PRESENT: Councilmen: Giddings,Temple, Stamps, Peavey ABSENT Councilman: Dunnum ALSO PRESENT: Oren Lj King, City Manager Glenn Kendall, Assistant City Manager Richard Barhite, Director of Public Works Royal M. Sorensen, City Attorney Ray Lake, Chief Building Inspector Don Simpson, Engineer Ivan A. Robinson, Chief of Police Robert Gain, Fire Chief LeRoy Starkey, Director of Finance Della Doyle, City Clerk The Reverend J. Emory Ackerman, of the Christ Lutheran Church of Downey, gave the invocation. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that the minutes of the meetings held October 14th, October 15th -9 :30 a.m., and October 15th -5 :00 p.m. be approved as presented. AYES: 4 Councilmen: Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 1 Councilman: Dunnum The City Council made a canvass of the precinct returns on the election held October 22nd, 1957, annexing Annexation No. 2 to the City of Downey. The City Council then made a count and canvass of the absentee ballots for the election and declared the official count to be: Precinct Count Absentee Ballots Yes No Total 296 178 474 7 - -- 7 303 178 481 It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that the results of 303 Ayes - 178 Noes be declared the official count. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE ANNEXATION TO THE CITY OF CERTAIN INHABITED TERRITORY DESIGNATED AS ANNEXATION NO. 2. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that further reading be waived. AYES: 4 Councilman: Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 1 Councilman: Dunnum It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that said Ordinance be introduced. AYES: 4 Councilmen: Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 1 Councilman: Dunnum At 8:00 p.m. the Mayor declared the hearing on the Smallwood Lighting District open and called for any protests. It was brought to the protesters attention by the City Attorney that only written protests need be acknowledged, but that oral protests could be presented. Mr. Francis Marnell, 7902 Dalen, presented petitions showing 295 signatures, representing 185 homes, protesting the street lighting program as proposed. The petitions represented citizens that were protesting lighting altogether and some protesting the costs as set up on the proposed program. Mr. W. H. Krelle, Deputy County Engineer, presented the report as proposed for the assessment district lights. Mr. King, City Manager, suggested that there were three alternatives which could be considered: 1. No lights at all 2. A modified and cheaper lighting 3. Proceed under the proposed program The Mayor referred the matter to the Public Works Director, the City Manager, and the County Engineers for further consideration and announced that the hearing would be held over until November 25th, 1957. The Mayor then opened the hearing on the permit applications for Taxi Cabs. Mr. Frank Nimocks, attorney representing Mr. 0. C. Booker, Owner- Manager of the Day & Night Yellow Cab and the Downey Checker Cab Companies, presented applications for permits to operate 8 cabs within the City of Downey. Mr. Mark F. Joseff, attorney representing the Southeast Taxi Company, Inc., presented application for permit to operate approximately 6 to 10 cabs within the City of Downey. At 8 :40 p.m. it was moved by Councilman Temple, seconded by Councilman .—. Giddings, and passed by the following vote that the hearing be closed and the applications referred to the Chief of Police for further clearance. AYES: 4 Councilmen: Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 1 Councilman: Dunnum ORDINANCE NO. 57 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING THERETO A NEW SECTION TO BE DESIGNATED SECTION 4119 AND RELATING TO THE OBSTRUCTION OF SIDEWALKS. After some discussion, this Resolution was referred to the City Attorney for further study and recommendations. RESOLUTION NO. WS 23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH SAME ARE TO BE PAID. #630 thru #782 $30,879.26 (Payroll) The Resolution was read by title only. A letter was read from the Associated Student Body of the Downey Senior High School inviting the City Councilmen to participate in the Homecoming Parade scheduled for November 8th at 3:00 p.m. A letter was read from the Key Club of the Downey Senior High School asking permisELon to paint pavement signs at important pedestrian inter- sections "Look before crossing" and requesting the City to furnish the paint. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that the City furnish the paint and grant per- mission for the students to paint warning on the pavements. An announcement of the American Municipal Congress meeting in San Francisco, December 1 -4 inclusive was read. The City Clerk was instructed to make neces- sary reservations for any of the Councilmen who wished to attend. Announcement of the Central Basin Water Association meeting and the League of California Cities Board of Directors meeting to be held on the 7th of November, 1957 were read. A letter from the Downey Chamber of Commerce regarding the hanging of Christmas Decorations was read, and the matter was referred to the Director of Public Works and the City Attorney for recommendation. A letter was read from the County of Los Angeles, Board of Supervisors, expressing appreciation for the cooperation of the City of Downey in the problem of air pollution control. The City Clerk presented a petition asking for Stop Signs and Traffic Control on Haledon Street between Florence and Gallatin School -House Road. Mr. H. M. Dyrr, 9155 Raviller Dr. Mr. Collins Butler, 9060 Gallatin Mr. Edward W. Relth, 9639 Haledon Mr. Wm. Douthit, 9202 Gainford Mr. Michael A. Lowry, 9657 Haledon spoke in behalf of some immediate steps being taken to correct the situation as it now exists in the area. The matter was referred to the Chief of Police and the Traffic Committee. Plans and Specifications for the improvement of Patton Road - Cash Contract #2 - were presented to the Council. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that Plans and Specifications be approved and same be filed with the City Clerk and that authority be given to call for bids on the Patton Road Construction. An Addendum to the Traffic Committee Report was presented re: Imperial Highway between Downey Avenue and Paramount Boulevard. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that the Addendum be approved. The City Manager presented a request for Street Improvements on Paramount Boulevard and Imperial Highway for the Fire Stations, also for the purchase of refrigerators for the Fire Station. It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that $1,300.00 be authorized for the improvement of paving and curbs for Fire Station No. 2. Dickerson, 7829 East Brookmill Road, and Councilman Stamps appointed Marzella Brumley, 9502 Samoline Avenue, to serve on the Board of Directors of the Rose Float Association. A report on the cooperative improvement of the east side of Woodruff Avenue, south of Washburn Crossing Road, was presented. It was moved by Councilman Giddings, seconded by Councilman Temple, and passed by the following vote that $3,500.00 encumbered against the Street Improvement Fund to be used for this improvement. AYES: 4 Councilmen: Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 1 Councilman: Dunnum Mrs. James Howard, Chairman for the Committee for Annexation on Annexation No. 2 to the City of Downey, expressed appreciation to all the City Officials for their help and cooperation. Mayor Peavey requested that a study be made of the traffic at 2nd and 3rd and Paramount with the possibility of installing a traffic signal.
