OF THE CITY OF DOWNEY
HELD SEPTEMBER 17 ,1957
The City Council of the City of Downey held an adjounred meeting in the
Council Chambers of the Downey City Hall at 9:30 a.m. on September 17th, 1957.
Mayor Peavey presided.
RRESENT: Councilmen: Stamps, Dunnum, Giddings, Temple, Peavey
ABSENT: Councilmen: None
ALSO PRESENT: Oren L. King, City Manager
Glenn Kendall, Assistant City Manager
Richard Barhite, Director 6f Public Works
Dan McNutt, City Planner
Ivan A. Raffiinson, Chief of Police
LeRoy Starkey, Director of Finance
Della Doyle, City Clerk
Mrs. Gladys Stevenson, 10806 South Woodruff Street, spokesman for the
citizens in the area of Firestone Blvd. and Woodruff presented to the Council
the problem of the erection and operation of a tent to be used for a 10 day religious
meeting.
The City Clerk read a letter from John F. Bremer, attorney representing the
citizens in the area, endeavoring to restrict this activity so close to the homes in
the area.
After some discussion the Mayor ordered that the matter be referred to the
City Manager with instructions to see that the zoning, safety and sanitation regulations .
and all ordinances applicable thereto be adherred to exactly- there are to be no
exceptions.
Police Chief Robinson outlined the parking and traffice regulations that are to
be carried out by the City to protect the citizens within the area.
It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed by the following vote that an ordinance be prepared to regulate the use of
tents within the City.

City Manager King presented the tabulations of the bids as opened at 10 :00 a.m.
September 16th, 1957 on the remodeling of the wast and center wing of the City Hall.
It was moved by Councilman Stamps, seconded by Councilman Temple, and
passed by the following vote that the bid be awarded to the lowest and best bidder,
George R. Austin Building Co. in the amount of $9,998.33 with a waiver of the
requirement of a certified check or bidders bond and accepting in lieu thereof a
personal check in the amount of $999.83.

It was moved by Councilman Dunnum, seconded by Councilman Temple, and
passed by the following vote that Melvin Charles Harldson be employed as field
service -man at the Key #18, 4th step, effective September 22rr4;::.1957.

RESOLUTION NO. WS 16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY ALLOWING CERTAIN CLAIMS AND DEMANDS
AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME
ARE TO BE PAID. ( #238 thru 250 -- $1,850.00)
It was moved by Councilman Dunnum, seconded by Councilman Giddings,
and passed by the following vote that further reading be waived.

ABSENT: 0
It was moved by Councilman Dunnum, seconded by Councilman Giddings, and
passed by the following vote that Resolution No. WS 16 be adopted.

It was moved by Councilman Temple, seconded by Councilman Giddings, and
passed by the following vote that warrants be prepared and approvedfbr CouncAlman
Dunnum and Councilman Stamps for expenses to the League Convention in San Fran-
cisco.

ORDINANCE NO. 54
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING THE ANNEXATION TO THE CITY
OF CERTAIN INHABITED TERRITORY DESIGNATED AS:
" TELEGRAPH ROAD -SANTA ANA FREEWAY ANNEXATION"
It was moved by Councilman Dunnum, seconded by Councilman Giddings, and
passed by the following vote that further reading be waived.

NOES: 0
ABSENT: 0
It was moved by Councilman Temple, seconded by Councilman Stamps, and
passed by the following vote that Ordinance No. 54 be adopted.

ABSENT: 0
It was reported by City Manager King that the Board of Supervisors unanimously
voted to sign contracts with the Water Companies and to turn the Central Fires
Station over to the Downey Fire Department as of 5:00 p.m. today, September 17,1957 .
It was moved by Councilman Dunnum, seconded by Councilman Stamps, and
passed by the following vote thatthis report be made a part of the official record.

ABSENT: 0
The City Manager was requested to prepare letters of appreciation to the
Board of Supervisors and to Supervisor Legg personally for the assistance in the
formation of the Municipal Fire Department.
There being no further business the meeting djourned at 12 :20 p.m.
