HomeMy WebLinkAboutMinutes-05-05-58-Regular Meeting?/7 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD MAY 5TH, 1958 The City Council of the City of Downey held an adjourned meeting in the Council Chambers of the Downey City Hall at 7:30 P.M. on May 5th, 1958. Mayor Dunnum presided. PRESENT: Councilman: Stamps, Peavey, Temple, Dunnum ^� ABSENT: Councilman: Giddings ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Royal M. Sorensen, City Attorney Richard G. Barhite, Director of Public Works Dan McNutt, City Planner Ivan A. Robinson, Chief of Police Don Warren, Assistant Fire Chief Mrs. Grace Stubblefield, 8217 Devenir, representing the Gallatin Advisory Board of the Gallatin School District and representatives from each of the schools within the district appeared to request an interpretation of the City Ordinance governing carnivals. After some discussion, this matter was referred to the City Manager and the Chief of Police. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed that the minutes of the meeting held April 28th, 1958 be approved as presented. The City Clerk read an announcement of the 1958 Annual Conference of Mayors to be held in New Orleans September 11th through September 13th. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that the Mayor and any of the councilmen that so desire attend the Annual Conference of Mayors with necessary and reason- able expenses paid. AYES: 4 Councilmen: Stamps, Peavey, Temple, Dunnum NOES: 0 Councilmen: None ABSENT: 1 Councilman: Giddings A letter from the City of Santa Fe Springs requesting that the City of Downey lease them a fire truck for approximately three to four months commencing May 15, 1958 to be used until such time as delivery can be made on their new equipment was read. The City Attorney presented an agreement for the lease of the fire equipment. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed that this agreement be approved and that authority be given the Mayor to sign on behalf of the City. A letter was read from City Manager King advising that representatives from the Board of Fire Underwriters of the Pacific, working in conjunction with the National Board of Fire Underwriters, were making a survey in the city to determine the progress of the Fire Department in order that insur- ance rates may be determined. This letter was received and ordered filed. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that the second quarterly payment of $150.00 for the Junior Chamber of Commerce be authorized: AYES: 4 Councilmen: Stamps, Peavey, Temple, Dunnum NOES: 0 Councilmen: None ABSENT: 1 Councilman: Giddings RESOLUTION NO. 236 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DESIGNATING THE WEEK OF MAY 18TH THROUGH MAY 24TH, 1958 AS SENIOR CITIZENS WEEK. This resolution was approved and adopted by the Council by unanimous consent. The City Manager gave a report on the library building and recommended that the building at the rear of the City Hall be acquired for this purpose. It was moved by Councilman Stamps, seconded by Councilman Temple, and so ordered that the City Manager be authorized to negotiate with Mr. Joe Coss and the Board of Trustees of the school for the use of the old cafe- teria room in the building at the rear of the City Hall for use as a City Library. The subject of the property adjacent to the City Hall was discussed, and it was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that a qualified appraiser be employed by the City Manager at a reasonable sum to appraise: (1) the Leach property on 2nd Street (120') (2) the Bank of American property on Firestone Blvd.(entire footage) so that the council may better evaluate the advisability of acquisition of said property, necessary funds to be transferred from the unappropriated funds: AYES: 4 Councilmen: Stamps, Peavey, Temple, Dunnum NOES: 0 Councilmen: None ABSENT: 1 Councilman: Gildings The City Manager was requested to expedite these appraisals as quickly as is practical. City Manager King outlined the necessary equipment for the activating of the traffic patrol service by the Police Department and requested authority be given to call for bids on the equipment as outlined so that delivery can be made by July 1, 1958. It was moved by Councilman Temple, seconded by Councilman Peavey, and passed by the following vote that authority be given to call for bids on the Police equipment as outlined. AYES: 4 Councilmen: Stamps, Peavey, Temple, Dunnum NOES: 0 Councilmen: None ABSENT: 1 Councilman: Giddings It was moved by Councilman Peavey, seconded by Councilman Temple, and so ordered that authority be given to call for bids for the cost and instal- lation of parking meters for the parking lots at Second and New Streets on the basis of (1) 40 meters, (2) 60 meters, (3) 100 meters; payment for which to follow standard form of progress payments based on revenues. Councilman Peavey requested that an estimate be presented on the installation of lights on the Second & New Street lot. It was moved by Councilman Temple, seconded by'Councilman Stamps, and passed by the following vote that authority be given the City Manager to have the "Welcome to Downey" sign now at the intersection of Downey Avenue and Imperial Boulevard moved nearer the city limits at a cost of $250.00, to be transferred from the unappropriated fund. AYES: 4 Councilmen: Stamps, Peavey, Temple, Dunnum NOES: 0 Councilmen: None ABSENT: 1 Councilman: Giddings Mayor Dunnum asked for a report on the "Youth in Government" program.
