OF THE CITY OF DOWNEY
HELD FEBRUARY 102 1958
The City Council of the City of Downey held a regular meeting in the
Council Chambers of the Downey City Hall at 7:30 p.m. on February 10th, 1958.
Mayor Carroll M. Dunnum presided.

The invocation was given by Reverend Marvin J. Friesen, Assistant Pastor
of the First Baptist Church of Downey.
Mayor Carroll M. Dunnum declared this to be the time and the place for the
public hearing on the vacation of Otto Street. The City Clerk stated there were
no written protests or communications filed. The Mayor asked if anyone wished
to be heard on this matter; there being no one, he declared the hearing closed.
It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed that the minutes of the meetings held on January 25th, January 27th,
and January 31st, 1958 be approved as presented.
Councilman Stamps and Councilman Peavey took their places at 7 :55 p.m.
Mr. Irving Rosen, representative for the Coordinating Council was introduced
and made a plea for consideration on the problem of Mental Health. He requested
that the Council appoint a Citizens Committee to study the problem. Mayor
Dunnum requested that the City Manager and the City Attorney investigate this
and report their findings to Council.
The City Clerk read the following correspondence:
An announcement from the County of Los Angeles re: proposed incorporation
of an area to be known as Whittier Hills.
An announcement of the proposed Annexation No. 24 to the City of Santa
Fe Springs.
An announcement of the proposed Annexation No. 124 to the City of Compton.
A letter from the Cross Town Suburban Bus Lines outlining a proposed Bus
Line within the City of Downey. This letter was referred to the Transportation
Committee.
A letter from the Downey Tennis Club outlining their activities and re-
questing that consideration be given to more tennis courts within the.City.
This letter was referred to the City Manager.
A letter from the City Auditors, Diehl, Evans and Company, reporting on
the quarterly audit examination and expressing their approval of the Finance
Department; also recommending that there be a change in the signatures on the
warrants. They suggested that these signatures be changed from three manual
to one manual signature and also that a special fund account be created to
take care of cash deposits made with the city.

A letter from the County.of Los Angeles regarding the City of Downey's
withdrawal from the Los Angeles County Public Free Library and establishing
their position of "No Contract" service to Cities withdrawn from the District.
This letter regarding the Library was referred to the City Manager for answer.
A letter from the First Baptist Church of Downey commending the Council
on the action taken to prohibit pornographic literature onthe magazine racks
of Downey stores.
A letter from Frank G. Bonelli, Member of Assembly, enclosing copies of
Assembly Constitutional Amendment No. 1 relative to ceiling and limitation on
^ property tax assessments and rates.
A petition from the dry cleaning establishments requesting that a change
be made in Section 6241 of the Business Licence Ordinance No. 34. This peti-
tion was received and ordered filed.
Mayor Dunnum announced that now was the time and this was the place for the
Public Hearing On Downey Improvement No. 6 (Lakewood Sanitary Sewers).
Mr. J. C. Mallory, Deputy Engineer of the County of Los Angeles, in charge
of the assessment division,was introduced, and he affirmed that he was familiar
with the plans, specifications, and map of the district to be assessed for this
improvement; that the area is entirely within the City of Downey; and that all
the properties within the boundaries of the district will be benefited by the
improvement.
The City Clerk stated that no written protests had been filed.
The Mayor called for any protests or comments from the floor. There
being none, it was moved by Councilman Peavey, seconded by Councilman Temple,
and passed that the hearing be closed.

In compliance with the auditorb recou endation, an ordinance amending
.--4 the signatures necessary on the City Warrants was presented. After some
discussion, it was moved by Councilman Giddings, seconded by Councilman .Stamps,
and passed by the following vote that the attorney be instructed to prepare an
ordinance amending the Municipal Code on the signing of Payroll Warrants only.
The Payroll Warrants are to have but one manual signature, namely, that of the
Director of Finance or in his absence that of the City Clerk- Treasurer.

The matter of the Zone Exception Case No. 28 (Beddoe) was brought to the
floor by Councilman Peavey, who moved that the Planning Commission's decision
on Zone Case No. 28, denying exception, be reversed as being harmful to the

property in the area or to like property; Councilman Giddings seconded the
motion; and it was passed by the following vote:

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING PAY PLAN AND RULES AND REGULATIONS FOR THE
CITY PERSONNEL.
After some discussion, this resolution was ordered held for further
study.
Mr. Dan McKenzie, representing a citizens' group, requested that a
measure be placed on the ballot establishing a compensation of $150.00 for
the Councilmen of the City of Downey. The Attorney was requested to prepare
the necessary resolution for placing the measure on the ballot for the
election to be held April 8, 1958.
The Engineering Division requested that the Council take the following
actions:

The request was denied that a portion of Stewart and Gray Road and a
portion of Cord Street be vacated.
It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed that an extension of time be granted to the contractor of the Patton
Road construction due to the inclement weather conditions.
It was moved by Councilman Temple, seconded by Councilman Peavey, and
passed that approval be granted to circulate petitions for the street and
curb improvement of Bixler Avenue, Laureldale Avenue and Klondike Avenue.
It was moved by Councilman Stamps, seconded by Councilman Temple, and
passed that the Tract Bonds on Tract No. 23674 be released. (Principal
Charles King)
The Traffic Committee Report was presented and the following actions
were taken:

passed that the curbs at the intersection of 2nd and Dolan Street be painted
red to prohibit parked cars from obstructing the sight distance.
It was moved by Councilman Peavey, seconded by Councilman Temple, and
passed that a "Not a Through Street" sign be installed at the entrance to
Parrott Avenue, north and west to Allengrove Street.
It was moved by Councilman Giddings, seconded by Councilman Stamps,
and passed that Sanitary Sewers be accepted on Contract #4064 (Mooman- Downey Ave.)
and Contract #4625 (Childers & Block - Lakewood Blvd.)
RESOLUTION NO. 207

GENERAL ELECTION TO BE ON APRIL 8, 1958, SAID
MEASURE RELATING TO COMPENSATION OF COUNCILMEN.

The City Manager gave his report.
After a great deal of discussion, it was requested that the Fire Chief
prepare and present complete information in writing as to the cost of an
aerial ladder; various types of alarm systems; the anticipated cost of land
for two additional sub - stations, complete with annual maintenance costs; and
that a complete analysis of all future programming be outlined.
The recommendation of the Hater Committee was presented, and it was
requested that an appropriation of an amount not to exceed $4,000.00 be
allowed to employ Mr. Kenneth Brunner, Registered Hydraulic Engineer, for
the engineering study.
Mr. Robert O'Leary, Chairman of the committee, spoke in support of the
recommendation.
Mr. Robb Nimmo, 9150 Florence Avenue, made a minority report of the
Water Committee and voiced disapproval of the recommendation as presented.
It was moved by Councilman Peavey, seconded by Councilman Temple, and
passed by the following vote that Mr. Kenneth Brunner, a local hydraulic
engineer, be employed in accordance with his written proposal to make an
engineering study of the water needs of the City of Downey at a cost of not
to exceed $4,000.00.

Mr. King presented a resume of the recommendation of the Planning
Commission and requested additional personnel to expedite the comprehensive
Land Use Survey and a Zoning Ordinance and Zoning Plan for the City of Downey.
It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed by the following vote that authority be granted to employ persons on a
temporary basis for field work, the entire cost of this extra help not to
exceed $2,500.00; and one temporary employee in the office at the rate of
$400.00 per month.

Mr. King was requested to investigate and obtain any State or Federal
Funds available for such long range planning.
It was moved by Councilman Giddings, seconded by Councilman Temple, and
passed by the following vote that approval be granted to pay vacation pay to
Mrs. Kay Madsen, Police Department, 7 days, $110.60; and Miss Betty Stephens,
Fire Department, 7 days, $100.17, whose employment was terminated January 31,
1958.

passed by the following vote that the City Hall be closed on February 21st,
1958 inasmuch as Washington's birthday ( a holiday) comes on Saturday,
February 22nd, 1958.

It was moved by Councilman Peavey, seconded by Councilman Temple, and
passed that permission be granted for the City Manager and the Assistant
City Manager to attend the annual meeting of the California City Managers
in Long Beach on Thursday and Friday, February 13th and 14th.
Mr. King announced that the formal dedication of the Fire Stations

at 10:00 a.m. on the new Sub - Station on Paramount near Florence.
Councilman Peavey requested that the City attorney prepare a resolution
to the State Highway Department protesting against the double - double white
lines on Firestone Boulevard,and that a copy of this resolution should be
sent to Governor Knight and the State Highway Commission and the Highway
Commission of the Senate.
Mrs. Helen DuRee, 9803 Priscilla and Mrs. Helen Canaday, 9815 Priscilla,
made a plea to have the drainage improved near the Ed. C. Lewis School on
Priscilla and Cold Brook. This matter was referred to the City Manager and
the Director of Public Works for investigation and recommendations to the
Council and the interested citizens.
Mr. Steve Skinner requested that the breakdown of prices on the petitions
being circulated for the improvement of Bixler, Laureldale, and Klondike Avenues
show on the petitions when circulated.
