r-1 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD DECEMBER 23, 1957 The City Council of the City of Downey held a regular meeting in the Council Chambers of the Downey City Hall at 7:30 p.m. on December 23rd,1957. Mayor Peavey presided. PRESENT: Councilmen: Temple, Dunnum, Peavey ABSENT : Councilmen: Stamps, Giddings It was moved by Councilman Temple, seconded by Councilman Dunnum, and passed that the meeting be adjourned to the cafetorium. Assistant- Public Works LeRoy Starkey, Director of Finance Della Doyle, City Clerk The invocation was given by Reverend Ray F. Curtis, of the Assembly of God Church. Mayor Peavey declared the hearing on Zone Exception Case #22 open. Applicant: George Rawlins. C. J. Atkinson, 11815 Mitla Ethel A. Riggs, 7103 Luxor Suzie Harris, 7109 E. Luxor Roy Riggs, 7103 Luxor Mrs. C. J. Atkinson, 11815 Mitla Pete C. Garcis, 7032 Luxor Mrs. W. A. Perkins, 7126 Luxor spoke against the ruling of the Planning Commission to deny the Zone Exception to conduct agricultural uses in conjunction with a dairy,operation in zone R -1 at a location on the north side of Stewart and Gray Road between the westerly city boundary and the southerly prolongation of Mitla. A petition and pictures were received and filed. Mr. Joe McCandless, Rockview Dairy, 7011 Stewart & Gray Road E. W. Rawlins, 5959 So. Alameda Street, Los Angeles 54, owner of the property, made an appeal for the zone exception. The Mayor declared the hearing closed and the matter to be taken under submission. Councilman Temple moved that the hearing be reopened and with no objections offered,it was so ordered. John Barr gave a rebuttal to the presentation offered in behalf of the exception. A letter was read from the Downey Moat Association, Inc., requesting that the City Council authorize the payment of 50% of the pledge for the Rose Float at this time. RESOLUTION WS #33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ALLOWING CERTAIN CLAIMS AND DEMANDS OF THE ROSE FLOAT ASSOCIATION AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. King, reported on the study of the Civic Center Committee and they recommended that authority be given to employ Varner and Jones, Architects, to make a study of a Civic Center building to be used jointly with the Downey Elementary School District and the Downey High School District and make recommendations. It was moved by Councilman Temple, seconded by Councilman Dunnum, and passed by the following vote that authority be given to employ Varner and Jones to work with local architects to make recommendations upon a Civic Center. The cost is not to exceed $700.00 to be taken from the unappropriated budget surplus. 4 AYES: Councilmen: Giddings, Dunnum, Temple, Peavey 0 NOES: Councilmen: 1 ABSENT: Councilman: Stamps Mr. King reported that there would be #23,000.00 refunded to the City from the disolution of the Garbage Disposal Districts. Councilman Peavey recommended that the City Manager investigate the with- drawal from the Library District and make a report on the possibility of such. Councilman Peavey also requested that a study be made in connection with the withdrawal from the Sewer Maintenance District.
