HomeMy WebLinkAboutMinutes-02-24-58-Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD FEBRUARY 24,1958 The City Council of the City of Downey held a regular meeting in the Council Chambers of the Downey City Hall at 7:30 P.M. on February 24th, 1958. Mayor Carroll M. Dunnum presided. PRESENT: Councilmen: Giddings, Stamps, Temple, Dunnum ABSENT: Councilmen: Peavey ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Richard Barhite, Director of Public Works Robert Vollmer, Adm. Assistant of Public Works Don Simpson, Assistant Engineer Ivan A. Robinson, Chief of Police Dan McNutt, City Planner LeRoy Starkey, Director of Finance Ray Lake, Director of Building and Safety The invocation was given by Reverend Epp, of the Immanuel Mennonite Church, Downey. It was moved by Councilman Temple, seconded by Councilman Giddings and passed that the minutes of the meeting hid on February 10th, 1958 be approved as presented. The City Clerk read the following correspondence: A letter of appreciation from the City of Norwalk for the performance of the Downey Police and other units in assisting in the recent plane disaster in the City of Norwalk. A letter from Royal M. Sorensen regarding his attending the Attorneys' Department of the League of California Cities conference. It was moved by Councilman Giddings, seconded by Councilman Temple, and passed by the following vote that Mr. Sorensen be allowed $50.00 for expenses to attend the League of California Cities' meeting to be held in Palo Alto from April 23rd through April 25, 1958. 4 AYES: Councilmen: Giddings, Stamps, Temple, Dunnum 1 ABSENT: Councilman: Peavey 0 NOES: A letter from Royal M. Sorensen regarding membership in NIMLO (National Institute of Municipal Law Officers). This letter was referred to the City Manager for further action. A letter from Betty and Ralph Lucci regarding Zone Exception Case No. 42 was read. Announcement was made of the Board of Director, League of California Cities to be held on March 6th, 1958 at the Rodger Young Auditorium in Los Angeles. A report of the Wednesday's flood, February 19th, 1958, in the vicinity of Pico Vista and Cecelia was read. Mr. & Mrs. Bryan, 10747 Pico Vista and Mr. T. D. Gough, 10806 Pico Vista •-ft reported on the conditions in the area, and a meeting was set for Wednesday, February 26th, 1958 at 5 :15 P.M. for the Director of Public Works and the City Manager to meet with the residents of the area to endeavor to work out a satis- factory solution of the drainage problems. Mayor Dunnum introduced Edward W. Koehler, Executive Secretary of the Chamber of Commerce, who presented Award of Merit to Councilman Giddings, Councilman Peavey, Assistant City Manager Glenn Kendall, and City Clerk Della Doyle. Council Minutes 2/24/58 -1- ORDINANCE NO. 82 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING THERETO A NEW SECTION, TO BE DESIG- NATED SECTION 9234.1 AND RELATING TO WATER MAINS. The ordinance was read by title only. It was moved by Councilman Temple, seconded by Councilman Stamps, and passed that further reading be waived. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY PROHIBITING PARKING. (New Street) The resolution was read by title only, and after some discussion, it was referred to the Traffic Committee for further study. RESOLUTION NO. 208 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY PROHIBITING PARKING. (Imperial Highway) The resolution was read by title only. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed that further reading be waived. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed by the following vote that Resolution No. 208 be adopted: 4 AYES: Councilmen: Giddings, Stamps, Temple, Dunnum 0 NOES: 1 ABSENT: Councilman: Peavey Council Minutes 2/24/58 -3- RESOLUTION NO. 209 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING THE ABATEMENT OF THE CRITICAL FLOOD HAZARD AT THE INTERSECTION OF LAKEWOOD BOULEVARD AND FIRESTONE BOULEVARD. The resolution was read by title only. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed that further reading be waived. It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed by the following vote that Resolution No. 209 be adopted: 4 AYES: Councilmen: Giddings, Stamps, Temple, Dunnum 0 NOES: 1 ABSENT: Councilman: Peavey The Director of Public Works outlined the drainage problem in the City of Downey and after some discussion, the Council requested that resolutions be drawn asking immediate cooperation of the County in alleviating the most perilous areas. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING THE EXPENDITURE OF COUNTY AID TO CITIES FUNDS ON STEWART AND GRAY ROAD AND PARAMOUNT BOULEVARD, AND AN APPURTENANT DRAINAGE EASEMENT WITHIN THR CITY OF DOWNEY. The resolution was read by title only. The following people spoke in opposition to the action outlined in the above mentioned resolution, stating that the water so diverted will be a po- tential hazard to other properties on Cole and Myrtle: Mr. Herman L. Bowen of the Los Angeles County Flood Control District 2103 Morning Mr. Deryl Shumway, 7915 Cole Street, Attorney Mr. Jerome M. Page, 12005 Samoline Mr. Fred Truxa, 12116 Smallwood Avenue Councilman Peavey took his place at 8 :30 P.M. After some discussion, Mayor Dunnum appointed Mr. Bowen and Mr. Shumway to head a committee to work with the Director of Public Works and the City Manager, Oren L. King, to recommend a 'solution that would be most satisfactory to the existing problem. RESOLUTION NO. 210 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING THE STATE HIGHWAY TO CHANGE THE CHARACTER OF THE CENTER LINE ON FIRESTONE BOULEVARD. The resolution was read by title only. It was moved by Councilman Stamps, seconded by Councilman Peavey, and passed that further reading be waived. WS 46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. (#994 thru #1021 - $18,608.71) The resolution was read by title only. It was moved by Councilman Temple, seconded by Councilman Peavey, and passed that further reading be waived. WS 47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF 'WHICH THE SAME ARE TO BE PAID. (Payroll #1916 thru #2091 - $38,749.59) The resolution was read by title only. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed that further reading be waived. It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that Resolution No. WS 47 be adopted: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: Summary of the bids for the award of Contract No. 4 "Welcome to Downey" signs as opened Friday, February 21, 1958 at 10:00 a.m. were presented. Inasmuch as the bid presented by Chief Neon was incomplete, and the bid presented by Attract- O -Lite Sign Company submitted no bid bond, it was re- commended that the bid be awarded to the low bidder Anderson Electric. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed by the following vote that irregularity in the bid bond from Anderson Electric be waived inasmuch as the bid was made on 5 signs: 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed by the following vote that the bid be awarded to Anderson Electric on the basis of a minimum of 5 signs at $1,000.00 per sign. 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: City Manager King gave the report of the Sanitation Committee and recommended that Deihl Evans Company, auditing firm, be employed to audit the books of the three contractors to ascertain the actual financial situation. It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed by the following vote that an amount not to exceed $400.00 be allowed for an audit of the Sanitation Contractors so that the City may ascertain the financial situation to better analyze the problems. 5 AYES: Councilmen: Giddings, Stamps, Temple, Peavey, Dunnum 0 NOES: 0 ABSENT: Council Minutes 2/24/58 -5- 283 Councilman Peavey inquired as to the progress being made on the master plan for the City of Downey. City Planner Dan McNutt reported that the maps were now in the office, and he was working with the school, and work was proceeding. Councilman Peavey suggested that the work start in the area of Paramount Boulevard inasmuch as there were many zoning problems in that area. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed that since many of the post office addresses of residents now within the city limits of Downey are still being serviced by various post offices, the City Attorney was requested to prepare a resolution requesting that said post office addresses be changed to read "Downey" and that copies be sent to the Post Master General, the two (2) California Senators, Representative Doyle, Postmaster Powell of Downey, the Postmaster of San Francisco, and the Chamber of Commerce. Leon Emerson, President of the Chamber of Commerce, reported that the Chamber was also taking action on this matter. Mr. James Lynch inquired as to the action that could be taken to circulate a petition to improve Leeds Street. It was moved by Councilman Temple, seconded by Councilman Stamps, and passed that authority be given to circulate a petition for the improvement of Leeds Street. Chief of Police Robinson presended a proposed resolution for mutual aid that is being presented to all cities within the pact. It asked for favorable reaction but requested that it not be adopted until presented to the entire area.
