MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
HELD JULY 22, 1957
The City Council of the City of Downey held a regular meeting in the
Council Chambers of the Downey City Hall at 7:30 p.m. on July 22nd, 1957.

Councilman Temple inquired as to the progress of the Smallwood Lighting
District. City Manager King reported that the matter was being processed and
a letter was being forwarded to Mr.Gilbert Powers, 7923 Borson St., Downey
as requested.

Councilman Stamps inquired as to the progress of the filing of condemnation
on the property on Paramount Blvd. City Attorney Sorensen reported that the
filing would take place this week.
Mayor Peavey reported that a great deal of work had been done in regard
to the cancellation of the contracts with North American Aviation. Contacts have
been made with Washington and the City has been assured that the situation is
being reviewed and efforts are being made to channel other work into this plant.
City AttorneySoreisen requested authority to file a demurrer on the case
filed by the Cabinet Makers,against all cities in Los Angeles County,in regard to
the business licenses.
It was moved by Councilman Dunnum, seconded by Councilman Temple,
and passed that authority be given to proceed with the demurreron said case
and that any other action necessary be taken.
Chief Robinson reported on the activities of the Police Department for the
month of July.
The City Clerk presented formal notices from the County of Los Angeles
Boundary Commission that Santa Fe Springs has filed a proposal of annexation
of a territory known as Painter Annexation No. 11; and of a proposed annexation
to the City of Los Angeles known as Fairfax Addition No. 10.
A letter was read from J.C.Peacock, Inc. asking that a 5 acre tract south
of Firestone Blvd., and immediately east of the San Gabriel River be annexed
to theCity of Downey. This area is within the proposed boundaries of the City
of Norwalk. No action was taken.
Letters from Assemblyman Frank Bonelli stating that Governor Knight
has signed Assembly Bill No. 4172; re:examination of Sales and Use tax records
and Assembly Bill 1212 re: Civil Defence coordination were read.
Announcement was made of the Board of Directors of the League of California
Cities and the Central Basin Water Association meetings to be held on August l st.
City Manager King requested that authority be given the Department of Public
Works to engage the services of a private engineering firm to prepare plans and
specifications for the lowering and widening of Patton Road between Alameda and
Cole Streets at an estimated cost of $22,000.00 with financing to emanate from the
Cooperative Street Improvement Fund.

Mr. King outlined procedures recommended by the Public Works Department
re: Dunrobin Avenue north of Imperial Highway and requested authority tote given
to engage the services of a private engineering firm to prepare plans and specifi-
cations for the improvement of approximately 600' so that bids can be called for.
Cost approximately $9,000.00

It was requested that Council authorize proceeding with the improvement
of Cherokee from Dolan to Brookshire to a street to be 40 foot from curb to curb
width with property owners dedicating the necessary rights of way and constructing
their own curbs and gutters and the City assuming the cost of paying. Cost to be
approximately $7,000.00.

ment of Cherokee as outlined.

Mr. Louis A. Gretz, 7519 Noren, Downey stated that he represented a
Citizens Committee and was authorized to request that the Council rescind
their action in regards to the purchase of fire equipement and sub - stations
property and call for an election by the people.
Mr. Norman Ream, 10546 Chaney, Downey, stated that he was a member
of said Committee and that Mr. Gretz had no authority to speak for the Committee.
Mayor Peavey ruled that this matter be referred to the Council as a whole.
There being no further business the meeting adjourned at 9:30 p.m.
