The City Clerk read the correspondence; A letter from Carl E. & Hane H. Monahan stated that they felt that the City Council would arrive at a fair decision on their appeal on Zone Change Case 130; therefore, they did not wish a public hearing. A letter from Andrew V. Hohn requested that his organization be con- sidered in any change that was to be made in the Sanitation Contracts of the City. Mayor Carroll Dunnum's written reply stated that Mr. Hohn's letter was being referred to the Sanitation Committee to be considered in their delibera- tions on recommendations to be made to the Council. A letter from the Board of Supervisors advised that at their meeting r""` of January 21, 1958 an order was adopted approving a one year's extension of our Street Maintenance Agreement and instructions had been given for the Road Department to comply therewith. A letter from the California Highway Patrol acknowledged action of the Council in assuming traffic accident investigation and traffic law enforce- ment within the City, effective July 1, 1958. It also stated that the California Highway Patrol will continue to cover Highway 101 but asked the City to assume the responsibility for State Highways No. 10 and No. 19. This was referred to the City Manager and the Chief of Police for compliance. An invitation from the new City of Pico Rivera to attend the induction of the new City Officials on January 29th, 1958. A letter from the Chamber of Commerce appointed Mr. Al Springer, Council Minutes 1/27/58 -1- Manager of the Downey Branch of the Bank of America, to represent the Chamber of Commerce on the Traffic Study Committee. A letter from the Department of Public Works, State of California, regarding the approval of Brookshire Avenue as a major city street was referred to the Director of Public Works to expedite as much as possible. A letter from the Chamber of Commerce called attention to the lack of street lighting on 2nd Street from LaReina to Dolan. This was referred to Mr. King to investigate and report on the possibilities and proceedures. A letter from the County of Los Angeles, Registrar of Voters Depart- ment, requested the use of the Fire Station #1 as a polling place for the coming elections: the Direct Primary on June 3, 1953, and the General Election on November 4, 1958. It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed that permission be granted to the County Registrary of Voters to use the Fire Station #1 for the Direct Primary, June 3rd, 1958 and the General Election on November 4th, 1958. ORDINANCE NO. 80 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING THERETO SECTIONS 4121 THROUGH 4124 RELATING TO RADIO RECEIVERS AND INTERFERENCE THEREWITH AND BROADCASTING. The agreement is between Everett Jay Baker, Helen J. Baker, and the City of Downey for a five -year term with option to release a portion of the property for the Second five -year term at the rate of $250.00 semi- annually plus the taxes on Parcel $1 - (see exhibit "a ") It was moved by Councilman Stamps, seconded by Councilman Giddings, and passed by the following vote that this agreement be approved and authority be granted the Mayor to execute same: 3 AYES: Councilmen: Giddings, Stamps, Temple 0 NOES: 2 ABSENT: Councilmen: Dunnum, Peavey Ray Lake, Director of Building and Safety, gave a report on the plans being processed for a 400 -bed hospital to be erected at Rancho Los Amigo. It was suggested that investigation be made to see if an emergency ward for indus- trial use could be included. The City Manager gave his report. Mr. King gave a report on the purchase of aerial ladder truck and the establishment of the third fire station. After some discussion and a report from the Chairman of the Fire Committee, Larry Larson, it was ordered that any action be delayed until the Council meet as a whole. Council Minutes 1/27/58 -4- 2.67 A`, ,report on the Water Study Committee was made,and Chairman Robert O'Leary, of said committee, gave a report, and this matter was also deferred to the Council'as a whole. Mr. King reported that the Cecelia Street remodeling of the channe- lization had cost a total of $1,400.00 and asked approval of an additional $200.00 to cover this. It was moved by Councilman Stamps, seconded by Councilman Giddings, and passed by the following vote that an additional $200.00 be allowed for the rechannelization of.Cecelia Street: 3 AYES: Councilmen: Giddings, Stamps, Temple 0 NOES: 2 ABSENT: Councilmen: Dunnum, Peavey A report on the pedestrian crossing signal at La Reina and Imperial was presented, and the Alameda School District has officially agreed to pay for the cost of the installation of this signal - estimated at $2,000.00 It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed by the following vote that authority be given for the County to Install the crossing signal under the supervision of the City and the Alameda School District be billed directly for the installation: 3 AYES: Councilmen: Giddings, Stamps, Temple 0 NOES: 2 ABSENT: Councilmen: Dunnum, Peavey A report on the Patton Road construction was given, and a request was made for approval to excavate the moist subgrade and replace with aggregate base material at an additional cost not to exceed $1,500.00. It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed by the following vote that this request be approved and the additional $1,500.00 expenditure be approved. 3 AYES: Councilmen: Giddings, Stamps, Temple 0 NOES: 2 ABSENT: Councilmen: Dunnum, Peavey It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed by the following vote that approval be granted the City Clerk to pay the election board officers at the rate of: $18.00 for each inspector, $15.00 for each judge, $15.00 for each clerk (2) on each board; that $15.00 rental be approved for the polling places where private property is used, and that $5.00 be paid to the school custodian for the additional services needed where school buildings are used. It was reported that the sanitary sewers constructed to service the new fire sub - station were completed, and it was moved by Councilman Stamps, seconded by Councilman Giddings, and passed by the following vote that auth- ority be given to execute and record the Notice of Completion on these sewers: 3 AYES: Councilmen: Giddings, Stamps, Temple 0 NOES: 2 ABSENT: Councilmen: Dunnum, Peavey Mr. King reported that there was no continuity in the size of the water lines being installed in the City, and he suggested that some measures be taken to correct this situation. It was moved by Councilman Giddings, seconded by Councilman Stamps, and passed by the following vote that the City Attorney be instructed to pre- pare an ordinance stipulating that 6" water lines be installed in all new installations except where the Director of Public Works and the Fire Chief gives special approval: 3 AYES: Councilmen: Giddings, Stamps, Temple 0 NOES: 2 ABSENT: Councilmen: Dunnum, Peavey Council Minutes 1/27/58 -5- 268 Councilman Temple reported that the Industrial Committee had held their first meeting and the organization of the Committee was most gratifying. Councilman Giddings commended the action of the Citizens Committee as a whole, especially the Personnel Advisory Board for their fine work on the Personnel Manuel that they had presented to Council. The Council went on record that the City could not have accomplished so much this first year without the help and service rendered by these citizens, and they all ex- pressed gratitude to those serving on the committees. ^ The City Manager was requested to develop a certificate of merit to be presented at an appropriate time. Mr. Wendall Wiser, representative of the Elks, and Henry Rose, representative of the Chamber of Commerce, were introduced. There being no further business, the meeting adjourned at 9 :30 p.m. City lerk Mayor Pro -Te ore Council Minutes 1/27/58 -6- 269 /� MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD JANUARY 31, 1958 The City Council of the City of Downey held a special meeting in the Council Chambers of the Downey City Hall at 9 :00 a.m. on January 31st, 1958. Mayor Carroll M. Dunnum presided. PRESENT: Councilmen: Giddings, Stamps, Peavey, Temple, Dunnum ALSO PRESENT: Oren L. King, City Manager Della Doyle, City Clerk Mr. King reviewed the study of the Free Library and presented for con- sideration the establishment of a Downey City Free Library to be effective as of February lst, 1958. After some discussion, Councilman Stamps stated that it was necessary for him to be excused at 9:25 a.m., but he wished to go on record in favor of the library being established as outlined by Mr. King,and that he would like to appoint Mr. Joe Glenn Coss as a member of the Advisory Library Board. Councilman Stamps was excused at 9:25 a.m. It was moved by Councilman Temple, seconded by Councilman Giddings and passed by the following vote that the City of Downey establish a City Free Library to be operated through contract by the City of Downey effective as of February 1st, 1958. A temporary location is to be established at 8238 East 2nd Street. (Downey Book Store) 4 AYES: Councilmen: Giddings, Peavey, Temple, Dunnum 1 ABSENT: Councilman: Stamps ,.� It was then moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that authority be given to transfer $2,000 from the operating reserve fund to cover interim expenses for the operation of the library for the balance of the fiscal year. Costs established on the basis of $275.00 per month for book rentals and $125.00 per month for the services of a part time librarian on a contract basis. 4 AYES: Councilmen: Giddings, Peavey, Temple, Dunnum 1 ABSENT: Councilman: Stamps The following were appointed to the Advisory Library Board.
