Applications were presented from the Southeast Taxi Company, Inc., the Day & Night Yellow Cab, and the Downey Checker Cab Companies for permits and stand inthe City of Downey. It was moved by Councilman Temple, seconded by Councilman Dunnum, and passed by the following vote that, in accordance with Section 6533.2 of the Downey Municipal Code, a public hearing be set for 8 :00 P.M. on October 28, 1957, in the Council Chambers. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 The City Manager recommended that the City Attorney and the City Auditors - Diehl, Evans and Company - be requested to review the divisions of assets of the Consolidated Fire District as they effect the City of Downey. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 Mrs. Ruth Connor, 11726 Girley; Mrs. Darwin F. Lough, 9858 Birchdale; and Mrs. Willard Woodrow, 9756 Downey & Sanford Bridge Road, representatives of the Downey Museum of Arts,outlined the program of the Downey Museum, of Arts, Incorporated under State Art Association Statutes, and explained that they now have their building located at the Furman Park and are having the formal opening on November 1st, 1957• Because this Museum was to be a definite part of the City's cultural program, they asked the approval and support of the City Council. �^ It was moved by Councilman Dunnum, seconded by Councilman Temple, and passed by the following vote that the City of Downey enter into a legal agreement endorsing the program and rendering any and all moral support possible for the program and financial support of $600.00 - $50.00 per month. The agreement is to be executed by the Mayor. Ned Young, President of the Downey Coordinating Council, 10279 Priscilla, invited the City Councilmen, Fire Chief, Police Chief, and the City Manager as guests to the Fourth Annual President's Banquet on Monday evening, October 21, 1957, and also invited the City officials to ride in the parade on November 10, 1957, in commeration of Veterans' Day. Mrs. E. E. Lowe, President, 8157 Raviller, and Mrs. James Schaffner, �. 7803 Botany, informed the City Council that the Downey Junior Women's Club opposed a Rose Parade Float representing Downey. They felt that the money should be used for park improvements in the City. The City Manager represented the "Personnel Classifications Plan and Pay Plan" to the Council for their study. Mr. King reported that the Arizona League of Cities had invited him to conduct a panel at their meeting on Thursday, October 31st, 1957, in Phoenix, Arizona - at the League's expense. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed by the following vote that Mr. King be authorized to attend the Arizona League of Cities' Meeting. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 Mr. Edward F. Menke, 10439 Brookshire Avenue, and Mr. Roy J. Swank, 10449 Brookshire Avenue, presented a petition to the Council, requesting the City of Downey to widen and improve the existing twenty -foot width of Brookshire Avenue between Cherokee Drive and 10th Street to a forty -foot roadbed curb to curb. On this basis, the petitioners agree to donate the ground and to pay for curbs and gutters. The Council referred the petition to the City Manager for further study and instructed him to endeavor to comply with the request of the petitioners. Mr. Edward F. Schwaner of the American Trailer and Manufacturing Company, 12222 South Woodruff, requested that Woodruff be widened from Firestone to Imperial Blvd. This request was referred to the City Manager. Mr. King presented the Major Highway and Street construction program for 1958 to the Council for their consideration. The Revised City Budget was presented for the final adoption. RESOLUTION NO. 162 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE 1957 -58 BUDGET. The resolution was read in full. It was moved by Councilman Dunnum, seconded by Councilman Temple, and passed by the following vote that Resolution No. 162 be adopted. Police Chief Robinson gave a resume of the activities of the Police Department. Assistant Chief Warren of the Fire Department reported on the Fire Department and on the activities of Fire Prevention Week. RESOLUTION NO. 163 KIM A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING RESOLUTION NO. 110 OF SAID CITY, THE SALARY RESOLUTION. (ASSISTANT CITY MANAGER) The Resolution was read by title only. It was moved by Councilman Giddings, seconded by Councilman Dunnum, and passed by the following vote that further reading be waived. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 A report was made by Cornell Shearer of the Downey Rose Float Association, and a letter was read from the Downey Chamber of Commerce with their recommenda- tion as to the Rose Float Board and Committee. It was moved by Councilman Giddings, seconded by Councilman Dunnum, and passed by the following vote that the City Council support the Rose Float Association by underwriting the funds not to exceed $2,500.00 in order to balance the remainder of money needed, provided a member of the Chamber of Commerce be included as a director, a member of the Junior Chamber of Commerce be included as a director, and a City Councilman be included as a director, and that a representative of each of the City Councilmanic districts serve as a member of the association. Barhite, Director of Public Works, presented the documents and petitions to be circulated on the proposed improvement of Cole Street between Patton Road and Downey Avenue, and he recommended that the City assume the cost of engineering and administrative expenses not to exceed $8,840.00. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that the recommendation be approved as presented. An invitation from the Central Basin Water Association to the Board of Directors, November 7th, 1957, at 6 :30 p.m. at the Elks' Club in Huntington Park. An invitation to the 34th annual American Municipal Congress in San Francisco, December 1 -4th, 1957, inclusive. An invitation to the 8th Anniversary luncheon of the Metropolitan �--- Recreation and Youth Services Council. A letter from the Downey Chamber of Commerce requesting the City Council to reconsider the license fee for industry by establishing a maximum of $750.00. A letter from Mrs. Betty Sandvigen, 12615 Coldbrook Avenue, asking that her name be withdrawn from the petition being circulated regarding the Downey Fire Department.
