Riggs, 7103 Luxor; Susy Harris, 7109 Luxor spoke against the zone case. Mr. Dan McNutt, City Planner, recommended that the property is not suitable in Case No. 22 for R -1 zoning. The people to the north of this property have a right to expect a decent buffer strip if cattle are per- mitted to go into that location. He recommended that an 8 foot solid fence be constructed 200 feet southerly of the northerly line of subject property, that the fence along South Gate City boundaries be designed or built so that it would not permit cattle from the South Gate side into the buffer strip area, Mr. McNutt also recommended this be placed on a time limit with respect to the council's knowledge of the property's potential value as CM Zone or whatever zone might be applied to this subject property in the future with respect to heavy industry zoning in the City of South Gate. Mr. McNutt recommended this be approved on this basis.
