M. on July 1 ,1957, Mayor Stamps presiding. PRESENT: Councilmen: Dunnum, Temple, Peavey, Giddings, Stamps. ABSENT: Councilmen: None ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Royal M. Sorensen, City Attorney Della Doyle,City Clerk City Manager King presented the First Municipal Budget for the City of Downey and after some discussion and reviewing of said Budget it was moved by Councilman Temple, seconded by Councilman Peavey and passed by the following vote that the Budget as presented be tentatively adopted. AYES: 5 Councilmen: Dunnum, Temple, Peavey, Giddings, Stamps NOES: 0 ABSENT: 0 RESOLUTION NO. 110 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, PROVIDING FOR THE NUMBER, TITLES, CLASSIFICATIONS, AND COMPENSATION OF OFFICERS AND EMPLOYEES: AND ADOPTING THE CLASS.. IFICATIONSPLAN AND THE PAY PLAN. It was moved by Councilman Giddings, seconded by Councilman Dunnum, and passed by the following vote that further reading be waived. AYES: 5 Councilmen: Dunnum, Temple, Peavey, Giddings, Stamps. NOES: 0 ABSENT; 0 It.was moved by Councilman Giddings, seconded by Councilman Dunnum, and passed by the following vote that the proposed resolution be adopted. AYES: 5 Councilmen: Dunnum, Temple, Peavey, Giddings, Stamps. NOES: 0 ABSENT: 0 Councilman Dunnum was excused at 12 :10 P.M. RESOLUTION .111. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ACCEPTING THE RESIGNATION OF MAJOR RUDOLPH WEHKING, CITY TREASURER OF THE CITY OF DOWNEY AND EXPRESSING ITS APPRECIATION FOR HIS SERVICES. The Resolution was read in full. It was moved by Councilman Temple, seconded by Councilman Giddings, and passed by the following vote that Resolution No. 111 be adopted. AYES: 4 Councilmen: Giddings, Peavey, Temple,Stamps. NOES: 0 ABSENT: 1 Councilman; Dunnum RESOLUTION NO. 112 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY CREATING THE POSITION OF CITY CLERK - TREASURER AND APPOINTING DELLA DOYLE TO THE POSITION OF CITY CLERK - TREASURER. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that further reading be waived. AYES: 4 Councilmen: Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: I Councilman: Dunnum RESOLUTION NO. 113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY CONGRATULATING PEGGY JACOBSON FOR WINNING THE MISS CALIFORNIA CONTEST IN PREPARATION FOR THE MASS UNIVERSE CONTEST IN LONG BEACH. NOES: 0 ABSENT: 1 Councilmen: Dunnum RESOLUTION NO. 114 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECLARING ITS INTENTION TO WITHDRAW THE CITY OF DOWNEY FROM THE CONSOLIDATED COUNTY FIRE PROTECTION DISTRICT. The resolution was read in full. It was moved by Councilman Giddings, seconded by Councilman Temple, and passed by the following vote that Resolution No. 114 be adopted. AYES: 4 Councilmen: Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: I Councilman: Dunnum The City Manager presented demands No. 310 thru No. 395 for the Council's consideration. It was moved by Councilman Temple, seconded by Councilman Giddings, and unanimously carried that the City Council, after audit of demands No. 310 thru No. 395 finds and determines that the demands 0 are proper and the total amount thereof does not exceed the income and revenue for the year in which the indebtedness was incurred, but that there are not suf- ficient funds available for the payment of said demands on their due date, and the same shall not be approved for want of funds. The City Clerk shall endores upon the demand the fact that the demands have been audited by theCity Council and not approved for want of funds. AYES: 4 Councilmen: Giddings, Peavey, Tempel,Stamps. NOES: 0 ABSENT: 1 Councilman: Dunnum The City Manager presented the bill from Wiiliam O. Gray, General Con - tractor, in the amount of $5,455.40 for the remodeling of the east wing. This included $1,155.40 change orders that had been added to the original bid price. It was moved by Councilman Peavey, seconded by Councilman Tempe, and passed by the following vote that this bill be approved for payment, including the extra charges. AYES: 4 Councilmen: Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 1 Councilman: Dunnum Councilman Giddings suggested that in the future more time and study be given to bids so that there would not have to be additional charges after the acceptance of bids. Norman Ream, 10546 Chaney Ave., Downey, offered some suggestions to the City Council regarding the First Mu3icipal Budget. Gasoline and Car Wash bids were called for and opened as of 10:00 A.M. on June 28th, 1957. A schedule of the bids opened was presented to Council with the recommendation that the lowest and best bidder be awarded the business. It was moved by Councilman Giddings, seconded by Councilman Peavey, and passed by the following vote that the gasoline bid be awarded to Litsey and Stephenson, Firestone Blvd., Downey. AYES: 4 Councilmen: Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 1 Councilman: Dunnum. It was moved by Councilman Peavey, seconded by Councilman Temple, and passed by the following vote that the car wash bid be awarded to the Kwik Car Wakh, Firestone Blvd. Downey. AYES: 4 Councilmen: Giddings, Peavey, Temple, Stamps NOES: 0 ABSENT: 1 Councilman: Dunnum Ray Noxsell, representative of the Junior Chamber of Commerce, extended an invitation to the Councilmen and Administrators to be present and take a part in the ceremonty of the Fire Works display to be held on July 3rd, 1957. PRESENT: Councilmen: Dunnum, Temple, Peavey, Giddings, Stamps. ABSENT: Councilmen: None ALSO PRESENT: Oren L. King, City Manager Royal M. Sorensen, City Attorney Della Doyle, City Clerk. continued The Mayor announced that the /hearing to call an election on the annexation of the area to be known as the Telegraph -Santa Ana Freeway Annexation was open and called for any protests. There being no protest, either oral or written, the hearing was declared closed. TheCity Clerk asked for authority to employ three (3) inspectors at the rate of $15.00 per day, six (6) judges at $12.00 per day and to rent 3 polling places at $10.00 per day for the election to be called. It was moved by Councilman Temple, seconded by Councilman Peavey, and passed that such authority be given. AYES: 5 Councilmen: Dunnum, Temple, Peavey, Giddings, Stamps. NOES: 0 ABSENT: 0 RESOLUTION NO'. 115 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY RE: TELEGRAPH ROAD -SANTA ANA FREE- WAY ANNEXATION. The resolution was read in full. It was moved-by Councilman Giddings, seconded by Councilman Temple, and passed by the following vote that Resolution No. 115 be adopted. AYES: 5 Councilmen: Dunnum, Temple, Peavey, Giddings, Stamps. NOES: 0 ABSENT: 0 ORDINANCE NO'. AN ORDINANCE OF THE CITY OF DOWNEY CALLING A SPECIAL ELECTION TO BE HELD ON THE 3rd DAY OF SEPTEMBER, 1957, PERTAINING TO THE ANNEXATION OF TELEGRAPH ROAD -SANTA ANA FREEWAY ANNEXATION TO THE CITY OF DOWNEY'. It was moved by Councilman Temple, seconded by Councilman Peavey, and passed by the following vote that further reading be waived. AYES: 5 Councilmen: Dunnum, Temple, Peavey, Giddings, Stamps. NOES: 0 Councilmen: None ABSENT: 0 Councilmen: No ne It was moved by Councilman Peavey, seconded by Councilman Giddings, and passed by the following vote that said Ordinance be introduced. NOES: 0 ABSENT: 0 Mr. W.J.Harvey, 8520 Rives Ave., expressed the appreciation of the committee for annexation of said area, to the City Council for their help and cooperation.
