The Ordinance was read in full. It was moved by Councilman Dunnum, seconded by Councilman Temple, and passed by the following vote that the Council approved Section 2, the emergency clause of Ordinance No- 56. After some discussion the Ordi- nance was referred to the Director of Public Works and to the Chief of Police for further study. No action was taken. It was moved by Councilman Temple, seconded by Councilman Dunnum, and passed by the following vote that the plans, specifications and map indicating the district to be assessed of the Downey Improvement No. 1 - Lighting System - SmaLlwood Avenue, et al, be approved and that the Clerk be directed to file same. The resolution was read in full, moved by Councilman Dunnum, seconded by Councilman Giddings, and passed by the following vote that Resolution No. 158 be adopted. Sorensen be instructed to file and return the City's answer to writ of mandate by C. H. Stevenson, 10806 South Woodruff Street, Downey, California against the City for failure to enforce a City Ordinance at the corner of Woodruff and Firestone Blvd. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 The agreements with the refuse and garbage contractors was read in full. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed by the following vote that the agreements be approved and be executed by the Mayor. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 The Council requested that a Resolution of appreciation be prepared thanking the Citizen's Sanitation Committee for the excellent work they have done. The Council requested that a Resolution authorizing the City Clerk to accept deeds or grants for the City. The City Manager presented the revised Budget to the Council for study. It was moved by Councilman Temple, seconded by Councilman Dunnum, and passed by the following vote that authority be given to purchase Treasury Notes in an amount not to exceed $100,000.00. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, _Peavey NOES: 0 ABSENT: 0 City Manager King presented the minutes from the meeting of the Rose Float Committee. After some discussion the Council delayed any action until after a more definite program had been established by the committee. Chief Gain gave a report on the activities of the Fire Department and stressed Fire Prevention Week. Council Minutes 9/30/57 -4- Mr. Robb Nismno, President of the Rio San Gabriel Home Owners Association invited Chief Gain as guest speaker at the next meeting and extended an invi- tation to the public. Mr. King presented the draft of a folder that is being prepared for the citizens of Downey, giving the information of the City activities for the Council's consideration. It was moved by Councilman Temple,seconded by Councilman Stamps, and passed by the following vote that authority be given to print and distribute these folders. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 Chief Robinson gave a report on the activities of the Police department and reported that there had been a readjustment of the personnel in the Police department. Richard Barhite, Director of Public Works reported that the new street sweeper had been delivered and would be on display October 1, 1957• It was recommended that a pick -up truck be purchased for use by the Public Works department. It was moved by Councilman Temple, seconded by Councilman Dunnum, and passed by the following vote that authority be given to call- for bids and to purchase a pick -up truck. The price to be approximately $1,700.00. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 It was recommended that the Finance Committee be increased to a 5 member committee. It was moved by Councilman Giddings, seconded by Councilman Dunnum, and passed by the following vote that the Finance Committee be increased to a 5 member committee and that Norman Ream be appointed as the 4th member. This appointment automatically deletes Mr. Ream from the membership on the Personnel Advisory Board. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 Norman Ream, 10546 Chaney, expressed appreciation of the confidence placed in him and graciously accept the new assignment. It was moved by Councilman Peavey, seconded by Councilman Stamps, and passed by the following vote that Dan McKenzie be appointed as the fifth member of the Finance Comni.ttee. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 The City Clerk read the following correspondence: A letter from the County of Los Angeles, Department of Co. Engineer, stating that the Downey Sewer Maintenance District name be changed to the Consolidated Sewer Maintenance District as the territory includes more than the City of Downey. Letters acknowledging the receipt of the certified statement of with- drawal from the Los Angeles County Fire Protection District, together with the legal description of the area, a map, and a certified copy of Resolution No- 154, were read from the Los Angeles County Assessor and the State Board of Equalization. Council Minutes 9/30/57 -5- A letter of acknowledgment from Diehl, Evans and Company, signifying that they would contact the Director of Finance and begin auditing service in accordance with their successful proposal. A letter from the Downey Ministerial Association was read offering the services of one of their members to meet with the Council and open the session with an invocation. It was moved by Councilman Stamps, seconded by Councilman Temple, and passed by the following vote that the Council accept with appre- ciation the offer of the Ministerial Association. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT:•O Letters from the County Boundary Commission giving formal notice of the proposal of annexations to the City of Whittier - Annexation No. 8: City of Santa Fe Springs- Annexation No. 19: and Annexation No, 18. Director of Public Works requested authority to release the faithful performance bonds on Tract J22634, (Attilio Batistelli) It was moved by Councilman Dunnum, seconded by Councilman Temple, and passed that the faithful performance bonds on Tracts 74}2263+ be released. W. P. Stephenson of the Airport Stages presented to Council a request for establishing a passenger stop to accommodate persons going to the International Airport in Inglewood. They tentatively established the corner of Lakewood and Gallatin School House Road, Chris and Pitt's Barbecue, as one possibility and would like an alternative location. In order for them to apply to the Public Utilities for a franchise, it will be necessary for them to have a letter from the City Council. It was moved by Councilman Giddings, seconded by Councilman Dunnuft, and passed by the following vote that a letter be written to the Public Utilities Commission requesting the service as outlined by the Airport Stages. AYES: 5 Councilmen: Dunnum, Giddings, Temple, Stamps, Peavey NOES: 0 ABSENT: 0 Mr. Bert Dumars, chairman of the Personnel Board, reminded the Council that by Mr. Ream's resignation, the.Personnel Board was now short one member and also expressed appreciation to the Council for the trip to the League of California Cities held in San Francisco. James Carson of the Crosstown Bus Line presented to Council the pro- posed routeof a Downey Local Bus Line that is now being studied. It was moved by Councilman Temple, seconded by Councilman Dunnum, and passed that City Manager be requested to work with Mr. Carson,.on the possibility of establishing a local bus line for Downey. Mr. King presented a report on the major highway construction program as outlined for 1957 -1958 and suggested that the Council take a field trip to review the proposed program. There being no further business, the meeting adjourned at 11:00 p.m. until 9:30 a.m. Thursday morning, when there is to be a field trip to review the major highway construction program.
