the department heads at that time.
Mr. Leon Emerson, representing the Chamber of Commerce, presented Awards
of Merit to Police Chief Ivan A. Robinson, Fire Department Chief Gain, Jack
Martin, head of the Detective Division, and Mayor Carroll M. Dunnum.
ORDINANCE NO. 102
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING THERETO
SECTION 3130.1 RELATING TO ESTABLISHING ONE -WAY STREETS.

RESOLUTION NO. 256
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA DECLARING ITS INTENTION TO IMPROVE DEMPSTER
AVENUE AND PRICHARD STREET WITHIN THE CITY OF DOWNEY AND
DETERMINING THAT BONDS SHALL BE ISSUED TO REPRESENT THE
COST THEREFOR, AND DECLARING THE WORK TO BE OF MORE THAN
LOCAL OR ORDINARY PUBLIC BENEFIT AND THAT THE EXPENSE
THEREOF SHALL BE ASSESSED UPON A DISTRICT, AND RESCINDING
RESOLUTION NO. 251.

Mr. King outlined the Traffic Committee Report and presented 3 possible
plans for the correction of a traffic problem in the vicinity of Pomering Road,
Firestone Place, and 3rd Street (Harvey's Broiler) . Mayor Dunnum ordered this
restored to the agenda for the adjourned meeting to be held Monday, June 30,1958
at 7:30 p.m.
Mr. King stated the Library would be opening officially July 1st and
thought it would be nice to have open house at 10:30 a.m.

so ordered that Open House be held in the Downey City Library at 10:30 a.m.

Mr. King suggested they hold the First Annual Police Review Monday
evening, July 14th, before the Council meeting. Hearing no objections,
Mayor Dunnum so ordered that the Police Department would hold their First
Annual Police Review Monday evening, July 14th before the Council meeting.
Councilman Temple asked for a report on the Stewart and Gray drainage
problem. It was requested that further study be made and report back to the
Council.
Ed Carmichael, spokesman for Mrs. Leach, addressed the Council and stated
that Mrs. Leach was withdrawing her offer to sell her property on Second Street
to the City at the mentioned price of $40,000.00 until such a time as definite
arrangements can be made with the Bank of America regarding the property facing
Firestone Boulevard.
W. K. Cousins, having rental property at 13448 Dempster, inquired as to
what could be done to speed up the improvement on Dempster. Mayor Dunnum
assured him everything possible was being done to expidite this improvement.
John Zaby, 9383 Gotham, asked the Council to investigate to see what could
be done to alleviate the hazard on Iglees and Gotham. Mayor Dunnum referred
this to the Director of Public Works.
Mr. Loren V. Reason, 7816 Puritan Street, presented a petition to have
the Public Address System removed from the Downey Little League ball field on
the Pius X High School Grounds, 7851 E. Gardendale Avenue, declaring its use
a public nuisance and disturbance of the peace. This petition was accepted
and ordered filed with the City Clerk. Chief Robinson is handling this matter.

passed that the meeting adjourn to Monday, June 30th, 1958 in the Council
Chambers of the City Hall at 7:30 p.m.
