HomeMy WebLinkAboutMinutes-09-09-57-Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY COUNCIL HELD SEPTEMBER 9th, 1957 The City Council of the City of Downey held an adjourned meeting in the Council Chambers of the Downey City Hall at 7:30 P.M. on September 9th, 1957• Mayor Pro - Tempore Dunnum presiding. PRESENT: Councilmen: Dunnum, ABSENT: Councilman: Peavey ALSO PRESENT: Oren L. Giddings, Stamps, Temple King, City Manager. Minutes of the previous meeting were held pending until the next regular meeting of the City Council. The City Manager presented a report on the pending withdrawal from the County Consolidated Fire Protection District. He also presented an agreement with the various water companies which operate within the City of Downey and presently furnish hydrant service to the District. These agreements assigned the present contracts from the County of Los Angeles to the City of Downey. RESOLUTION NO. 156 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY MODIFYING THE AGREEMENT BETWEEN THE CITY AND THE DOWNEY COUNTY WATER DISTRICT. The Resolution was read in full. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that the Resolution No. 156 be adopted. AYES: 3 Councilmen: Giddings, Temple, Dunnum NOES: 1 Councilmen Stamps refrained from voting ABSENT:l Councilman: Peavey It was moved by Councilman Stamps, seconded by Councilman Temple, and passed by the following vote that the contract with the Downey County Water District, the Pacific Water Company, the Park Water Company, the Lakewood Water Power Company, the Southern California Water Company, the Rancho Santa Gertrudes Mutual Water System, and the Paramount County Water District be approved and the City Manager be authorized to sign said agreement between the above named companies and the County of Los Angeles, and the City of Downey. AYES: 4 Councilmen: Giddings, Temple, Dunnum, Stamps NOES: 0 ABSENT: 1 Councilman: Peavey Fire Chief Robert W. Gain presented his staff of officers and officially reported to the City Council that his department was prepared to institute fire protection to the City of Downey on September 10, 1957• It was moved by Councilman Temple, seconded by Councilman Stamps, and unanimously carried that the City Manager be authorized to withdraw from the County Consolidated Fire Protection District and that he take such action effec- tive on or before 12:00 noon, September 10, 1957,,based on the final report of the Fire Chief. There being no further business to come before the body the meeting was Tad' urned at 8:20 P.M. until the next regular meeting. l CITY CLERK``� MAYOR C� MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD SEPTEMBER 10th, 1957 The City Council of the City of Downey held a regular meeting in the Council Chambers of the Downey City Hall at 7:30 p.m. on September 10th, 1957, Mayor Pro - Tempore Dunnum presiding. PRESENT: Councilmen: Stamps, Dunnum, Temple ABSENT: Councilmen: Peavey, Giddings. ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Richard Barhite, Director of Public Works Ivan A. Robinson, Chief of Police Roy Starkey, Finance Director Della Doyle, City Clerk It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that the meeting be adjourned to the Cafetorium of the Downey Elementary School. AYES: 3 Councilmen: Dunnum, Stamps, Temple NOES: 0 ABSENT: 2 Councilmen: Peavey, Giddings Mr Henry Rose, in behalf of Mrs. Gayle Frederickson, Roger and Rodericks, widow and sons of the late John Walter Frederickson presented an American Flag to the City of Downey in memory of John Walter Frederickson. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed by the following vote that the minutes of the meeting held August 26th, :August 28th at 8 a.m. and August 28th at noon be approved as presented. The Mayor Pro - tempore announced that 7:30 p.m. was the time and this the place set for the public hearing on the adoption of Section 8107 to the Electrical Code regarding safety orders. There being no protest it was moved by Councilman Temple, seconded by Councilman Stamps and unanimously carried that the hearing be closed. ORDINANCE NO. 52 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY ADDING THERETO A NEW SECTION, TO BE DESIGNATED SECTION 8107 THEREOF, AMENDING THE ELECTRICAL CODE ADOPTED BY SECTION 8100 OF THE DOWNEY MUNICIPAL CODE AND INCORPORATING THEREIN THE ELECTRICAL SAFETY ORDERS, 1855 EDITION, ISSUED BY THE DIVISION OF INDUSTRIAL SAFETY OF THE STATE OF CALIFORNIA, THE NATIONAL ELECTRICAL CODE, 1956 EDITION, AS APPROVED BY THE AMERICAN STANDARDS ASSOCIATION. The Ordinance was read by title only. It was moved by Councilman Temple, seconded by Councilman Stamps and carried by the following vote that further reading be waived. AYES: 3 Councilmen: Stamps, Temple, Dunnum NOES: 0 ABSENT: 2 Councilmen: Giddings, Peavey The City Manager called on Mrs. PatriciaErhart, ac -rn#- chairman for the' Sanitation Committee. From a tabulation of the bids as opened at 10:00 a.m. on September 10th, 1057 for the refuse pick -up the committee recommended that the bids we awarded to the best and highest bidders namely: Zone 1 Puckett & Megargee $2, 500.00 Zone 2 Bolan and GeVorkiaAh 2,500.00 Zone 3 Lemon Disposal Company 2,500.00 It was moved by Councilman Stamps and seconded by Councilman Temple, and passed by the following vote that Puckett & Megargee be awarded the contract for refuse pick -up in Zone #3 on the basis of $2,500.00 per year and compliance with all specifications as outlined in Ordinance No. 47 and Resolution No. 148. AYES: 3 Councilmen: Stamps, Temple, Dunnum NOES: 0 ABSENT: 2 Councilmen: Giddings, Peavey Police Chief Robinson cuatiioned all sanitation and pick -up trucks must be driven on the right side of the street at all times. City Manager King reported that the final document for the withdrawal from the County Fire Protection District had been delivered to the Board of Supervisors. City Attorney Royal Sorensen announced that the withdrawal was now complete and in effect. RESOLUTION NO. WS 12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ALLOWING CERTAIN CLAIMS OLND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. ($110.00 #185) It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that further reading be waived. AYES: 3 Councilmen: Stamps, Temple, Dunnum NOES: 0 ABSENT: 2 Councilmen: Giddings, Peavey City Manager King reported that, as authorized by the City Council, a meeting was held with representatives of the garbage and refuse collectors relative to setting a fair cost for the pick -up of street sweeping in each zone. After through analysis of the amount of sweeping (estimated to be somewhere between 200 and 300 cubic yards per month per zone), it was agreed that the following formula should be included in the bid call for garbage and refuse service in Dpwney. The City will deposit said street sweeping in designated places (probably two areas in each zone) for collection by the contractor in each aone within twenty -four hours after deposit by the City at a price of $200.00 per zone per month. AYES: 3 Councilmen: Stamps, Temple, Dunnum NOES: 0 :ABSENT: 2 Councilmen: Giddings, Peavey Council Minutes 9/10/57 -4- r' Mrs. Rosemary Patterson, representative of the Downey Rose Float Association, Inc. of Downey appeared before the Council in behalf of a Rose Float for the City. Mayor Pro - Tempore Dunnum recommended that a committee be appointed to investigate the necessary cost and actions necessary to have a float and that they report to CatLncil before any action be taken. The committee to have a representative from the Chamber of Commerce,the Junior Chamber of Commerce, Mrs. Patterson to represent the Downey Rose Float .Association and Councilman Temple the City Council. Director of Public Works Richard Barhite presented an investigation report on the Small wood Lighting District setting the time and place of a hearing at 7:30 p.m., lvbnday, October 28, 1957 in the Council Chambers. It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that the investigation report on the Smallwood Lighting District be approved. Public Works Director Richard Barhite presented a Traffic Committee report outling measures to correct traffic problems as they exist in the City. It was moved by Councilman Temple, seconded by Councilman Stamps and unanimously passed to adopt the report as presented. Mrs. C. W. Zinke, 11926 Bellflower Blvd., Downey requested that a survey be made of Bellflower Blvd. and steps be taken to improve the situation as it now exists. The matter was referred to the City Manager. It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following that authority be given for Chief Robinson to attend the Governers Traffic Safety Conference in Sacramento, California, October 2, 3, 4 and the 45th National Safety Congress and Northwestern University Traffic Institute Graduate Re- Training, Chicago, October 16 to 25th inclusive. Police Chief Robinson presented a police traing film "The Prowler" The City Council made a canvass of the precinct returns on the election held September 3rd, 1957 annexing Santa Ana Telegraph Frewway Annexation to the City of Downey. The City Council then made a count and canvass of the absentee ballots for the election and declared the official count to be Yes No Precinct No. 1 215 33 Precinct No.2 234 102 Precinct No. 3 171 311 Absentee 14 2 T otal c ount 634 448 Council Minutes 9 /10/57 -5- It was moved by Councilman Temple, seconded by Councilman Stamps, and passed by the following vote that results of 634 yes- 448 no be declared official.
