MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
HELD JUNE 10, 1957
The City Council of the City of Downey held a regular meeting in the
Council Chambers of the Downey City Hall at 7:30 P.M., on June 10th, 1957,
with Mayor Pro- tempore Peavey presiding.

It was moved by Councilman Temple, seconded by Councilman Giddings,
and passed by the following vote that the minutes of the meetings of May 27, 1957
and June 3rd, 1957 be approved as presented.

A NEW SECTION, TO BE DESIGNATED 3155.1 , WHICH SAID

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DOWNEY REPEALING ORDINANCE NO. 8 OF SAID
CITY, WHICH SAID ORDINANCE RELATES TO THE
REGISTERING OF WARRANTS.
The Ordinance was read in full. It was moved by Councilman Temple,
seconded by Councilman Dunnum, and passed by the following vote, that
said Ordinance be introduced.

ORDINANCE NO. 34
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DOWNEY AMENDING ARTICLE VI OF THE DOWNEY
MUNICIPAL CODE BY ADDING THERETO A NEW CHAPTER
TO BE DESIGNATED CHAPTER 2 THEREOF AND RELATING
TO BUSINESS LICENSES.
The Ordinance was read by title only. It was moved by Councilman Dunnum,
seconded by Councilman Giddings, and passed by the following vote, that further
reading be waived.

It was moved by Councilman Temple, seconded by Councilman Dunnum,
and passed by the following vote that Ordinance No. 34 be adopted.

Councilman Dunnum-introduced Mr. Raymond Mayfield, 8300 Long Beach
Blvd., South Gate, California, attorney representing the Municipal Disposal
Service Company, who gave a resume' of the findings that resulted from their
recent survey. After some discussion the Council requested that the findings
be referred to the Citizens Committee for Sanitation for consideration.
Mr. Cleo Evans, 8024 Lemorand, Rivera, representing the Assembly of
God Church asked that the Council reconsider the Regional Planning Commissions
verdict that the fence on the Church property be finished within a 30 day period
and extend the time for a 12 month period.
It was moved by Councilman Temple, seconded by Councilman Dunnum, and
passed by the following vote that the matter be referred to the Planning Commission
of the City of Downey.

A letter was read from E. H. Williamson, Manager of the Downey County
Water District asking for an appeal to the City Council for a hearing on Case #10
of the Planning Commission requesting a Zone Exception for a water reservoir.

and passed by the following vote that all matters of major public interest be
presented to the Council in writing so that they may be informed as to the reasons
for the decisions of the various Committees and Department Heads.

Councilman Dunnum read a letter from James C. Doyle, 12443 So.Dunrobin
Ave . , Downey, California, setting forth the conditions whereby they would grant
an easement so that Dunrobin Avenue could be opened as a thru street.
The Council requested that this letter be referred to the Director of Public
Works for his recommendations to be presented to the City Manager and final
decisions to be brought to the Council for their consideration.
Councilman Temple mentioned that the water pressure in the area was very
low and requested that the Water Department be contacted to see if this could be
corrected.
Mrs. Dan McKenzie, 8803 Tweedy Lane, Downey presented a letter from
,..� the Downey Council of Parents and Teachers, Inc. requesting a traffic light at
the intersection of Woodruff and Florence Ave. Mrs. McKenzie was assured
that this traffic light was being studied by the Department of Public Works.
City Manager King gave his report.
It was moved by Councilman Temple, seconded by Councilman Dunnum, and
passed by the following vote that the bid to remodel the east wing of the City Hall
be awarded to William O. Gray, 10911 Atlantic Blvd., Lynwood, California
for the amount of $4,300.00: work to be completed by Jmne 24, 1957. Mr. Gray
was the only bidder.

The City Manager gave a report on the progress of the Fire Department
and asked that authority be given to call for bids for 4- 1250 g.p.m. pumpers
at an estimated cost of $104,000.00.
It was moved by Councilman Temple, seconded by Councilman Dunnum, and
passed by the following vote that authority be given to call for bids on 4 - 1250 g.p.m.
pumpers at an approximate cost of $104,000.00 for the Fire Department.

The Council expressed pleasure in the plans being made by the City Manager
to hold a Citizens Budget meeting on Thursday, June 27th at 7:3o p.m. in the
Downey Senior High School Auditorium. There will be a complete review of the
First Budget of the City ofDowney and a preview, of the Police Department in

in full uniform and ready for duty.
Upon the recommendationoW the City Manager the following motions were
passed to employ personnel for the Finance Department.
It was moved by Councilman Dunnum, seconded by Councilman Temple, and
passed by the following vote, that Mr. A. C . Gabriel be employed as Purchasing
Agent and License Inspector in the pay key #22, Step D at $64 5.00 per month,
effective July 8, 1957.

It was moved by Councilman Temple, seconded by Councilman Dunnum, and
passed by the following vote that William E. Parrott be employed as the Chief
.A,ccountant in the Finance Office in the pay key #22, Step D, at $645.00 per month,
efflctive June 24, 1957.

Mr. King presented an offer made by the Fairchild Aerial Surveys, Inc.
representative whereby the City could purchase extensive maps of the City at
a greatly reduced price because of the availability thru the County of Los Angeles.
It was moved by Councilman Temple, seconded by Councilman Dunnum, and
passed by the following vote that the City purchase the maps as outlined at a cost
of $1,314.00 plus sales tax.

The exhibits from the Art Students of the High School, resulting from the
contest sponsored by the Junior Chamber of Commerce, to select a seal for the
City were presented to the Council. After some discussion a Citizens Committee
was appointed to';pereen the exhibits and present approximately five final entries
for the Countil's final decision. The suggested committee was to consist of the
Art Chairman of the Junior Woman "s Club, the Art Chairman of the Downey Woman's
Club, a professional artist and members of the Junior Chamber of Commerce.
The City Manager presented demands No. 236 thru No. 260 for the Council's
consideration. It was moved by Councilman Temple, seconded by Councilman
Dunnum, and unanimously carried that the City Council, after audit of Demands
No. 236 thru No. 260 finds and determines that the demands are proper and the
total amount thereof does not exceed the income and revenue for the year in
which the indebtedness was incurred, but that there are not sufficient funds
available for the payment of said demands on their due date, and the same slAl
not be approved for want of funds. The City Clerk shall endorse upon the demand
the fact that the demands have been audited by the City Council and not approved
for want of funds.

Legal notifications were given of a proposed annexations No. 4, 9 , and 10
to the City of Santa Fe Springs.

Formal: notice was given by the Board of Supervisors of the intention to
circulate a petition for incorporation of a new city to be known as theCity
of Fairford Estates.
A letter was read from the Alameda School District Board of Trustees,
stating that the following action had been taken at an adjourned meeting on
May 24, 1957,E " That the Alameda School district accepts the one dollar per
school enrollment from Los Angeles County Parks and Recreation Department
and that the Downey City Council be requested to make the necessary arrangements
with Los Angeles County Parks and Recreation Department for the Alameda
District to participate in the County formula of one dollar from County tan money
to three dollars from the school funds. Money's from Los Angeles County Parks
and Recreation to be paid directly to the school district for 1957 -58 school year ".

passed by the following vote that the City cooperate with the Alameda School
District as outlined in their letter.

The Clerk read a letter from the International City Managers' Association
inviting the City Manager to the 43rd Annual Conference of the Association to be
held in Washington D.C., October 20 to 24, 1957.

and passed by the following vote that the City Manager make necessary arrange-
ments to attend the Conference.

Announcement of the formal dedication to the Juvenile Hall on June 12,1957
was made.
The League of California Cities, regular meeting on June 20, 1957 at the
South Gate Auditorium in South Gate was announced.
