MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
HELD JULY 8th, 1957
The City Council of the City of Downey held a regular meeting in the Council
Chambers of the Downey City Hall at 7:30 P.M. on July 8th, 1957, Mayor Stamps
pr a siding.

It was moved by Councilman Temple, seconded by Councilman Peavey and
passed by the following vote, that the minutes of the meetings held on June 19th,
24th and July lst, 1957 be approved as presented.

PIPES AND APPURTENANCES FOR TRANSMITTING AND
DISTRIBUTING GAS FOR ANY AND ALL PURPOSES UNDER,
ALONG, ACROSS OR UPON THE PUBLIC STREETS, WAYS,
ALLEYS AND PLACES, AS THE SAME NOW OR MAY HERE -
AFTER EXIST, WITHIN SAID MUNICIPALITY`.

Councilman Temple requested a progress report on the Smallwood Lighting
District with a copy to be sent to Gilbert Powers, 7934 Borson St., Downey.
Councilmen Dunnum asked for a report on the progress of the Gardendale
Lighting District.
Councilman Peavey asked for a report on the progress of the change to be
made on the parking meters in the lots where the fee is less than U per hour.

The City Clerk read a letter from the County of Los Angeles Health Department
stating that October 1st, 1957 the responsibility of the County for the collection
of garbage, combustible and noncombustible rubbish would terminate.
Formal announcement by the County of Los Angeles of a proposed annexation
to the City of Bell to be known as the Otis Annexation was read.
A letter of commendation was read from Miner B. Phillipps.
The City Clerk announa3d that a claim filed by Vincenta Batte, 10839 So.
Paramount Blvd. against the City of Downey, in the amount of $4,155.00 had
been submitted to the insurance company and to the City Attorney.

passed by the following vote that the Mayor and Mayor Pro - Tempore serve as
Director and .Alternate representatives to the League of California Cities.

City Manager King presented a letter from Bolton Caldwell Moise, Jr.AIA
Architects relative to their drawing of Sub. Fire Station #5 on Streeter Street,
Riverside, California.
It was moved byCouncilman Temple, seconded by Councilman Peavey, and
passed by the following vote that theCity of Downey purchase the plans for the
above mentioned Sub Station from Bolton Caldwell Moise Jr. AIA Architects at
the price of $444.46.

City Manager King requested authority to call for bids on the Sub Stations so
that there would be no delay in the program of a Fire Department.
It was moved by Councilman Giddings, secondee d by Councilman Peavey, and
passed by the following vote that bids for the buildings to be used as Fire Stations
for theDowney Fire Department be called for,

City Manager King and Chief of Police Robinson outlined the progress of
the Police Department and requested the authority to employ three more typist
clerks for the department because of the unanticipated work load.

passed by the following vote that authority be granted to employ three additional
typist - clerks for the Police Department.

Mr. King announced that there had been no car purchased for the Fire Chief
and requested authority to purchase one more car on the original bids for City Cars.

Fire Chief.

A letter addeessed to the City Council from Marion Wilson Jones was
presented and upon the recommendation from Assistant City Manager Kendall
it was referred to the Planning Department.
A letter from Mr. Donald O. Fiebing regarding the trash and garbage disposal
problem was referred to the Administrative Office for proper handling.
Mr. King announced that as of July 8th, 1957 the assessed valuation of the
City of Downey has been established as $83,600,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY AMENDING RESOLUTION NO. 110 THEREOF
WHICH RESOLUTION REFERS TO SALARIES OF CITY
EMPLOYEES.
The resolution was read in full. It was moved by Councilman Temple,
seconded by Councilman Dunnum and passed by the following vote that Resolution
No. 124 be adopted.

A letter from the Air Pollution Control District was presented.
It was moved by Councilman Temple, seconded by Councilman Peavey, and
passed by the following vote that the Air Pollution Control District be requested
to delay enforcement of the ban on Industrial- Commerical Incinerators until
October 1 ,1957, when the City of Downey proposed to institute a citywide rubbish
collection system.

The City Clerk read a letter of resignation as Mayor of the City ofDowney
as presented by Mayor Stamps.
