OF THE CITY OF DOWNEY
APRIL 14, 1958
The City Council of the City of Downey held a regular meeting in the
Council Chambers of the Downey City Hall at 7:30 P.M. on April 14, 1958.

Mayor Dunnum requested those present to repeat the Lord's Prayer with
Mayor Dunnum opened the meeting for oral communications.
Mr. DeRoy Dickson, chairman of the Public Safety Committee, sub- committee
on Police presented the report from said committee which was ordered filed.
Mrs. Green of the Downey Babe Ruth League presented a letter outlining
the activities of the association and requested that the City Council support
their program and efforts by a contribution of $100.00. After some discussion,
the matter was taken under submission.
Mr. Bob O'Leary, acting as chairman, presented the program "You Auto Buy
Now" being sponsored by the Auto Dealers of the City in an effort to stimulate
business within the City. He asked the Mayor to issue a proclamation to support
this program and also invited cooperation and support at the "kick -off" break-
fast to be held at 7:30 a.m. on April 24th, 1958 at the Silver Saddle.
The Mayor interrupted the oral communications announcing that the hour
of 8:00 p.m. had come and this was the time and the place of the public hearing
to consider all objections to the proposed removal of weed, rubbish, refuse,
and dirt.
A letter from Norma V. Bleamaster was read in protest to the weed abatement
program. There were no oral protests.
It was moved by Councilman Temple, seconded by Councilman Peavey and passed
that the hearing be closed.
It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed
by the following vote that the protest be overruled:

It was moved by Councilman Stamps, seconded by Councilman Temple, and
passed by the following vote that the superintendent of streets be ordered
to abate the nuisance by having the weeds, rubbish, refuse, and dirt removed
as declared in Resolution No. 214:

Mr. Murray Kramer, Chairman of the Transportation Committee presented
a letter from Cross Town Suburban Bus Lines outlining a proposed Bus Line
within the City of Downey. After some discussion, this was referred to the
City Attorney for information and action.
Mr. John Ezzel, President of the Rotary Club, presented an outline of the
"4 Way Test" program and requested the Mayor issue a proclamation setting forth
May 17, 1958 as "kick -off day". He further outlined the necessary materials to
conduct this program and asked that the City Council support this program with
an appropriation of $375.00 to match contributions from clubs and businesses.
It was moved by Councilman Temple, seconded by Councilman Stamps, and
passed by the following vote that the appropriation to the Chamber of Commerce
be increased by an allocation of not to exceed $375.00 for the purpose of su-
pporting the "4 Way Test" program.

Mrs. Mildred Campbell, 8536 South Rives Avenue, Downey, expressed appre-
ciation of the residents in the newly annexed area for the actions taken by
council in effecting the change df.the post office name of the area from Rivera
to Downey.
Mrs. Marie L. Lindsay, 7315 Via Rio Nido, announced the drive for Cerebral
Palsy aid and asked the cooperation of the councilmen in obtaining workers for
the drive which starts May 20th, 1958.
Mayor Dunnum and the councilmen offered best wishes and bon voyage to
Mr. & Mrs. Stephen Skinner on their extended visit to the continent.
It was moved by Councilman Temple, seconded by Councilman Peavey, and
passed that the minutes of the meeting held March 24th, 1958 be approved as
presented.
The City Clerk read the following correspondence:
Letters from the County Boundary Commission regarding the proposed
Annexations to the City of Santa Fe Springs, Triplett Annexation and Amundsen
Annexation and annexation Increment No. 12, Shoestring Strip to the City of
Bellflower.
A letter from John J. Patak appealing Ahe decision of the Planning
Commission on Zone Exception Case #50 (Harry Beddoe). Councilman Peavey moved
that the Planning Commission decision not be upheld in this case. The motion
was lost for want of a second. The Mayor ordered action withheld until the
next regular council meeting.
An announcement of the League of California Cities meeting to be held
April 24th, 1958 at the California Country Club, in La Puente.
A letter from Stephen G. Skinner, Jr. requesting a leave of absence
from the City Planning Commission for the period commencing April 15, 1958
through July 15, 1958. It was moved by Councilman Peavey, seconded by
Councilman Stamps, and passed that Mr. Skinner be granted the leave as re-
quested.
A letter from Mr. Arch Fuller submitting his resignation to the Planning
^ Commission of the City of Downey. It was moved by Councilman Peavey, seconded
by Councilman Temple, and passed that said resignation be accepted and that
the City Manager be requested to write a letter expressing appreciation for
his cooperation and services.
RESOLUTION NO. 218
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPOINTING A MEMBER TO THE PLANNING COMMISSION.

The resolution was read in full., It was moved by Councilman Peavey,
seconded by Councilman Temple, and passed that Resolution No. 218 be adopted.

A letter from Charles R. Wheeler submitting his resignation from the
Personnel Advisory Board was read.
It was moved by Councilman Temple, seconded by Councilman Peavey, and
passed that Mr. Wheeler's resignation be accepted and a letter of appreciation
be sent.
RESOLUTION NO. 219
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPOINTING RAY T. HERMAN TO THE PERSONNEL ADVISORY BOARD.
The Resolution was read in full. It was moved by Councilman Temple,
seconded by Councilman Stamps and passed that Resolution No. 219 be adopted.
A letter from Mrs. Myrtle Lynch, Chairman of Christian Social Relations of
Downey Council of Church Women announcing their annual May Fellowship Day May 2
to be held at the First Baptist Church at 7:30 P.M. was read.
A letter from Mayor Dunnum in behalf of himself, the council, and the
entirecity was read expressing congratulations and appreciation to City Manager
Oren L. King on his accomplishments during the 1st year of his administration.
A letter from Lyle Williams regarding the county commitment on the curbs
and gutters in front of the Silver Saddle was read. This was referred to the
City Manager to ascertain if Mr. Williams has any confirmation of the commit-
ment as outlined.
Mr. Maurice I. Myers, 7833 Via Amorita, announced that he has much the
same situation, but he had confirmation of the agreement. It was referred to
the City Attorney for recommendation.
A letter was read from the North Downey Junior High P. T. A., Juvenile
Chairman, Mrs. Harry L. Reger, requesting a signal light at the intersection
of Rives Avenue and Florence Avenue. This letter was referred to the Chief
of Police, the Director of Public Works, and the City Manager for recommendation.
The recommendation from the Personnel Advisory Board was read.
RESOLUTION NO. 220
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
PROVIDING RATES OF COMPENSATION FOR CERTAIN EMPLOYEES
AND RESCINDING RESOLUTION NO. 110.
The resolution was read by title only. It was moved by Councilman Temple,
seconded by Councilman Peavey and passed that further reading be waived.
It was moved by Councilman Peavey, seconded by Councilman Stamps, and
passed by the following vote that Resolution No. 220 be adopted.

Mr. William Troy, Chairman of the Sanitation Committee, offered to pre-
sent the committee report and announced that there was also a minority report
from the same committee to be given. This matter was held in abeyance to be
taken up at a joint meeting with the council and the Sanitation Committee to
be held Wednesday, April 16th,; 1958 at 7:30 p.m. in the council chambers.
The report of the Library Board, together with an interim proposed budget
for the period of May 1, 1958 to June 30, 1958, was given.
It was moved by Councilman Peavey, seconded by Councilman Temple, and
passed by the following vote that $22,228.00 be approved for interim financing
of the City Library and that authority be given to transfer these funds from
the unappgopriated funds in the budget.

It was moved by Councilman Peavey, seconded by Councilman Temple, and
passed by the following vote that authority be given the City Manager to
negotiate for the rental of the building on the northwest corner of Dolan
and Second Street for the period of three (3) years with a 60 day cancella-
tion clause, at the rate of $250.00 per month for the use of same as the
temporary city library.

A very comprehensive report and picture were presented by the Civic
Center Committee and the firm of Varner and ,Tones, Architects, as to the
possible use of the property owned by the Downey School Board and now occu-
pied by the City Hall for a new Civic Center. It was pointed out that this
report and future planning was given to assist the city council in their
decision on the purchase of the land now being used.
It was then moved by Councilman Peavey, seconded by Councilman Temple, and
passed by the following vote that authority be given the City Manager to arrange
for the purchase of said property at the recommended $260,000.00.

Authority was also given for the City - Manager to make a study of the
property directly in front of the city hall from Dolan Street through to
Firestone Boulevard with the possibility of purchasing same at some future
date.
It was moved by Councilman Peavey, seconded by Councilman Temple, and
passed that the City Manager be requested to contact the Southern Pacific
Railroad regarding extending their switching fee limits from the Rio Hondo to the
San Gabriel River so as to include the City of Downey.

AUTHORIZING THE CITY MANAGER TO REQUEST CIVIL ENGINEERING
SERVICES OF THE LOS ANGELES COUNTY ENGINEER.

A summary and recapitulation of the bids received for the Weed
Abatement were presented with the recommendation that the bid be awarded
to the lowest and best bidder, E. L. McFall Company.

awarded, subject to proper insurance and performance bonds, to the lowest
and best bidder, E. L. McFall Company at the following rates:

It was moved by Councilman Stamps, seconded by Councilman Peavey
and passed that the Plans and Specifications be approved and authority
be given to call for bids on the Dunrobin Avenue project.
An itemized report of the cost of removing weeds, refuse and rubbish
pursuant to Section 39501 to 39587 inclusive of the Government Code of
the State of California and Resolution No. 191 adopted by the city council
of the City of Downey from private property commonly referred to as 11949
Rives Avenue was submitted.
It was moved by Councilman Temple, seconded by Councilman Peavey and
passed by the following vote that the assessment of $230.42 be approved on
the property commonly known as 11949 Rives Avenue, Downey for the purpose
of removing weeds, refuse, rubbish, and dirt from said property.

City Manager Oren L. King presented a report on a lease of the pro-
perty for City Yards and Storage and recommended that the city lease the
storage warehouse and adjoining property of All American Market at the
northeast corner of Dolan and Firestone.
Mayor Dunnum requested Mayor Pro - Tempore Temple to take the chair
for the following action and disqualified himself to vote.

It was moved by Councilman Peavey, seconded by Councilman Stamps,
and passed by the following vote that it is necessary for the city to
lease said property to be used as City Yards and Storage and that the
city attorney be instructed to prepare a resolution to instigate con-
demnation proceedings for lease of said premises for a period of five
(5) years:

It was moved by Councilman Peavey, seconded by Councilman Temple,
and passed by the following vote that the City Manager be allowed rea-
sonable and necessary expenses to attend the City Clerks' Conference in
Monterey as the guest speaker.

Reports were given by the department heads.
It was moved by Councilman Peavey, seconded by Councilman Temple,
and passed by the following vote that a declaration of policy be made
relative to the appointments and terms of all citizen boards and com-
mittees and that said policy be outlined as follows:
All present boards and committees other than Planning Commission,
Personnel Advisory Board, and Library Board be declared vacated as of
April 14th, 1958 and that reappointments be made for the term of April
15th, 1958 to expire the second Tuesday of April, 1959, thus effecting
the terms upon an annual basis.

It was moved by Councilman Peavey, seconded by Councilman Temple,
and passed that the City Manager be instructed to contact the school board
and request that sidewalks be installed in front of the North Junior High
School and the Maude Price School on Foster Bridge and Tweedy Lane.
Mr. Peavey requested that the corners of Wiley Burke and Florence;
3rd and Paramount; and 5th and Paramount be investigated by the Traffic
Committee to the possibility of installing stop and go signals at said
locations.
Councilman Temple reported that the City Manager and Rotary Club
were working on the possibility of moving the "Welcome Sign" now at the
corner of Imperial and Downey Avenue to a location nearer the city limits.
Councilman Giddings supplied copies of the recapituhtion of question-
naire cards used in his campaign to the councilmen and placed one on file
with the city clerk in hopes that the information would be of help to all
the councilmen and management.
There being no further business, the council adjourned until 8:00
A.M. April 15, 1958 in the Council Chambers.

Reports were given by the department heads.
It was moved by Councilman Peavey, seconded by Councilman Temple,
and passed by the following vote that a declaration of policy be made
relative to the appointments and terms of all citizen boards and com-
mittees and that said policy be outlined as follows:

April 14th, 1958 and that reappointments be made for the term of April
15th, 1958 to expire the second Tuesday of April, 1959, thus effecting

It was moved by Councilman Peavey, seconded by Councilman Temple,
and passed that the City Manager be instructed to contact the school board
and request that sidewalks be installed in front of the North Junior High
School and the Maude Price School on Foster Bridge and Tweedy Lane.
Mr. Peavey requested that the corners of Wiley Burke and Florence;
3rd and Paramount; and 5th and Paramount be investigated by the Traffic
Committee to the possibility of installing stop and go signals at said
locations.
Councilman Temple reported that the City Manager and Rotary Club
were working on the possibility of moving the "Welcome Sign" now at the
corner of Imperial and Downey Avenue to a location nearer the city limits.
Councilman Giddings supplied copies of the recapituhtion of question-
naire cards used in his campaign to the councilmen and placed one on file
with the city clerk in hopes that the information would be of help to all
the councilmen and management:
