HomeMy WebLinkAboutMinutes-03-10-58-Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD MARCH 10th, 1958 The City Council of the city of Downey held a regular meeting in the Council Chambers of the Downey ;City Hall at 7 :30 P. M. on March 10th, 1958. Mayor Carroll M. Dunnum presided. PRESENT: Councilmen: Giddings, Stamps, Peavey, Temple, Dunnum ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Royal M. Sorensen, city Attorney Richard Barhite, Director of Public Works Robert Vollmer, Adm. Assistant of Public Works Don Simpson, Assistant Engineer Robert Gain, Fire Chief Ivan A. Robinson, Chief of Police Dan McNutt, City Planner Ray Lake, Director of Building and Safety LeRoy Starkey, Director of Finance Della Doyle, City Clerk The invocation was given by Reverend Joseph Hall, Foursquare Church of Downey. Mr. King introduced Helaluddin Ahmed Chowdhury from East Pakistan. Mr. Chowdhury will be with the City of Downey as an exchange administrator and observer for approximately 2 months. The City of Downey has been chosen to serve as an exchange city in cooperation with USC and the "International Coop- erative Administration" program. Mayor Dunnum invited any oral comments from those present; hearing none, the meeting was opened for regular business. It was moved by Councilman Temple, Seconded by Councilman Peavey, and passed that the minutes of the meeting of February 24th, 1958 be approved as presented. The City Clerk read the following correspondence. A letter from the County Boundary Commission of the County of Los Angeles announcing the proposed Southside Annexation No. 25 to the City of Santa Fe Springs. A letter from the Downey Farms commending the Fire Department on their efficiency and courtesy. An announcement of the League of California Cities meeting on March 20th, 1958 at the Plush Horse Restaurant in Redondo Beach. A letter from the Church of Christ- Christian Church regarding the erection of a new sanctuary on New StreEt, together with a letter as written to the City Planning Commission. The letter was ordered received and filed. A letter from Leslie F. Bleamaster regarding the clarification of existing zoning on the property located at 11957 So. Patton Road. This letter was referred to the City Attorney for reply. Zone Exception Case No. 42 (Lucci) and Zone Change Case #30 (Monahan) were again presented to the Council,and in the absence of any objection, these were taken under submission. Council Minutes 3/10/58 -1- ORDINANCE NO. 87 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTIONS 2528, 2530, AND 2531 OF THE DOWNEY MUNICIPAL CODE ALL OF WHICH SECTIONS RELATE TO THE DRAWING OF WARRANTS. The Ordinance was read by title only. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed that further reading be waived. It was moved by Councilman Stamps, seconded by Councilman Peavey and passed by the following vote that Ordinance No. 87 be adopted: 5 AYES: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: ORDINANCE NO. 88 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY AMENDING SECTION 3186 RELATING TO RESTRICTED SPEED LIMITS. The ordinance was read by title only. It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed that further reading be waived. It was moved by Councilman Temple, seconded by Councilman Peavey, and passed by the following vote that said ordinance be introduced: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: RESOLUTION NO. 211 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY CHANGING THE NAME OF GOTHAM STREET BETWEEN BROOKSHIRE AVENUE AND LAKEWOOD BOULEVARD TO CHEROKEE DRIVE. The resolution was read by title only. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed that further reading be waived. The resolution was read in full; It was moved by Councilman Temple, seconded by Councilman Peavey, and passed by the following vote that Resolution No. 212 be adopted: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: The City Manager was requested to investigate and report on the formula of how the money of the proposed Flood Control Bond Issue will be allocated. RESOLUTION NO. 213 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DESIGNATING CERTAIN BANKS AS DEPOSI- TORIES OF -CITY FUNDS, AUTHORIZING SAID BANKS TO HONOR CHECKS, DRAFTS, WARRANTS, AND WITHDRAWALS WHEN BEARING THE SIGNATURES OR FACSIMILE SIGNA- TURE OF CITY OFFICIALS, AND RESCINDING RESOLUTION NO. 41. The resolution was read in full. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that the Mayor be authorized to sign and execute the lease between H. M. Douglas and the City of Downey for the rental of the parking lot located at the corner of 2nd and LaReina Streets for a period of one year (1 year) effective as of March 1st, 1958, containing a cancellation clause and that such action be ratified: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: The Director of Public Works reported that the improvements on Patton Road had been completed according to the plans and specifications approved by Council and requested acceptance. .-�. It was moved by Councilman Dunnum, seconded by Councilman Peavey, and passed by the following vote that the improvement of Patton Road be accepted and the final payment be authorized; 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: The Director of Public Works reported that the traffic signals at Imperial and Ardis and at Florence and Woodruff have been installed according to the plans and specifications previously approved by the City Council and requested acceptance thereof. The City to be reimbursed by the North American Aviation for the signal installed at Imperial and Ardis. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed by the following vote that the traffic signal installed at Imperial and Ardis and at Florence and Woodruff be accepted and that final payments be authorized: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: It was moved by Councilman Stamps, seconded by Councilman Temple, and passed that the City Council accept the improvements in Tract No. 23302 and approve the cancellation of the Faithful Performance Bonds for streets, sewers, and monuments. (Woodruff & Ratcliff - Wimbleton Corp.) A summary and analysis of the bids, as opened at 10:00 a.m., Friday March 7th, 1958 on Downey Improvement District No. 6, Lakewood Sanitary Sewers, was presented and recommendation made that the bid be awarded to lowest and best bidder. It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following vote that the bid on the Downey Improvement District No. 6 be awarded to the A. R. Milosevich & Son, the lowest and best bidder, for the amount of $7,235.00. 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: Council Minutes 3/10/5$ -4- The City Manager presented his report. Councilman Peavey requested that 5th Street and the continuing Cecelia Street be designated as a major city street in programming the City Street Program. Mr. King requested authority to install strips of paving on cer- tain streets in the city where the curbs and gutters have been installed by the owners and the existing pavement does not connect. According to his report, the approximate cost would be $17,208. He recommended that the $7,000.00 unused on Cherokee Drive be allocated toward the work as outlined on his report. It was moved by Councilman Giddings, seconded by Councilman Peavey and passed by the following vote that this program of street patching and paving be approved and that county money be used where possible: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed that a leave of absence be granted to Mrs. Shirley Harris. Mr. King reported that the City of Downey was one of the five finalists for the Annual City Award for performance in the areas of organi- zation, financing, administration, budgeting, personnel administration, long range planning, and public reporting as awarded by the American Society for Public Administration and called attention to the fact that Downey was the only newly incorporated city so honored. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that authority be given to invest city sur- plus funds in 90 -day deposits as follows: $200,000.00 Security First National Bank of Downey $100,000.00 Bank of America of Downey $100,000.00 Community Bank of Downey $100,000.00 Golden State Bank of Downey 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: It was moved by Councilman Temple, seconded by Councilman Peavey and passed that the City Manager be requested to contact the school and establish a program in Downey for the "Youth in Government" movement. This is to be instigated prior to the 15th of May, 1958. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that a Resolution of Commendation be drawn for our guest from Pakistan, Helaluddin Ahmed Chowdhury, and that each Councilman sign it.
