OF THE CITY OF DOWNEY
HELD DECEMBER 9, 1957
The City Council of the City of Downey held a regular meeting in the
Council Chambers of the Downey City Hall at 7:30 p.m. on December 9th, 1957,
Mayor Peavey presiding.

Reverend Rodney Cogswell, First Presbyterian Church of Downey, gave the
invocation.
Chief Thos. H. Brown, of the Bureau of Fire Prevention, outlined the
program activated by the Fire Department during Fire Prevention Week and
Mayor Peavey introduced the sponsors of the awards being made to the winners
of the essay contest conducted in the Downey School during the week.
An award of a $25.00 bond was made to the following:

Mayor Peavey.called for remarks regarding the petition presented by the
property owners on Burns Avenue relative to the weed spray damage. Mrs Della
Trenary, 7753 East Pivot Street, explained that the spray had not only damaged
the plants and trees but had crept into the yards and contaminated the soil.
Mr. King, City Manager, went on record that the spraying hid been done by the
County, and the City was in no way responsible. Councilman Temple suggested
that the matter be referred to the City Attorney, the City Manager, and the
Director of Public Works to see if some possible arrangements could be made
to effect a just settlement with the County and property owners. It was so
ordered.
It was moved by Councilman Dunnum, seconded by Councilman Temple, and
passed by the following vote that the following paragraph as recorded on the
minutes of November 25,1957 (page 9) be deleted.
"Minute action by the Council to paint the crosswalk across Imperial
Highway at Orizaba Avenue was referred back to the Traffic Committee for
further study."

Mayor Peavey ordered that the words "per sign" be deleted from the
paragraph regarding the entrance signs as suggested by Rotary. As corrected,
it should read $5000.00 entire cost of signs.

The City Manager, Oren L. King, reviewed the applications for taxi permits
and recommended that permits be issued to both applicants providing that the
rates be stabilized at a lower minimum.
It was moved by Councilman Giddings, seconded by Councilman Temple, and
passed by the following vote that permits be issued to Oca Booker, Downey
Checker Cab; Oca Booker, Day & Nite Yellow Cab; and Southeast Taxi Company,
(Wesley D. Ballard), providing that the minimum rates be stabilized at the
lower minimum as presented on theapplications.

The City Clerk read the following correspondence:
The certification from the Secretary of State on Annexation #2 was
presented.
Formal notification of proposed Annexation No. 21 to Santa Fe Springs
was presented.
Formal notification of the intention to circulate a petition to incor-
porate the area to be known as Little City.
Letters of acknowledgement of receipt of Resolution N9. 172 regarding
the reallocation of Federal Funds to California Highways were presented from
Senator Kuckel, Congressmen Shelley and Doyle.
Letters requesting an Ordinance prohibiting the sale of lewd literature
were presented from the North Junior High School P. T. A.; Alameda P. T. A.;and
Lynn L. Pace Elementary School. These were referred to the City Clerk for
answers.
A letter from the California National Guard signifying their intention
to establish a company -sized unit in the City of Downey and asking cooperation
cf the City in locating a suitable building. This letter was referred to the
City Manager for any aid that could be given.
ORDINANCE NO. 65
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF .DOWNEY
AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING THERETO A
NEW SECTION TO BE DESIGNATED SECTION 3186 THEREOF AND
RELATING TO RESTRICTED SPEED LIMITS.

passed by the following vote that the Plans and Specifications for traffic
signals at the intersections of:
Florence Avenue and Woodruff Avenue

be approved as presented by the Director of Public Works and that authority
be given to call for bid thereon.

It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed that the bids for legal advertising be referred to the City Attorney
for further study.
The Engineering Division requested authorization to circulate a petition
for the installation of sidewalks on a portion of Samoline Avenue through the
formation of a City Improvement District.
It was moved by Councilman Temple, seconded by Councilman Stamps, and
passed that authority be given to circulate a petition for the installation
of sidewalks on a portion of Samoline Avenue through the formation of a City
Improvement District.
The agreement with the Junior Chamber of Commerce was presented for
Council approval.
It was moved by Councilman Giddings, seconded by Councilman Temple,
and passed by the following vote that the agreement to pay to the Junior
Chamber of Commerce $600.00 per annum, payable quarterly, be approved:

It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed by the following vote that the City Manager be given authority to sign
the contract with the Water Companies now servicing the Annexation #2.

Mr. King requested a transfer of funds from the Engineering Department
to the Finance Department to finance the accounting and overhead on Public
Works Capital Projects.
It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed by the following vote that the transfer of twenty -eight hundred
($28,000.00) from account #9- 4040 -177 to account #9- 2031 -111 to allow for the
addition of one bookkeeping machine operator and one temporary typist clerk
in the Finance Department:

The Traffic Committee Report was presented.
The City Attorney was requested to prepare Resolutions to effect the
installation of Boulevard "Stop" signs an Stewart and Gray Road at Rives
Avenue and on Woodruff Avenue at Cecelia Street and on Eglise Avenue at
Woodruff Avenue and to construct channelization on Eglise at Woodruff Avenue
to improve the angle of intersection and a "Stop" sign on Pagnborn at Cecelia.

It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed by the following vote that an over -head signal be installed at the
intersection of Imperial Highway and LaReina Avenue and pedestrian "walk" and
"wait" signals be installed on the standard on either side of the roadway to
be pedestrian actuated if the School District will contribute a minimum of
50% of the cost.

The Council requested that a letter of commendation and Best Wishes for
'^ the continued success of the season be sent to the Downey High School Football
team signed by the Mayor and City Manager.
Mr. King gave a report on the Citizens Tax Committee's activities and
assured Council that they were working with the committees in the entire area.
A luncheon was tentatively set for December 17th, 1957 with the Press
representatives as guests.
Council requested that a letter of thanks be sent to the City of Hunt-
ington Park for their participation in our First Anniversary Celebration.
A letter signed by the Stonewood Disposal Service, the Lemons Disposal
Service, and the Rio Hondo Disposal Service, requesting an increase in rate
of garbage collection within the City of Downey, was presented.
The Council went on record that if there was to be any change in the
rates, the existing contract would be terminated and bids called for to
re- establish the agreements. The Mayor Pro - Tempore requested this be taken
under submission.
