OF THE CITY OF DOWNEY
HELD NOVEMBER 4, 1957
The City Council of the City of Downey held an adjourned meeting in the
Council Chambers of the Downey City Hall at 9 :00 a.m. on November 4th, 1957,
Mayor Peavey presiding.
PRESENT: Councilmen: Dunnum, Temple, Stamps, Peavey
ABSENT : Councilman: Giddings
ALSO PRESENT: Oren L. King, City Manager
Glenn Kendall, Assistant City Manager
Richard Barhite, Director of Public Works
Della Doyle, City Clerk
In the absence of the City Attorney, Della Doyle, City Clerk, presented
the following Ordinances for action by the City Council of the City of Downey.
ORDINANCE NO. 61
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE ANNEXATION TO THE CITY OF CERTAIN INHABITED
TERRITORY DESIGNATED AS ANNEXATION NO. 2.
The Ordinance was read by title only. It was moved by Councilman Temple,
seconded by Councilman Stamps, and passed by the following vote that further
reading be waived.

ORDINANCE NO. 62
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING TO CHAPTER
4 OF ARTICLE II A NEW PART TO BE DESIGNATED "TRAFFIC
COMMITTEE" AND CONSISTING OF SECTIONS 2410 THROUGH 2412.

ORDINANCE NO. 63
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING A NEW CHAPTER
TO ARTICLE IV THEREOF CONSISTING OF SECTIONS 4800 THROUGH
4806 AND RELATING TO TRAFFIC HAZARDS.

ORDINANCE NO. 64
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTION 2103 OF THE DOWNEY MUNICIPAL CODE
RELATING TO COUNCILMANIC DISTRICTS.

The City Clerk read the following correspondence:
A letter from the County of Los Angeles, County Boundary Commission,
stating that the City of Compton has filed a proposal with the Secretary of
the County Boundary Commission for the annexation of territory known as
Annexation No. 121, filed on October 18, 1957.
A letter from the Downey Coordinating Council thanking Mayor Peavey for
his talk at the Annual President's Banquet.
A letter referring to increased telephone rates was presented and ordered
filed.
Director of Public Works, Richard G. Barhite, presented plans and speci-
fications for sewers at Fire Sub - stations No. 2 and No. 3 and requested Council
approval and authority to call for bids for construction.
It was moved by Councilman Dunnum, seconded by Councilman Temple, and
passed by the following vote that the Plans and Specifications be approved.

It was moved by Councilman Dunnum, seconded by Councilman Temple, and
passed by the following vote that bids be advertised.

The Council requested the City Attorney to draw up an Ordinance establishing
a connection fee for those who wish to later connect to the sewers installed by
the City.
Mr. King, City Manager, presented a pattern resolution adopted by the Los
Angeles Metropolitan Traffic Association regarding more equitable allocation of
Federal Highway Funds for California. The City Attorney was requested to draw
up a similar resolution for the City of Downey. Councilman Temple moved and
Mayor Peavey so ordered.
Mr. King, City Manager, presented a drawing and plans of plaques for the
City Hall and the three Fire Stations. It was suggested that the contractor's
name be included if he would pay half the cost of the.plaques.
It was moved by Councilman Dunnum, seconded by Councilman Temple, and
passed by the following vote that the City Manager be authorized to proceed
with the installation of these plaques.

Mr. King, City Manager, recommended that, inasmuch as $200,000.00 in 91
day Treasury Bonds were maturing, authority be granted to invest $150,000.00
in additional Treasury Bonds. It was moved by Councilman Stamps, seconded by
Councilman Temple, and passed by the following vote to reinvest $150,000.00
in Treasury Bonds.

After consultation with Mr. Joe Coss, Superintendent of Downey City School
Districts, it was agreed that a joint meeting be held, including the City Council,
the School Board, and the Civic Center Committee, at the Westwind Resturant, 6 :00
p.m., November 12th, 1957.
Councilman Temple presented a petition regarding spraying of weeds on Burns
Street. This matter was referred to the City Manager for further study.
There being no further business, the meeting adjourned at 10 :00 a.m. until
6 :00 p.m., Tuesday, November 12th, at the Westwind Resturant.
