PRESENT: Councilmen: Dunnum, Giddings, Stamps, Peavey ABSENT: Councilman: Temple ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Richard Barhite, Director of Public Works Ivan A. Robinson, Chief of Police It was moved by Councilman. Dunnum, seconded by Councilman Stamps, and passed by the following vote that the minutes of the meeting of August 12th, 1957 be approved as corrected. AYES: 4 Councilmen: Dunnum, Giddings, Stamps, Peavey NOES: 0 ABSENT: 1 Councilman: Temple Mr. Walter Garrison of the County Eagineering Office appealed to the Council to join in the formation of Refuse Disposal District No. 2. The Mayor announced that the 'continued' hearing to call an election on the Annexation f2 (triangle) was open and called for any comments. There being no response the hearing was declared closed. RESOLUTION NO. 147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY RE: ANNEXATION NO. 2 DECLARING THE HEARING CLOSED. The Resolution was read in full. Councilman Giddings reported that it had been suggested that a Citizen's Finance Committee be appointed and that the Personnel Board be given the opportunity to review the department heads now on probation before they were given a perman- eat status. These suggestions were referred to the City Manager for study. It was moved by Councilman Peavey, seconded by Councilman Dunnum, and ? passed by the following vote that the Board of Supervisors be requested to finance a wigwag signal at Rives Avenue and the Southern Pacific tracks and a certified copy of the minute action accompany the request. One for the Fire Department and one as a stand -by car for the Police Department. It was moved by Councilman Dunnum, seconded by Councilman Stamps, and passed by the following vote that the bid for the street sweeper be awarded to the lowest and best bid as submitted by Conveyor Co. for the Mobile Sweeper at a price of $9,867.00. AYES: 4 Councilmen: Dunnum, Giddings, Stamps, Peavey NOES: 0 ABSENT: 1 Councilman: Temple The committee of Councilman Giddings, Councilman Dunnum, and the City Manager reported on the proposals as submitted on the auditing of the City Acoounts . and recommended that the firm of Diehl, Evans & Go. be employed am. the basis of the lowest costs and their execellent record of municipal accounting. It was moved by Councilman Stamps, seconded by Councilman Peavey and passed by the following vote that the committees recommendation be accepted and instruct ed the City Clerk to so notify Diehl, Evans & Go. Mr. Norman Ream, 10546 Chaney Avenue requested that the Department of Public Works investigate the ingress and egress to the Landsdale property and the new development at the corner of Firestone and Lakewood Blvd. and report to the Rio San Gabriel Property Owners Association. Because of this new development he also asks that the traffic situation at the corner of Woodruff and Florence Avenue be reconsidered. The City Clerk read the following correspondence. Notification from the Los Angeles Boundary Commission of the proposed annexation to Santa Fe Springs of Annexation Southwest #14, 15, 16 and 17 to the City of Montebello; the annexation to be known as Simons *ri.cky&170 Annexation and to the City of Long Beach an unihabited territory between Paramount Boulevard and Obispo Avenue. Downey Pay Television Co. and Skiatron TV, Inc., both submitted requests for an exclusive franchise rights in the City of Downey for Pay TV. These were referred to the City Manager for study. A letter from the Chamber of Commerce was read in which they requested that a survey be made and that efforts be extended to develop a Heliport in the City of Downey. This was referred to the City Manager. A letter from the Committee of Mayors was read setting forth the dues and advantages of the organization and inviting.�Dowaey to join with them. The Council suggested that the City Manager learn more of this organization before action was taken. A letter from the Air Pollution Control District was read setting forth the restrictions of refuse burning in Los Angeles County as of October 1, 1957• An invitation to attend the first City Council meeting of the newly in- corporated City of Norwalk was read. An announcement of the Board of Directors of the Los Angeles County Division, League of California Cities on September 5th, 1957 was read. The council requested that a complete written report with details be presented before any action be taken. Mr. Gilbert Powers, 7934 Borson Street asked that a complete survey of the lighting of the streets of Downey be made and that action be taken to develop better lighting in the City.
